Job Description:

The Digital Campaigns Advisor will provide technical guidance on the implementation of digital campaigns for Result-2 "Governance and restoration of services". Working with Outcome-2 project teams to ensure the achievement of its strategic objectives, the Digital Campaigns Advisor will be responsible for technical consulting, implementation and training in various practical and theoretical disciplines in the field of strategic communications.

Responsibilities (main functions):

  • In collaboration with technical teams, provide advice on the development and implementation of the digital campaign strategy for Outcome-2 "Service governance and recovery" in the three thematic areas, ensure the integrity, measurement and alignment of communication interventions with the OASIS framework (Objectives, Audience, Strategy, Implementation, Evaluation).
  • Provide recommendations on taking into account the principles behavioral science in the design of each campaign, with clear, audience-focused calls to action that aim to achieve the intended stabilization outcomes.
  • Collaborate with the Director of Strategic Communications, the Monitoring, Evaluation and Training Unit, the Conflict Sensitivity Team, the Gender Equality, Disability and Social Inclusion (GEDSI) Team, the Research Team and the environment, ensuring the achievement of broader program goals through communication activities.
  • Provide advisory support in the development of digital communications plans and content distribution strategies based on the OASIS model with goals, audience portraits, message strategy and channel set defined from the outset.
  • Provide advice on the development of content distribution strategies, with optimized use of Meta, Google, Telegram, X and other relevant platforms, with appropriate allocation of budgets for paid coverage andaudience engagement tactics.
  • Participate in the preparation and lead the implementation of campaign work plans and timely preparation of reports; carry out planning, budgeting and forecasting for digital campaigns within Outcome-2 and the Emergency Response Mechanism (RRM) component.
  • Participate in PFRU trainings for local beneficiary partners (as needed) and further coordinate the development of key messages, scripts, tone and visual identity, production and approval of digital content; manage internal and external content developers, workflows, and production budgets.
  • Support the Emergency Response Engine component in developing an emergency content repository, providing consulting and, as needed, rapid digital content creation.
  • Execute quality assurance editorial review of all campaign products, ensuring they meet program goals, tone, format, and expectations audience.
  • Provide advisory support for the management of various communication service delivery modules (grants, direct procurement, strategic partnerships, own production) and ensure full compliance with program requirements.
  • Provide recommendations on the quality and compliance of content with branding policies, digital content protection standards, including the anonymization of sensitive personal data and the application of ethical storytelling principles in vulnerable or high-risk environments.
  • Collaborate with content creators, project staff and partners to identify, produce and adapt content for appropriate channels, ensuring alignment with strategic program goals and audience needs.
  • Develop and deliver hands-on training and mentoring on content creation, digital distribution and safe storytelling to partners, civil society representatives and local communicators. This includes developing training materials and measuring results (impact) - online and offline.
  • Make field trips to PFRU-2 partner areas (depending on the security situation) to conduct face-to-face training and support the creation of quality localized content.
  • Provide recommendations for monitoring the effectiveness of campaigns using digital analytics tools and ensure continuous campaign improvement, turning monitoring data into actionable recommendations.
  • Ensure strategic interaction and coordination with authorities, civil society and local partners, strengthening their capacity to disseminate digital content, manage online communities and track campaign results.
  • Maintain a repository of materials.

Qualifications and experience:

  • At least eight years of professional experience in managing dynamic and large-scale digital communications or public awareness campaigns, preferably in an international development, humanitarian or stabilization contextpromotional activities.
  • Proven experience in planning, implementing and optimizing cross-platform digital campaigns using models such as OASIS or other results-oriented models.
  • High level of videography, video editing and/or graphic design and ability to mentor content producers by explaining requirements through storyboarding and scripting to ensure quality and evidence-based content creation and campaigns.
  • In-depth understanding of behavioral science approaches to communication activities and the ability to apply such approaches to change attitudes and behavior.
  • Proven experience in working with digital strategies, performing editorial review and planning the distribution of digital content, including managing internal and external production teams.
  • Practical experience in ensuring the quality and compliance of content with digital content protection standards, including anonymization sensitive personal data and the application of ethical storytelling principles in vulnerable or high-risk environments.
  • Excellent knowledge of performance monitoring tools and data analytics (eg Meta Insights, Google Analytics, UTM-tracking) and the ability to obtain and communicate practical conclusions to the audience.
  • Strong project management skills, ability to control the work of various work modules, such as grants, procurement, internal production, manage timelines and budget forecasting.
  • Experience in developing and delivering training or mentoring on content creation, distribution and digital storytelling for non-specialists.
  • Excellent communication skills, ability to interact with stakeholders, proven ability to coordinate activities between government, civil society and partner organizations.
  • Fluency in Ukrainian and English (written and spoken).
  • Readiness for business trips to the territory of Ukraine, in particular to the affected communities (depending on the security situation).

The aim of PFRU is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia's aggression. This outcome is designed to facilitate and strengthen resilience for a more socially cohesive, inclusive, democratic, and prosperous Ukraine. PFRU provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence.

Position Description

The Digital Campaigns Adviser will provide technical guidance for the implementation of PFRU-2’s digital campaigns for the program’s Outcome 2 related to Governance and Service Recovery (G&SR) to amplify and enhance stabilization effect.  They will be responsible for providing technical advice, delivery and a limited amount of technical training across a multitude of practical and theoretical StratComs disciplines, working with the wider Outcome 2 teams to deliver StratComs as an enabler to achieving the outcome’s strategic objectives.

Key Responsibilities:

  • In collaboration with technical teams, advise on the development and delivery of PFRU-2’s Government and Service Recovery (G&SR) digital-campaigns strategy across three thematic areas, ensuring all interventions are coherent, measurable and aligned with the OASIS framework (Objectives, Audience Insight, Strategy, Implementation and Scoring).
  • Provide guidance to ensure that every campaign applies behavioral?science principles and contains clear, audience?specific calls to action capable of generating the intendedstabilisation outcomes.
  • Collaborate with the Strategic Communications Director, MEL (Monitoring, Evaluation, and Learning), Conflict Sensitivity, GEDSI (Gender Equality, Disability, and Social Inclusion), Research and Environmental teams, making certain that communications activities support wider programme goals.
  • Provide advisory support on the development of digital communications plans and dissemination strategies, ensuring every plan follows the OASIS framework from the outset and includes clear objectives, defined audience personas, a messaging strategy and an appropriate channel mix.
  • Provide advisory support on the design of dissemination strategies, making optimal use of Meta, Google, Telegram, X and other relevant platforms, with suitable paid-media budget allocations and audience-engagement tactics.
  • Contribute to and lead delivery of campaign work plans and timely reporting, and oversee planning, budgeting and forecasting for digital campaigns under Outcome 2 and the Rapid Response Mechanism (RRM) component.
  • Attend PFRU-2 campaign training workshops with beneficiary local partners, where appropriate, and thereafter oversee the message development, scripting, tone and visual language development, production and approval of digital content, managing internal and external content creators, workflows and production budgets.
  • Support the RRM with its emergency-communications content bank, providing advisory input and, where appropriate, creating rapid-response digital content.
  • Provide editorial review and quality assurance for all campaign outputs, ensuring they align with programme objectives, tone, format and audience expectations.
  • Provide advisory support on diverse delivery modalities (grants, direct procurement, strategic partnerships, in house production) and ensure full compliance with programme requirements.
  • Advise on the quality, brand alignment and safeguarding compliance of all digital content, anonymising sensitive personal data and upholding ethical storytelling in fragile or high risk environments.
  • Collaborate with content creators, project staff and partners to identify, produce and repurpose content for relevant channels, aligning output with strategic objectives and audience needs.
  • Design and facilitate practical training and mentoring for partners, civil society actors and local communicators on campaign development, content creation, digital dissemination and conflict-sensitive storytelling. This also includes the development of training materials and the measurement of capacity-building impact, both online and offline.
  • Travel to PFRU-2 partner oblasts (security conditions permitting) to provide hands?on training and support the capture of high?quality, localised digital content.
  • Advise on the monitoring of campaign performance through digital analytics and drive continuous improvement by translating performance data into actionable insights.
  • Provide strategic stakeholder engagement and coordination across governmental, civil?society and local partners to reinforce their capacity in digital dissemination, online?community management and performance tracking.
  • Maintain an organised knowledge?management repository.

Required Skills and Qualifications:

The Digital Campaigns Adviser will have the following qualifications and experience requirements:   

  • A minimum of eight years’ professional experience managing fast-paced, high-volume digital-communications or public-information campaigns, preferably in international-development, humanitarian or stabilisation contexts.
  • Proven expertise in planning, delivering and optimising multi-channel digital campaigns, using frameworks such as OASIS or other results-based models.
  • Excellence in videography, video editing and/or graphic design and an ability to mentor and explain to content creators what is required through storyboarding and scripting to ensure high-quality, evidence-based content and campaign creation.
  • Strong understanding of behavioural-science approaches to communication and the ability to apply them to drive attitude or behaviour change.
  • Demonstrated experience in digital-content strategy, editorial oversight and dissemination planning, including the management of internal or external content-production teams.
  • Practical experience of quality assurance and ensuring content compliance with digital safeguarding standards, including the anonymisation of sensitive personal data and the application of ethical storytelling principles in vulnerable or high-risk environments.
  • Excellent knowledge of performance-monitoring tools and data analytics (e.g. Meta Insights, Google Analytics, UTM-tracking) and the ability to extract and communicate actionable insights.
  • Strong project-management skills, with the ability to oversee multiple delivery modalities (grants, procurements, in-house), manage timelines and forecast budgets.
  • Experience in designing and delivering training or mentoring on content creation, dissemination and digital storytelling for non-specialist audiences.
  • Excellent communication and stakeholder-engagement skills, with a proven ability to co-ordinate across government, civil-society and partner organisations.
  • Fluency in Ukrainian and English, both spoken and written.
  • Willingness and ability to travel within Ukraine, including to conflict-affected areas, when security conditions permit.

Reporting:

Digital Campaigns Adviser will be managed by the G&SR Senior Strategic Communications Advisor and will report to the Director of Strategic Communications.

Duration of Assignment/LOE:

This will be a full-time, long-term position, based on extendable 1-year contract (prolonged upon successful completion/implementation of personal SMART-goals)

Location of Assignment:

The principal location of this assignment is Kyiv, Ukraine, with regular travel to other parts of Ukraine (security permitting).
