We work in the areas of education, child protection, overcoming child poverty, and health care. I, and we also carry out advocacy activities related to the protection of children's rights.

GOAL POSITIONS:

The deputy financial director will support the creation and development of financial management in Ukrainian representative offices, as well as assist the financial director in budgeting issues, treasury and reporting, partnering and recruitment, with a particular focus on providing excellent financial business partnership services for ESMT, regional directors and managers budget funds. 

He/she will also be responsible for ensuring best-in-class financial management at both the head office and field level. 

The Deputy CFO will provide support to the head office and regional offices in matters of financial setup, budgeting and reporting. The finance team focuses on providing support throughout the grant life cycle, ensuring the successful implementation of the financial component of projects. This includes providing technical support on project application budgeting, BVA, donor financial reporting and project closure, master budget and gap analysis, forecasting and KPIs, as well as financial support and reconciliation with partners. He/she will provide technical support to the financial accounting team, including tax matters and improving the management of key performance indicators. 

KEY AREAS OF RESPONSIBILITY:

Budgeting and reporting

  • Act as a key strategic financial business partner to the CFO and program implementation team to support the expansion of budgeting, reporting and team capacity building.
  • Responsibility for the process of forming the general budget at the level of representative offices and on the ground - ensuring proactive decision-making, effective and efficient allocation of resources.
  • Provide financial expertise in the process of preparing budget proposals for donors to ensure high quality of proposals, full cost recovery and reflection of needs on the ground.
  • Providing high-quality finandonor-ready reports that meet optimal quality and strive for consistent adherence to green reporting KPIs. 
  • Ensure that budget managers understand their responsibilities (eg through training and capacity building).
  • Manage accruals and technically manage monthly and annual account closing procedures.

Development and management of affiliate relations

  • Conducting an assessment of the capacity of the partners' organization in order to identify gaps in the capacity and areas of support that will be necessary for the partners to effectively fulfill the requirements of the financial management of the program.
  • Implement regular support visits to partner organizations to discuss financial and operational issues/progress and identify ways in which SCI can provide the necessary support.
  • Support the development of partner project budgets, work plans, plans remittances and procurement plans.
  • Supporting partners in conducting external audits and monitoring the implementation of auditors' recommendations.

Financial operations on the ground

  • Ensuring best-in-class financial management at the field office level, including leadership in recruitment and succession planning; capacity building; implementation of efficient and effective accounting processes and systems; improving and ensuring compliance with internal control. This should include regular site visits.

Leadership, mentoring and staff development

  • Ensure adequate staffing and efficient and effective organizational structure in the budgeting and reporting teams.-
  • Ensure that employees understand and are empowered to fulfill their role, especially in the budgeting and reporting team.
  • Manage team; set expectations, provide leadership and technical support as needed, and regularly evaluate direct reports.

QUALIFICATIONS AND EXPERIENCE:

  • Master's degree in finance, accounting, business administration or other relevant discipline.
  • Certified accountant diploma or any other professional accounting degree (CPA, ACMA, ACA, ACCA) is recommended.

EXPERIENCE AND SKILLS:

  • Minimum 5 years of work experience in an MFI/NGO, of which three years in a managerial position in a financial department.
  • Strategic thinking with the ability to lead, inspire and achieve results in challenging environments
  • Strong team player, ability to manage personnel to achieve maximum impact.
  • Excellent interpersonal and cross-stakeholder skills
  • Strong analytical, decision-making and strategic planning skills with the ability to articulate complex informationii form
  • Ability to prioritize, plan and manage a complex and varied workload under tight deadlines
  • Ability to train, mentor, delegate authority appropriately and provide guidance for the development of subordinates
  • Full awareness of the value of collaboration both internationally and within the team.
  • Understanding the vision and mission of Save the Children and dedication to the goals and values ​​of the organization
  • Fluency in written and spoken English

Desirable

  • Experience of working in an emergency/hazardous environment.-
  • Experience of working with key institutional donors such as OFDA, BHA, BPRM, ECHO, Europe Aid, Sida, SDC and their regulatory documents.
