OBJECTIVE OF THE POSITION:

Strengthening contingency planning for Save the Children and partners in Eastern Ukraine, and a leading role in close coordination with the CVA and FSL Project Manager in the planning, implementation and monitoring of FSL early recovery activities. The CVA and FSL Coordinator is responsible for coordinating, consolidating and ensuring the smooth execution of FSL programs, including meeting deadlines, budget and donor requirements.

In addition, osuccessful candidate for this role will support the implementation of rapid response activities including food distribution as well as livelihood program such as business grants and market recovery in newly opened areas or places where large numbers of IDPs The incumbent will facilitate a territory-based approach including integrated planning, implementation and close coordination with internal teams (such as MEAL, Partnerships and Community Engagement) and external stakeholders (partners and technical working groups).

In addition, the CVA and FSL coordinator will support the updating of the training plan and facilitate community involvement in the projects.


KEY AREAS OF RESPONSIBILITY:

  • Supporting Food Security and Livelihoods:

  • Lead field planning of FSL program work such as assessments, surveys and evaluations, ensuring documentation results and taking into account the specific needs of children, adolescents and youth. 

  • Participate in the development of FSL strategies/response plans, concept papers and new proposals in coordination with direct teams and partners. 

  • Support in personnel selection and employee management. 

  • Determine the logistics needs of the FSL program and supply needs and coordinate with the logistics staff the implementation of the procurement plan. 

  • Contribute to accurate budget forecasting and funding requests. 

  • Work with finance and other teams to ensure proper cash transfer mechanisms and responsible cash transfer mechanisms. 

  • Work closely with CVA and FSL Project Manager, CVA Advisor, FSL Advisor and MEAL team to implement MEAL FSL plans, feedback/complaints mechanisms and pitransparency 

  • Assist field teams and partners in implementing the Sustainable Solutions Package. 

  • Coordinate with field technical teams to promote integration and integration of Child Protection, Education, WASH, Shelter and Non-Food.


Cash and voucher assistance: 

  • Lead the development and implementation of CVA interventions, ensuring they are aligned with the overall strategy and taking into account the specific needs of vulnerable population groups. 

  • Develop and implement remittance programs, including multipurpose remittances, vouchers and other modalities in line with best practices and donor requirements. 

  • Ensure the establishment of secure and efficient remittance mechanisms, working closely with finance, logistics and other relevant teams. Keep trackers up-to-date, concise and accurate. 

  • Conduct regular market assessments and price monitoring to ensure compliance and feasibility of CVA interventions. 

  • Coordinate with local financial service providers to ensure timely and secure distribution of funds. 

  • Train and support field staff and partners in implementing and monitoring CVA programs. 

  • Ensure CVA activities are properly documented and lessons learned are captured for continuous improvement. 

  • Develop and maintain relationships with key stakeholders, including local authorities, community leaders and other humanitarian organizations, to ensure effective implementation of CVA programmes.

    Monitor and evaluate the impact of CVA interventions by providing regular reports and updates to the CVA Project Manager and FSL and other stakeholders.

Emergency preparedness, coordination and response: 

  • Lead coordination with the Project Manager to expand new or ongoing food distribution responses. 
  • Coordinate and implement agreed plans or strategies, ensuring continuous review and updating of Emergency Preparedness Plans and Contingency Plans in collaboration with Project Managers and Program Chair. 
  • Contribute to building consensus among staff on the PGNS and related work plans as an ongoing and integrated part of the response office's work. 
  • Monitor and analyze early warning indicators and establish an early warning system in operational areas of concern in coordination with relevant sector heads. 
  • Work with the Program Team to monitor humanitarian trends and develop scenarios in operational areas of concern. 
  • Ensure ongoing monitoring and assessment of affected populations and communities in close coordination with relevant government agencies and partners. 
  • Share timely updates on current changes in the context and humanitarian situation of affected communities.

Capacity building and partner support:

  • Identify training and development opportunities for SC staff and FSL and CVA partners and act as a mentor and role model for less experienced staff. 
  • Provide support and training to partner teams involved in FSL and CVA projects.
  • Develop and maintain connections and networks (internal and external) within SC to capture learning opportunities, sharing and dissemination.

Project management and coordination:

  • Ensure timely implementation of activities according to plan and continuous monitoring according to agreed indicators , (2) preparation of quality interim and final reports for external and internal use, and (3) effective budget control: monthly forecasting and spending according to plan; quarterly review as needed; reporting on the budget (expenses). 
  • Management and responsibility for the budget in emergency response projects of a cross-sectoral nature, for example, Multipurpose Grants (MPGs), FSL/NFI, including support and monitoring of implementation by partners, ensuring compliance with standard operating procedures (SOPs) by partners, implementation of adequate risk reduction measures and compliance with minimum program standards. 
  • Coordination with other entities on the implementation of rapid response measures to ensure complementarity, harmonization and prevention of geographic duplication. 
  • Work with other agencies to ensure harmonization of CTP approaches and incorporation of best practices and experiences of other entities into SCI programs. 
  • Support relevant sector technical leads in the implementation of market and supplier assessment tools, providing analysis where possible to inform modality decisions. 
  • Continuously reviewing program activities, documenting lessons learned, participating in project development, developing best practices and sharing them with relevant working groups at the local level. 
  • Provide information for donor reporting or internal reporting as needed.
  • Perform any other tasks as assigned by line manager.

QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES:

  • Experience implementing cash transfer programs (e.g. multipurpose cash transfers, vouchers, etc.), FSL programs and NFI. 
  • Preferred to have at least two years of experience working in a humanitarian organization with experience implementing FSL-related activities and personnel management. 
  • Strong, proven interpersonal and communication skills, ability to synthesize and present information. 
  • Awareness of the humanitarian response to the conflict in Ukraine, especially in the Southern zone.
  • Knowledge of the English language. 
  • Proven ability to build consensus and encourage collaboration, as well as strong presentation skills.

Candidates with similar experience in government agencies, NGOs or other relevant organizations involved in humanitarian response, applications are also encouraged.

ROLE PURPOSE:

Strengthening Save the Children and partner preparedness and contingency planning in East Ukraine while taking a lead role in close coordination with the CVA and FSL PM in the planning, implementation, and monitoring of early recovery FSL response activities. The CVA and FSL Coordinator is responsible for coordinating, consolidating, and ensuring smooth implementation of FSL programs, ensuring that targets are met on time, within budget, and in compliance with donor requirements.

Additionally, the role holder will support the implementation of rapid response activities, including food distributions, as well as livelihood programs such as business grants and market rehabilitation in newly accessible areas or locations hosting a large number of IDPs/returnees. The staff will contribute to an area-based approach including integrated planning, implementation, and close coordination with internal teams (such as MEAL, Partnership, and Community Liaison) and external stakeholders (partners and technical working groups). 

Additionally, the CVA and FSL Coordinator will support with keeping up to date a learning agenda and promoting community participation in projects. 

KEY AREAS OF ACCOUNTABILITY: 

1. Food Security and Livelihoods Support: 

  • Lead field planning of FSL program work such as assessments, surveys, and evaluations, ensuring findings are documented and address the specific needs of children, adolescents, and youth. 
  • Participate in the design of FSL response strategies/plans, concept papers, and new proposals in coordination with direct teams and partners. 
  • Support recruitment and staff management. 
  • Identify FSL program logistics and supply needs and coordinate with logistics staff to implement the procurement plan. 
  • Contribute to accurate budget forecasting and cash requests. 
  • Work with finance and other teams to ensure appropriate cash transfer modalities and accountable cash transfer mechanisms are in place. 
  • Collaborate closely with the CVA and FSL PM, CVA Advisor, FSL Advisor, and MEAL team to implement FSL MEAL plans, feedback/complaints, and accountability mechanisms. 
  • Facilitate field teams and partners in rolling out the Durable Solutions Package. 
  • Coordinate with field technical teams to promote integration and mainstreaming of Child Protection, Education, WASH, Shelter, and NFI.

2. Cash and Voucher Assistance: 

  • Lead the design and implementation of CVA interventions, ensuring they align with the overall strategy and address the specific needs of vulnerable populations. 
  • Develop and implement cash transfer programs, including multi-purpose cash, vouchers, and other modalities, in line with best practices and donor requirements. 
  • Ensure the establishment of secure and efficient cash transfer mechanisms, working closely with finance, logistics, and other relevant teams. Keep trackers updated, concise and accurate. 
  • Conduct regular market assessments and price monitoring to ensure the relevance and appropriateness of CVA interventions.
  • Coordinate with local financial service providers to facilitate timely and secure cash distributions. 
  • Train and support field staff and partners in the implementation and monitoring of CVA programs. 
  • Ensure that CVA activities are well-documented, and lessons learned are captured for continuous improvement. 
  • Develop and maintain relationships with key stakeholders, including local authorities, community leaders, and other humanitarian organizations, to ensure the effective delivery of CVA programs. 
  • Monitor and evaluate the impact of CVA interventions, providing regular reports and updates to the CVA and FSL PM and other stakeholders. 

3. Emergency Preparedness, Coordination and Response: 

  • Lead coordination with the PM to scale up new or ongoing response activities for food distribution.
  • Coordinate and deliver agreed plans or strategies, ensuring continual review and updating of the Emergency Preparedness and Contingency Plans in collaboration with PMs and HoP. 
  • Contribute to building staff consensus on the EPP and associated work plans as an ongoing and integrated part of the response office work. 
  • Monitor and analyze early warning indicators and set up an early warning system in operational areas of concern in coordination with relevant sector leads.
  • Work with the Programs team to monitor humanitarian trends and evolving scenarios in the operational areas of concern. 
  • Ensure ongoing monitoring and assessment of affected populations and communities in close coordination with relevant government and partners.
  • Share timely updates on the ongoing contextual changes and humanitarian situation of affected communities. 

4. Capacity Building and Partner Support 

  • Identify FSL and CVA learning and training opportunities for SC and partners' staff and work as a mentor and role model for less experienced staff. 
  • Provide on-the-job coaching and support to partner teams involved in FSL and CVA projects. 
  • Develop and maintain linkages and networks (internal and external) within SC to capture learning, sharing, and dissemination opportunities. 5. Project Management and Coordination 
  • Ensure timely activity implementation according to plan and routine monitoring against agreed indicators, (2) high quality progress and final reports for external and internal use and (3) strong budget oversight: monthly forecasting and spending according to plan; quarterly revisions, as needed; budget (spending) reporting. 
  • Management and budget holder of cross-sector emergency response projects, e.g. Multi-Purpose Grants (MPGs), FSL/NFIs including support and follow up for implementing partners, ensuring SOPs are followed by partners, ensuring adequate risk mitigation measures are in place and minimum programme standards are followed. 
  • Coordination with other actors on implementation of rapid response activities to ensure complementarity, harmonization, and prevention of geographic overlap. 
  • Work with other agencies to ensure harmonization with CTP approaches and incorporate best practices and experience from other actors into SCI’s programming. 
  • Support the relevant technical sector leads with roll-out of market and vendor assessment tools, providing analysis where possible to inform modality decisions. 
  • Continuously review program activities, document learning, feed into project design, develop best practices, and share with relevant working groups at the area level. 
  • Provide inputs to donor or internal reporting as required. 
  • Perform any other tasks as determined by the line manager.

  • At least two years of experience in a humanitarian organization with experience implementing FSL-related activities and managing staff is highly desirable. 
  • Strong, proven interpersonal and communication skills, with ability to synthesize and present information.
  • Familiarity with humanitarian response to the Ukrainian conflict, particularly in the South Area.
  • English language skills. 
  • Proven ability to build consensus and encourage collaboration, and strong presentation skills.
