Position Summary

The primary goal of the position is to develop a practical guide and tools to help veteran support specialists effectively organize, coordinate, and deliver targeted, timely, and contextually relevant assistance to veterans in healthcare facilities.

The Consultant will systematize lessons learned, identified challenges, needs, and best practices that arise during the creation and operation of Veteran Care Spaces, as well as during the development and implementation of algorithms for routing veterans’ requests at the local level.

The specialist will work Remote, with visits to pilot healthcare facilities

Expected Duties and Responsibilities  

  • Review existing legislative framework regarding the organization and functioning of Veteran Care Spaces and the activities of veteran and demobilized person support specialists in HCFs.
  • Review existing experiences in establishing and operating Veteran Care Spaces in HCFs.
  • Conduct facilitation sessions with local stakeholders and develop local maps of veteran service providers and support pathways in seven target HCFs.
  • Develop a practical guide on organizing and managing the work of Veteran Care Spaces and the activities of veteran support specialists in HCFs.
  • Present the results for further dissemination.

Expected Results

  • Local stakeholder maps and algorithms for routing veterans’ requests (for seven HCFs).
  • A practical guide for Veteran Care Space specialists and HCF administrations.
  • Presentation materials.

Minimum Qualifications

  • Bachelor’s degree or higher in social work, psychology, public administration, healthcare, education, or related fields.
  • Experience in preparing methodological materials, guides, or practical tools.
  • Understanding of the work principles of veteran support specialists and the creation and operation of Veteran Care Spaces.
  • Analytical thinking, skills in information systematization and structured writing.
  • Fluency in Ukrainian; working proficiency in English is an advantage.
  • At least 3 years of experience in social work, veteran policy, or the development of training programs or materials.
  • Experience collaborating with government or civil society organizations working in the field of veteran support.
  • Experience in organizing consultations, facilitation, or testing of educational/methodological products.
  • High motivation and result orientation.
  • Strong communication skills and the ability to work effectively in a multisectoral environment.
  • Ability to meet deadlines and handle multiple tasks simultaneously.
