APOPO currently has over 300 operational animals, most of which are working in Mine Action, which makes it the largest animal detection operator in the sector.
About APOPO in Ukraine:
Since the Russian invasion of 24th February, Ukraine has been severely affected by landmines, cluster munitions and other explosive remnants of war. The scale of the conflict and the use of high impact and indiscriminate weapons requires an urgent and extensive response. APOPO aims to accelerate the reduction of suspected hazardous areas in Ukraine using its Technical Survey Dog Teams. APOPO is preparing to launch a major Capacity Building Mine Action project in Ukraine. To support this fast-moving and high-impact program, we are searching a Construction Manager.
ABOUT THE ROLE:
The Construction Manager is responsible for the day-to-day management of all aspects of the construction and development of the expansion of existing facilities in the project.
Responsibilities will include project planning and execution, staff and budget management, coordination of logistics and procurement to ensure the successful delivery of project objectives and any additional project work as required.
KEY RESPONSIBILITIES
- 1. Project Management
- · Work with the Project Manager and Project Officer to establish a project plan for all activities, set milestones, and ensure timely and safe delivery of outputs within specified timeframe and budget.
- · Provide adequate reporting and documentation so that APOPO departments are aware of progress of the construction activities, identifying any gaps or risks that may delay the project.
- · Provide clearly identified objectives, evaluations and appraisals of all project activities.
- 2. Construction Management
- · In coordination with the Logistics Officer design mobile buildings and or rehabilitations as per international standards, and needs.
- · Create Bills of Quantities for the intervention, and as per APOPO’s procurement and logistics guidelines, source construction companies to complete the work.
- · Conduct quality assessment of the construction work, including assessing the quality of all materials used within the intervention, and provide support to contractors to finalize work as per the contracts.
- · Provide quality assurance that all construction is completed and planned under any national guidelines and legislation.
- 3. Project Development
- · Support APOPO in developing policy, procedures and systems for further similar construction / rehabilitation projects.
- · Work with the Project Manager to investigate all opportunities for project development and expansion where appropriate.
- 4. Finance Management
- · In consultation with the Project Manager and Project Coordinator maintain robust management of project budget in line with APOPO policies and guidelines, including monitoring all expenditure against project grants.
- · Be responsible for the provision of all necessary financial documentation for construction related services including certifying contractors invoicing, quantity surveying and work with the Project Manager and Project Coordinator to ensure compliance with APOPO Financial & Technical policies.
- 5. Logistics
- · In consultation with the support-services team, maintain oversight of all logistical and procurement requirements in line with APOPO policies. This may include the preparation and evaluation of any tenders or procurement acts in support of construction related activities.
- · Development of accurate plans, specifications, Bill of Quantities, and contracts when required, based on APOPO standards for varying levels of construction and rehabilitation,
- · Provide regular and timely reports on progress against planned activities and as per reporting lines.
- 6. Human Resources
- · Responsible for the effective, management and development of national staff as directed.
- · Coordinate the activities of all project personnel to ensure maximum project efficiency.
- 7. General APOPO Responsibilities

- · Promote APOPO’s mission, values, and reputation in all activities.
REQUIRED QUALIFICATIONS & EXPERIENCE & SKILLS
- · Professional qualification in construction, civil engineering.
- · Experience in managing construction projects on time and within budget.
- · Experience of Ukrainian land titles, changing titles, procurement and development of land within Ukrainian legislation.
- · Experience of coordinating the activities of a multidisciplinary team including contractors and technical staff from a diverse range of backgrounds.
- · Experience of managing a team of national staff.
- · Experience of using finance, administration and human resource systems to ensure project success.
- · Experience of managing tender processes and managing third party contractors and ensuring quality delivery of work.
- · Substantial knowledge of the development and evaluation of engineering design and construction contracts, Bills of Quantities, and specifications.
- · Knowledge of solid waste management and disposal, electrical and water and sanitation design.
- · Project management skills, including project planning and monitoring, financial management and report writing skills.
- · Good literacy, numeracy and IT skills including Microsoft Office.
- · Ability to communicate effectively in person and remotely, both internally and externally.
- · Strong English language skills

JOB DESCRIPTION:
The Construction Manager is responsible for the day-to-day management of all aspects of construction and development related to the expansion of existing facilities within the project.
Responsibilities include project planning and implementation, personnel and budget management, coordination logistics and procurement to ensure successful achievement of project goals, as well as performing additional project tasks as needed.
KEY RESPONSIBILITIES:
1. Project Management
- · Together with the Project Manager and the Project Specialist, develop a plan for the implementation of all activities, define milestones and ensure timely and safe achievement of results within the defined deadlines and budget.
- · Ensure proper reporting and documentation so that the relevant APOPO divisions are informed about the progress of construction work, identifying gaps or risks that may lead to delays in the implementation of the project.
- · Determine clear goals, evaluation indicators and results of the implementation of all project activities.
2. Construction Management
- · In coordination with the Logistics Specialist, design mobile buildings and/or rehabilitation works in accordance with international standards and project needs.
- · Prepare Bills of Quantities and, in accordance with the procurement and logistics policies of APOPO, select construction companies to perform the works.
- · Conduct quality assessment of construction works, including the quality of all materials used, and provide support to contractors to complete works in accordance with the terms of the contracts.
- · Ensure quality control and compliance of all construction works with national regulations, legislation and standards.
3. Project Development
- · Support APOPO in developing policies, procedures and systems for subsequent similar construction or rehabilitation projects.
- · Collaborate with the Project Manager to analyze opportunities for project development and expansion where appropriate.
4. Financial Management
- · In consultation with the Project Manager and the Project Coordinator, ensure proper management of the project budget in accordance with APOPO policies and guidelines, including monitoring of all expenditures within the grants.
- · Be responsible for the preparation and provision of all necessary financial documentation related to construction services, including confirmation of contractor accounts and scope of work performed works, as well as ensure compliance with the Financial and Technical Policies of APOPO.
5. Logistics
- · In cooperation with the team of supporting services to implementoverseeing all logistics and procurement processes in accordance with APOPO policies, including the preparation and evaluation of tenders and procurement for construction works.
- · Develop accurate plans, technical specifications, statements of works and contracts in accordance with APOPO standards for various levels of construction and rehabilitation.
- · Provide regular and timely progress reports on the implementation of planned activities according to established lines reporting.
6. Personnel management
- · To be responsible for the effective management and development of national personnel in accordance with the defined tasks.
- · To coordinate the activities of all project employees in order to achieve maximum implementation efficiency.
7. General duties in APOPO

REQUIREMENTS FORCANDIDATE:
- · Professional qualification in the field of construction or civil engineering.
- · Experience in managing construction projects on time and on budget.
- · Experience in working with land plots in Ukraine, rezoning, land acquisition and development in accordance with Ukrainian legislation.
- · Experience in coordinating multidisciplinary teams, including contractors and technical specialists with various professional backgrounds background.
- · Experience of managing a team of national personnel.
- · Experience of using financial, administrative and HR systems to ensure successful implementation of projects.
- · Experience of conducting tender procedures and managing third-party contractors to ensure high quality of work performance.
- · Basic knowledge in the field of development and evaluation of engineering projects, construction contracts, information on the scope of work and technical specifications.
- · Knowledge of solid waste management, electricity, water and sanitation.
