Functions:
Project management and reporting
- Provide technical support to partners in project developing, object selection, drafting BoQs, procurement plans, and tender documents for Cash activities.
- Facilitate grant efforts, including drafting grant proposals with CSOs, grant approval process and post-award compliance.
- Provide day to day supervision of CSOs performance at the area level, with the support of the line manager.
- Participate in the identification and verification of beneficiaries under the supervision of the Project Manager.
- Monitor and document the grant making workflow processes, forms, templates, reports and data to ensure full compliance with internal controls and legal requirements.
- Draft lessons learned and best practices identified from the CSO sub-granting process.

Capacity Building
- Assist the Capacity Building Officer in identifying capacity-building needs and developing plans to address them
- Conduct capacity assessments of partners and identify training needs related to cash programming.
- Design, organize, and facilitate training sessions, workshops, and on-the-job coaching on cash transfer mechanisms, targeting, data management, and accountability.
- Support partners in developing safe and transparent cash delivery mechanisms and procedures.
- Lead the organization of outreach and information events for communities and local authorities.
- Support MEAL activities during monitoring and evaluation activities of project implementation and addressing recommendation
Logistics
- Send and accurate order forms in a timely manner if requested by the line manager
- Confirm quality of material selection when applicable
- Ensure a proper management and use of the project assetsand stocks
- Plan team movements based on available fleet and applicable policies
Finance
- Review partner proposal budgets and provide recommendations regarding improvement of programmatic parts of the budget
- Support the line manager in reviewing the BFU(s) and provide accurate forecasts
- Support the line manager in forecasting monthly cash requirements of the project
- Provide close communication with Finance department to ensure compliance with all Acted procedures and policies
- Control the timely provision of financial statements, forecasts and vouchers to the Finance department
HR
- Support partners in identifying and addressing staff capacity-building needs related to WASH implementation.
- Contribute to creating conditions for continuous professional development of partner staff.
Transparency and Compliance
- Ensure compliance with ACTED internal procedures and donor requirements
- Maintain accurate record keeping of project documentation, including photos and proper filing of meeting minutes, databases, attendance sheets, assessment reports/documents, review and update databases etc., in soft and hard copу
Others
- Provide translation (IF POSSIBLE) of various documents (e.g. reports, minutes, beneficiary lists, information signs ) upon request of the line manager
- Perform any additional task as requested by the line manager.
Required Qualifications and Skills:
- Master ’s degree or equivalent experience is required; degree in international development, management or another related field is preferred.
- Experience: at least two (2) years of experience working in cash programming with local CSOs or international NGOs, managing sub-grant agreements, capacity development, reviewing budgets, reports.
- Strong analytical and reporting skills. Ability to analyse information, evaluate options and to think and plan strategically.
- A team player who can work collaboratively and with people of diverse backgrounds.
- A strong understanding of the Ukraine context
- Ability to work both in an advisory and a hands-on implementation capacity.
- Ability to handle a high workload and to work independently.
- Excellent command of Microsoft Excel and database applications.
- Excellent writing and presentation skills
- Computer/word processing and standard office software skills.
- Fluency in written and spoken English, and Ukrainian and/or Russian. Must be able to read and interpret documents and communicate with others as necessary to perform job duties effectively.
