Position description:

CESVI is an international humanitarian organization that strives to provide timely assistance and ensure access to basic services for the most vulnerable population in de-occupied and frontline areas of Ukraine. The case manager is a key member of the CESVI Mobile Psychosocial Support Team (MHPSS), which provides critical assistance to conflict-affected and vulnerable individuals in the Izyum District of Kharkiv Oblast. 

Working under the guidance of the Head of Protection, the Case Manager identifies and supports individual protection cases - focusing on people with disabilities, people in psychosocial distress, the elderly and other vulnerable groups. In close cooperation with psychologists and social workers, the Case Manager guarantees confidentiality, comprehensive support and effective referral, while adhering to the highest standards of protection and security. 

Essential Duties and Tasks:

  • Execute protection case management for individuals with special needs, including identification, assessment, planning, implementation and follow-up. 
  • Identifying individuals in need and providing them with direct support and timely referral to specialized services (eg, MHPSS, legal aid, medical aid, shelter) in accordance with individual support plans. 
  • Work closely with mobile team members, including psychologists and social workers, to provide integrated, multisectoral care. 
  • Participation in monitoring the protection situation and strengthening intersectoral referral mechanisms. 
  • Mapping services in the area of ​​activity and documenting them to ensure accurate referral. 
  • Maintaining accurate and timely case documentation and data logging using standardized tools, adhering to data protection and security policies. 
  • Assessment of eligibility and assistance in referral to cash assistance programs under Cash for Protection and MPCA, including finns support to case plans as needed. 
  • Participation in daily mobile visits to conflict-affected and hard-to-reach communities in the Izyum district. 
  • Engaging in engagement with community structures and local stakeholders to support safe referrals and raise awareness of available protection services. 
  • Preparation and submission of reports on beneficiaries reached, updating the Referral Matrix and informing local stakeholders. 
  • Participation in trainings conducted by CESVI to improve professional skills and knowledge in accordance with project goals and job duties. 
Experience in case management. 

Skills and Competencies:

  • Bachelor's degree in a relevant field (social sciences, international development, public health, etc.). 
  • Previous experience in case management, social work, protection or similar positions in humanitarian or development projects. 
  • High interpersonal skills and the ability to build relationships with different members of the community. 
  • Understanding of mental health and psychosocial support services preferred. 
  • Excellent organizational and reporting skills. 
  • Ability to work effectively in a multicultural team. 
  • Fluency in Ukrainian and Russian languages. 
  • Knowledge of English is an advantage.

Scope of the Position:

CESVI is an international humanitarian organization aiming to provide timely humanitarian assistance and ensure access to basic services for the most vulnerable populations in deoccupied and close-to-frontline areas in Ukraine. The Case Manager is a core member of CESVI MHPSS Mobile Units providing essential support to conflict-affected and vulnerable individuals in Iziumskyi raion of Kharkivska oblast. 

Working under the supervision of the Protection Supervisor, the Case Manager identifies and manages individual protection cases—focusing on people with disabilities, people in psychosocial distress, the elderly, and other at-risk groups. Collaborating closely with psychologists and social worker, the role ensures confidential, comprehensive support and referrals while upholding the highest standards of protection and safeguarding. 

Key Responsibilities and Duties

  • Conduct protection case management for individuals with specific needs, including identification, assessment, case planning, implementation, and follow-up.
  • Identify persons in need and provide direct support and timely referrals to specialized services (e.g., MHPSS, legal aid, medical care, shelter) in line with individual case plans.
  • Collaborate closely with mobile unit team members, including psychologists and social workers, to deliver integrated, multi-sectoral support.
  • Take part in Protection monitoring and strengthening of inter-sectoral referral pathways.
  • Conduct mapping of services in the operational area and document them to ensure accurate referrals.
  • Maintain accurate and timely case documentation and data registry using standardized tools, ensuring compliance with data protection and safeguarding policies.
  • Assess eligibility and facilitate referrals for Cash for Protection and MPCA support, ensuring that financial assistance is integrated into case plans when appropriate.
  • Participate in daily mobile outreach missions to conflict-affected and hard-to-reach communities in Iziumskyi raion.
  • Engage with community structures and local stakeholders to support safe referrals and raise awareness of available protection services.
  • Prepare and submit reports on beneficiaries reached, updates the Referral Matrix and local stakeholders informed.
  • Attend trainings provided by CESVI to enhance skills and knowledge related to the project goals and responsibilities.

Qualifications:

Technical degree or diploma in a relevant field such as Social Sciences, health, management or any related discipline. Case management experience. 

Skills and Competences: 

  • Bachelor's degree in a relevant field (Social Sciences, International Development, Community Health, etc.).
  • Previous experience in Case Management, Social work, Protection or similar roles in humanitarian or development projects.
  • Strong interpersonal skills and the ability to build relations with diverse community members.
  • Understanding of mental health and psychosocial support services is desirable.
  • Excellent organizational and reporting skills.
  • Ability to work effectively in a multicultural team environment.
  • Fluency in Ukrainian and Russian.
  • Knowledge of English is an advantage.
