We are now increasing our efforts in Ukraine and neighboring countries to provide assistance to people forced to flee their homes due to war. 

The Norwegian Refugee Council (NRC) is strengthening its presence in northeastern Ukraine and establishing a regional office with an office in Kharkiv. The Regional Representative Office North East (AONE) will become a new regional representative office, expanded from the current representative office in Kharkiv, and will begin functioning in the first half of 2026. The Regional Program Manager will be actively involved in this expansion. 
 
AONE will cover the Kharkiv and Sumy regions, where the current representative office in Shostka will structurally transfer to the new AONE representative office in Kharkiv in the first half of 2026.    
 
Key engagement sectors covered by the North East regional office will include housing, information counseling and legal aid (ICLA), protection from violence, education and emergency response through cash assistance. 


The successful candidate for the position of Regional Office Support Manager will have experience in management positions and experience and/or knowledge of support functions (finance, logistics, HR, ICT) in the humanitarian sector. With strategic thinking and experience in successfully leading and managing cross-functional teams. Highly diplomatic, collaborative, with the ability to work effectively with other departments and key stakeholders. Expert in resource and cost management. Clear communication and experience working in complex conflict/emergency situations.

General responsibilities   

1. Adherence to and implementation of NRC policies, procedures and standard operating procedures. 

2. Providing active support to the expansion of the operational activities of the regional office.

3. Provision of specific proposalsand regarding the country's strategy concerning the region.

4. Participation in meetings on the opening and closing of grants at the regional level, when necessary.

5. Ensuring optimal use of resources within the allocated budgets related to operational/support costs.

6. Line management of the heads of auxiliary departments in the regional office of the North East.

7. Provide capacity development for support staff.

Specific Responsibilities:

•    Actively participate in the expansion of the Northeast Regional Office, including through the recruitment and onboarding of key staff under his/her supervision.
•    Provide advice and support to the Regional Program Manager and Program Project Managers in the implementation standard operating procedures related to support.
•    Ensure close coordination with the national office and other regional support departments and act as a coordinator in this coordination. •    Contribute to strengthening regional implementation and adherence to standard operating procedures, guidelines, policies and support procedures.
•    Monitor the implementation of identified risk mitigation measures, including spot checks in accordance with the corruption risk map.
•    Under the direction of the regional office, ensure compliance with requirements for the provision of supporting documentation (SSD) and regional office data management.
•    Lead the development and regularly updating the main support budget at the regional office level.
•    Contribute operational/support proposals to donor proposals and reports when necessary.
•    Coordinate and align operational support with program plans at the Northeast region level, ensuring procurement plans, HR plans and expenditure plans are in place for each project.
•    Contribute to the optimization of operational/support costs at the level of the Northeast region.
•    Manage the performance of the relevant support staff, including the formation of work and development plans and the conduct of staff evaluations.

1. Professional Qualifications:

  • Minimum 4 years in a middle management role, preferably in a humanitarian/early recovery field
  • Bachelor's or Master's degree in a relevant field (humanitarian management, business administration, development research, finance, human resources, supply chain or similar)
  • Documented results related to responsibilities at positions.
  • Excellentcommunication, interpersonal and reporting skills, both written and verbal.
  • Flexibility, adaptability, good problem solving skills.
  • Leadership skills/profile.
  • Fluency in English, both spoken and written, is a must; knowledge of the Ukrainian and/or Russian language is an advantage, but not mandatory.
  • Knowledge of the context in Ukraine is an advantage.
