Background:The Partnership for a Stronger Ukraine (PFRU-2) Program - Phase 2 (PFRU-2) is a multi-year, multi-donor program managed by the Ministry of Foreign Affairs, Commonwealth of Nations and Development of Great Britain (FCDO) in cooperation with the Government of Ukraine.  The goal of PFRU-2 is to create better conditions for the Ukrainian state in partnership with civil society and the private sector to lead inclusive national recovery and development in the face of aggression from Russia.

Background:

The Partnership for a Stronger Ukraine (PFRU-2) Program - Phase 2 (PFRU-2) is a multi-year, multi-donor program managed by the Ministry of Foreign Affairs, Commonwealth of Nations and Development of Great Britain (FCDO) in cooperation with the Government of Ukraine.  The goal of PFRU-2 is to create better conditions for the Ukrainian state in partnership with civil society and the private sector to lead inclusive national recovery and development in the face of aggression from Russia. Analysts will be responsible for the verification process and comprehensive analysis of verified data, assistance in analytical work related to war-affected cultural institutions. The role includes ensuring that findings are properly documented in accordance with international standards, as well as providing analytical support as part of legal, humanitarian and research project activities.

Main duties and responsibilities:

  • Verification of data on crimes against of cultural heritage.
  • Ensuring proper documentation of the results of verification and analysis in accordance with internationally recognized standards, including standards related to the collection of evidence and documentation of information;
  • Ensuring the legal process of data verification, including the preparation of requests, appeals and other legal documents to central authorities, local governments and other interested parties.
  • Maintaining further official correspondence with relevant state institutions.
  • Ensuring the confidentiality and security of verified data.
  • Help in solving any other tasks to ensure the effective implementation of the project.

Qualification:

  • Minimum bachelor's degree. It is desirable to have a legal education in the field of human rights, public law, conflict studies or international relations (in exceptional cases, a 4th-year student with completed practice in public institutions may be considered).
  • Residence in Kyiv.
  • Minimum 1 year of work experience in a similar field.
  • Participate in the preparation and processing of inquiries, requests and accompanying documentation addressed to government bodies, international institutions and other interested parties parties within the framework of the project;
  • Conduct formal correspondence and coordination with relevant institutions in accordance with the project mandate;
  • Demonstrated analytical and report writing skills.
  • Desirable: experience working with projects funded by donors or international organizations.

Proficiency in Microsoft Office.

Subordination:

The analyst will report to the Project Manager and work in close cooperation with the PFRU-2 program staff.

Period of work / volume of involvement (LOE):

Work in this position involves part-time employment, based on a contract with the FOP with the possibility of extension. The scope of engagement (LOE) is up to 60 days, from March 2026 to June 2026.

Workplace and mode:

Kyiv (Ukraine), office work with possible business trips around Ukraine.

PFRU-2's aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia's aggression.

Purpose: 4 Analysts will be responsible for the verification process and the comprehensive analysis of verified data, assistance in analytical work related to cultural establishments affected by the war. The role includes ensuring proper documentation of findings in line with international standards, as well as providing analytical support within legal, humanitarian, and research-related project activities.

Principal Duties and Responsibilities:

  • Verification of data on crimes against cultural heritage.
  • Ensure proper documentation of verification and analysis results in line with internationally recognized standards, including standards related to evidence collection and information documentation;
  • Ensuring the legal process of data verification, including preparation of requests, appeals, and other legal documents to central government authorities, local self-government bodies, and other stakeholders.
  • Conducting further official correspondence with relevant state institutions.
  • Ensuring confidentiality and security of verified data.
  • Assisting in solving any other tasks to ensure the effective implementation of the project.

Qualifications:

  • Bachelor’s degree minimum. Strongly preferred legal education in the field of human rights, public law, conflict studies, or international relations (in exceptional cases, a 4th-year student with completed practical training in government institutions may be considered).
  • Physical residency in Kyiv.
  • Carry out official correspondence and coordination with relevant institutions in accordance with the project mandate.
  • Minimum of 1 year of experience in a similar field.
  • Contribute to the preparation and processing of inquiries, requests, and supporting documentation addressed to state authorities, international institutions, and other relevant stakeholders within the scope of the project;
  • Demonstrated analytical abilities and report-writing skills.
  • Preferred: experience working with donor-funded or international organization projects.
  • Proficiency in Microsoft Office.

Management of the Assignment: 

The Analyst will report to the Project Manager and work in close cooperation with PFRU program staff.

Duration of Assignment/LOE:

This will be a part-time assignment, based on the PE contract. This assignment will require up to 60 days of LOE, March 2026 – June 2026.

Location of Assignment: 

Kyiv, Ukraine with probable trips within regions.
