Job Description

The primary function of the Engineering Communications Specialist includes supporting the team in assessment, planning, design, implementation, supervision, construction, expansion/development related to engineering communications activities. The Engineering Communications Specialist will establish priorities for the initiation of emergency engineering communications interventions in close collaboration with industry and regional leadership. 

They will work closely with current or planned water and sanitation programs and other core sectoral programs of the International Medical Corps. In addition, the employee will be responsible for ensuring the proper maintenance and operation of facilities and services, including training of relevant personnel.  

Essential Duties and Responsibilities 

The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all-inclusive.     

• Support the implementation of activities and defined objectives of the overall Water, Sanitation and Hygiene (WASH) response program in a phased and prioritized manner in full consultation and coordination with International Medical Corps personnel and other agencies such as government , as well as non-governmental ones. 
• Responsible for the selection and design of water supply systems, including source selection, collection, storage, treatment and distribution for new systems and/or rehabilitation of old systems. 
• Ensures proper management and operation of sanitation systems (including excreta removal, vector control, solid waste disposal, drainage), taking full account of local conditions, resources, customs and cultural norms. 
• Responsible for conducting an updated assessment (directly and remotely) of the current situation in collaboration with relevant stakeholders, determining priorities and immediate actions and resources. 
• Responsible for assessing and monitoring field resources and response capabilities (human resources, material and financial). 
• Responsible for rapidly adapting the design and overall response to the changing situation, taking into account the needs of the community, the current level of capacity of the participants on the ground and the possible expansion of the current programs. 
• Responsible for supervising and managing the Water, Sanitation and Hygiene (WASH) Assistants. 
• Responsible for collaborating with other participants to develop hygiene promotion strategies specific to the camp and host community. 
• Responsible for ensuring that issues of protection, gender, livelihoods, environmental impact, operation and maintenance and sustainable development are taken into account in program development. 
• Responsible for ensuring compliance with national and industry standards, both qualitative and quantitative, and for documenting any deviations. 

Management of human resources

• Assist in the recruitment and development of qualified program personnel. 
• Conduct certification of personnel under your control. 
• Supervise technical staff to ensure smooth and efficient operation. 
• Maintain open communication with all field personnel. 

Training/Capacity Building 

• Identify and address training needs for subordinate Water, Sanitation and Hygiene (WASH) staff. 
• Lead the educational activities of managers of national personnel to increase their responsibility for building the potential of subordinate personnel, and to ensure the consistency and sustainability of their professional development. 

Professional Relationship

• Maintain regular communication with management to ensure program activities and objectives are being met as agreed . 
• Collaborate with logistics and finance staff to ensure timely coordination of program delivery within budget
• Interact with national government and relevant agencies as necessary. 

Safety

• Work with the Safety Officer/Team Leader to ensure the safety of personnel in the workplace. 
• Ensure application and compliance with Water, Sanitation and Hygiene (WASH) staff safety protocols and policies. 

Other

Actively promote PSEA (prevention of sexual exploitation and abuse) standards within the International Medical Corps and beneficiaries served by the International Medical Corps Corps. 

Minimum requirements:

• Досвід ефективного заохочування гігієни в гуманітарному контексті. 
• Продемонстровані аналітичні, концептуальні та проектні навички планування проектів. Чіткий та реалістичний погляд на речі.   
• Вільне володіння усною та письмовою англійською мовою. 
• Вміння готувати плани та звіти,  
• Навички планування, переговорів, та лідерські навички. 
• Готовність до відряджень в дуже небезпечні райони. 
• Глибока міжкультурна обізнаність і глибоке знання питань охорони здоров'я. 
• Здатність адекватно мислити та робити розумні судження, а також самостійно приймати рішення. 
• Високий рівень гнучкості та здатності пристосовуватися до ситуації, здатність справлятися зі стресовими ситуаціями та розчаруваннями. 
• Креативність та вміння працювати з обмеженими ресурсами.
