Functions:
Project Planning and Implementation
- Provide technical support to partners in project developing, object selection, drafting BoQs, procurement plans, and tender documents for WASH activities.
- Contribute to the planning of WASH interventions, ensuring technical quality, compliance with Acted standards, donor regulations, and national requirements.
- Support partners in the supervision of works and service delivery, ensuring that WASH activities meet humanitarian needs and technical standards.
- Anticipate risks and provide technical advice to partners for addressing challenges during project implementation.
- Design, adapt, and deliver capacity-building sessions for local CSOs and volunteer groups, with a focus on WASH technical standards.
- Support Partners in conducting needs assessments, verifying the quality of collected data, and facilitating the use of assessment results for activity planning, site selection, and the development of a technical action plan.
- Conduct regular technical monitoring of activities implemented by Partners (e.g., rehabilitation of water supply and sanitation systems) and provide recommendations to improve quality and efficiency.
- Collect, review, and maintain all relevant documentation (grant agreements, BoQs, tender files, reports, monitoring data) in soft and hard copies, ensuring completeness and compliance with Acted procedures.
- Provide timely feedback and recommendations to partners to improve technical and organizational performance.
- Support Deputy Project Manager in reporting and capitalization of lessons learned from WASH capacity-building initiatives.
- Assist partners in preparing inputs for reporting and capturing best practices.
Logistics
- Support partners in preparing procurement requests, verifying technical specifications of materials, and planning logistics processes for WASH activities.
- Confirm quality of material selection when applicable.
- Ensure proper management and use of project assets, stocks, and materials within partner organizations.
- Send accurate and precise order forms in a timely manner if requested by the line manager.
- Plan movements based on available fleet and applicable policies.
Finance
- Support the line manager in reviewing the BFU(s) and provide accurate forecasts.
- Provide technical support to partners in preparing project budgets, budget forecasts, and financial reports related to WASH activities.
HR
- Support partners in identifying and addressing staff capacity-building needs related to WASH implementation.
- Contribute to creating conditions for continuous professional development of partner staff.
Transparency and Compliance
- Ensure compliance with Acted internal procedures and donor requirements
- Maintain accurate record keeping of project documentation, including photos and proper filing of meeting minutes, databases, attendance sheets, assessment reports/documents, review and update databases etc., in soft and hard copy
Others
- Support knowledge sharing and documentation of lessons learned from WASH activities.
- Provide translation (IF POSSIBLE) of various documents (e.g. reports, minutes, beneficiary lists, information signs ) upon request of the line manager
- Perform any additional task as requested by the line manager.
Required Qualifications and Skills:
- Master’s degree or equivalent experience is required; degree in WASH engineering or other related field is preferred.
- Minimum 5 years of professional experience in the WASH sector (water, sanitation, and hygiene), including at least 2 years in humanitarian and/or development projects.
- Proven experience in managing capacity development projects, designing and delivering trainings (curricula, materials, facilitation), and supporting local CSOs, self-help or volunteer groups.
- Strong knowledge of local governance structures and experience engaging with local authorities and communities.
- Strong analytical and reporting skills, including the ability to analyze information, evaluate options, and plan strategically.
- Ability to handle a high workload and to work independently.
- Computer/word processing and standard office software skills (Word, Excel, PowerPoint) and database applications.
- Professional proficiency in written and spoken English, and Ukrainian and/or Russian. Must be able to read and interpret documents and communicate with others as necessary to perform job duties effectively.
