TERMS OF REFERENCE
FOR THE NATIONAL CONSULTANCY CONTRACT OF: Vocational Training National Consultant
- Duty Station of the Consultancy: Kyiv and Kyivska Oblast, Ukraine (Home-based, with frequent travel to Tetiivska community)
- Duration of Consultancy: 11 months, with possibility of extension subject to availability funds and satisfactory job performance.

Under the overall supervision of the Chief of Mission (CoM) and the National Programme Officer (Migration & Sustainable Development), with the direct supervision of the Senior Programme Assistant (Migration, Sustainable Development, & Livelihoods), the Vocational Training National Consultant will be responsible for support with implementation of the Vocational Training component in Tetiivska community in Kyivska oblast.
- Project Context and Scope:
The objective of the Project “Livelihood+: Economic Integration of Internally Displaced People and Persons affected by Conflict” is to improve the socio-economic integration and resilience of IDPs, returnees, and host communities by fostering community solidarity and facilitating sustainable employment in Chernihivska, Kyivska and Sumska regions. Among other interventions, IOM will increase employment opportunities for youth, women, and other vulnerable groups among displaced and host war-affected populations. For the targeted beneficiaries, employment boost workshops, vocational courses, and career counselling will be organized. These activities will contribute to closing the mismatches between labour supply and demand.
- Organizational Department / Unit to which the Consultant is contributing: Migration, Sustainable Development, & Livelihoods (MSDL) Unit, Project “Livelihood+: Economic Integration of Internally Displaced People and Persons affected by Conflict”.
- 6. Category A Consultants: Tasks to be performed under this assignment:
- Contribute to project implementation with a focus on target community.
- In coordination with IOM, support pre-identification and registration of potential participants of employment boost workshops among the most vulnerable categories (incl. IDPs, youth, women, persons with disabilities, and other vulnerable populations).
- Maintain direct communication with project beneficiaries.
- Support IOM panel with selection of beneficiaries for vocational courses and career consultancies.
- Support beneficiaries’ enrolment in vocational courses and career consultancies.
- Keep records of employment boost workshops and vocational courses attendance and completion.
Provide regular (bi-monthly) written updates on the status of the activities.
Closely cooperate with the project team and provide regular feedback to IOM on possible areas for improvement.
In coordination with IOM, support the process of distribution of equipment/vouchers for equipment to project beneficiaries.
Facilitate referrals of project beneficiaries for other types of support provided by IOM.
Conduct field monitoring visits to target locations and organise data collection, if needed.
- Share a completion report along with the list of lessons learnt and key challenges with IOM and based on it, to provide recommendations for future similar interventions that could contribute to sustainable employment and boost community engagement and participation.
- Perform such other duties as may be assigned.
- Performance indicators for the evaluation of results:
- · List of registrees for employment boost workshops.
- · List of applicants for vocational courses.
- · Lists of beneficiaries who have been enrolled in vocational courses.
- · Lists of beneficiaries who have attended and successfully completed vocational courses.
- · Bi-monthly updates on the status of the activities.
- · Final narrative report on lessons learnt, challenges, and recommendations on project improvement.
The Consultant will be paid on a monthly-fee basis.
- Education, Experience and/or skills required
- Bachelor’s Degree or higher preferably in social sciences, political sciences, public administration, economics, law, international relations from an accredited academic institution with at least two years of relevant work experience.
- Experience of working with NGOs and/or INGOs and/or international organizations.
- Experience of working in employment and/or business support initiatives is an advantage.
- Desirable skills: strong communication, organizational, and reporting skills.
Languages:
- Fluency in Ukrainian.
- Knowledge of English will be an advantage.
- Travel required
Travel will be required to the locations in the target communities and communities, where vocational courses for beneficiaries from the target communities will be taking place. The consultant will be responsible for the associated travel costs and arrangements.

The goal of the project "Viability+: Economic integration of internally displaced persons and victims of war" is to improve the socio-economic integration and stability of IDPs, returnees and host communities by strengthening solidarity and promoting permanent employment in Chernihiv, Kyiv and Sumy regions. - Category A consultant:Tasks performed under this contract:
- To facilitate the implementation of the project in the Tetiiv community.
- In coordination with IOM accompany the preliminary identification and registration of potential beneficiaries of the project from among the most vulnerable categories of the population (including IDPs, youth, women, persons with disabilities and other vulnerable population groups).
- Be in direct contact with the selected beneficiaries of the project .
- Provide support to the IOM commission for the selection of beneficiaries for professional courses and career counseling.
- Support the enrollment of beneficiaries for professional courses and career counseling.
- Maintain attendance and completion lists of employment promotion seminars and professional courses.
- Provide regular (bi-monthly) updates on the status of implementation of activities.
- Work closely with the project team and provide IOM with regular feedback on possible directions for improving the implementation of measures.
- In coordination with IOM, accompany the process of transferring equipment/equipment vouchers to project beneficiaries.
- Contribute to the recommendation to project beneficiaries of other types of support that provides IOM.
- Conduct monitoring visits to target locations and organize data collection if required.
- Provide a written report to IOM on the completion of activities, together with a list of lessons learned and key challenges, and on it is based on recommendations for future similar events that will ensure permanent employment and increase community involvement.

The Consultant will be expected to visit settlements in the target communities and communities where vocational courses will be held for beneficiaries from the target communities. The Consultant will be responsible for travel arrangements and related expenses.
