FOR THE NATIONAL CONSULTANCY CONTRACT OF: Vocational Training National Consultant

- Duration of Consultancy: 8 months
- Nature of the consultancy: Category A
Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the National Officer (Labour Market Development) and Senior Programme Assistant (Migration, Sustainable Development, & Livelihoods), the Vocational Training National Consultant will be responsible for support with implementation of the Vocational Training component in one of the project target communities (Ternopilska or Kremenetska).
- Project Context and Scope:
The objective of the Project “Resilient and Inclusive Communities in Ukraine” is to contribute to comprehensive socio-economic resilience of war-affected communities in Ukraine through supporting delivery of critical social services, inclusive socioeconomic opportunities, and empowering local actors. Among other interventions, IOM will increase employment opportunities for vulnerable populations such as youth, women, persons with disabilities, veterans, and others. For the targeted beneficiaries, vocational training will be organized, focused on available demand from relevant economic sectors in the community.
- Organizational Department / Unit to which the Consultant is contributing: Migration, Sustainable Development, & Livelihoods (MSDL) Unit, Project “Resilient and Inclusive Communities in Ukraine”
- Category A Consultants: Tasks to be performed under this assignment:
- Contribute to project implementation with a focus on the target community (Ternopilska or Kremenetska).
- In coordination with IOM, support pre-identification and registration of potential project beneficiaries among the most vulnerable categories (incl. IDPs, youth, women, persons with disabilities, veterans, families of veterans, families ofcombatants, families of the fallen, and other vulnerable populations).
- Participate on the IOM panel for beneficiaries selection.
- Maintain direct communication with selected project beneficiaries.
- Support beneficiaries’ enrolment in vocational courses.
- Keep records of vocational courses attendance and completion.
- Provide regular (monthly) written updates on the status of the activities.
- Closely cooperate with the project team and provide regular feedback to IOM on possible areas for improvement.
- In coordination with IOM, support the process of distribution of equipment/vouchers for equipment to project beneficiaries.
- Facilitate referrals of project beneficiaries for other types of support provided by IOM.
- Conduct field monitoring visits to target locations and organise data collection, if needed.
- Share a completion report along with the list of lessons learnt and key challenges with IOM and based on it, to provide recommendations for future similar interventions that could contribute to sustainable employment and boost community engagement and participation.
- Perform such other duties as may be assigned.
- Performance indicators for the evaluation of results:
- List of pre-identified and registered potential project beneficiaries.
- List of beneficiaries who have been enrolled in vocational courses.
- List of beneficiaries who have attended and successfully completed vocational courses.
- Monthly updates on the status of the activities.
- Final narrative report on lessons learnt, challenges, and recommendations on project improvement.
The Consultant will be paid on a monthly-fee basis.
- Education, Experience and/or skills required
- Bachelor’s Degree or higher preferably in social sciences, political sciences, public administration, economics, law, international relations from an accredited academic institution with at least two years of relevant work experience.
- Experience of working with NGOs and/or INGOs and/or international organizations.
- Experience of working in employment and/or business support initiatives is an advantage.
- Desirable skills: strong communication, organizational, and reporting skills.
Languages:
- Fluency in Ukrainian.
- Knowledge of English will be an advantage.
- Travel required
Travel will be required to the locations in the target community and communities, where vocational courses for beneficiaries from the target community will be taking place. The consultant will be responsible for the associated travel costs and arrangements.

Під загальним керівництвом Голови Представництва та безпосереднім керівництвом Національного координатора напряму «Розвиток ринку праці» і Старшого програмного асистента відділу з питань міграції, сталого розвитку та засобів до існування Національний консультант із професійного навчання надаватиме підтримку у впровадженні компоненту професійного навчання в одній із цільових громад (Тернопільській або Кременецькій).
- Контекст та масштаб проєкту:
Метою проєкту «Стійкі та інклюзивні громади в Україні» є зміцнення комплексної соціально-економічної стійкості постраждалих від конфлікту громад в Україні шляхом підтримки надання критично важливих соціальних послуг, інклюзивних соціально-економічних можливостей та розширення прав і можливостей місцевих суб'єктів. Серед інших заходів, МОМ розширить можливості щодо зайнятості для вразливих категорій населення, як-от молодь,women, persons with disabilities, veterans and others. Vocational training will be organized for the target beneficiaries, based on the existing demand in the branches of the community economy.

- Consultant category A:Tasks performed under this contract:
- Contribute to the implementation of the project in one of the target communities (Ternopil or Kremenetska).
- In coordination with the IOM, accompany the preliminary definition and registration of potential beneficiaries of the project from among the most vulnerable categories of the population (including IDPs, youth, women, persons with disabilities, veterans, family members of veterans, family members of combatants, family members of the dead and other vulnerable population).
- Provide support to the IOM commission for the selection of beneficiaries.
- Be in direct contact with selected project beneficiaries.
- Support the enrollment of beneficiaries in professional courses.
- Keep lists attendance and completion of professional courses.
- Provide regular (monthly) updated information on the status of implementation of activities.
- Work closely with the project team and provide regular feedback to IOM on possible directions for improvement of implementation activities.
- In coordination with IOM, accompany the process of transferring equipment/equipment vouchers to project beneficiaries.
- Contribute to the recommendation of other types of support provided by IOM to project beneficiaries.
- Conduct monitoring visits to target locations and organize data collection as required.
- Provide a written report to IOM on the completion of the activities, together with a list of lessons learned and key challenges, and based on this, recommendations for future similar activities, which will lead to sustainable employment and increase community involvement.

- Education, experience and/or skills required:
- Bachelor's degree or higher in social science, political science, public administration, economics, law, international relations, awarded by an accredited educational institution, with relevant work experience of at least two years.
- Experience of working with non-governmental organizations and/or international non-governmental organizations and/or international organizations.
- Experience of working in initiatives related to related to employment and/or business support would be an advantage.
- Desired skills: strong communication, organizational and reporting skills.
Languages:
- Fluency in Ukrainian.
- Fluency in English will be an advantage.
- Business trips
The Consultant is expected to visit settlements in the target community and communities where vocational courses will be held for beneficiaries from the target community. The Consultant will be responsible for travel arrangements and related expenses.
