Armed Violence Reduction Technical Officer

MAIN TASK
Technical specialist with the provision of assistance to victims reports to the specialist in reducing the scale of armed violence and the technical manager of the program and participates in the implementation of the Humanity & Inclusion strategy in Ukraine. The specialist contributes to the implementation of HI's interdisciplinary and integrated approach to providing assistance to victims in Ukraine. As part of the HI technical department, the specialist works closely with field teams and other technical specialists, particularly in the sectors of civil protection, mental health and psycho-social support, rehabilitation, inclusive humanitarian action and multi-purpose cash assistance. He/she provides technical advice on specific and general measures to provide assistance to victims, and performs quality management. The specialist plays an active role as a co-chair of the working group on providing assistance to victims. He/she manages the process of developing a strategy for providing assistance to victims; Finally, he/she participates in the implementation of HI's outreach strategy in Ukraine.
TASKS/DUTIES
Task 1: Promoting the implementation of an interdisciplinary and integrated HI approach to providing assistance to victims in Ukraine.
1 .1 Management of the process of assessing the needs of victims of assistance for HI in Ukraine.
1.2 Support of technical program manager and expert on reducing the scale of armed violence (in the form of documents, tools, etc.) in the implementation of an interdisciplinary and integrated HI approach to providing assistance to victims in Ukraine.
1.3 Participation in the development of a strategy for providing assistance to victims and support of teams in the process of its implementation.
1.4 Contributes to the harmonization and coordination of the work of teams involved in the activities of providing assistance to victims.
1.5 Close cooperation with other departments of HI to ensure the fulfillment of responsibilities for assistance to victims and proper use of available opportunities.
Task 2: Consulting, technical support and quality management of measures to provide assistance to victims
2.1 Provision of proper technical kconsultation (including tools) and support of project managers.
2.2 Identifying possible solutions and resources to solve problems that field teams face during work.
2.3 Participation in reporting on activities to help victims (collecting and analysis of technical data) in cooperation with the project team and the MEAL department (including the creation of a database of victims and victims).
2.4 Cooperation with project leaders and managers (managers) to identify key training needs.
2.5 Participation in the planning and implementation of training activities to help victims.
2.6 Work on the development of instructions and tools for quality management in the sector of providing assistance to victims together with the technical manager of the program and a specialist in reducing the scale of armed violence.
2.7 Monitoring the compliance of measures on providing assistance to victims of national and international standards and SOPs of the organization.
Task 3. External communication, partnerships and representation interests of the organization
3.1 Communication with representatives of the country's government as necessary, including the National Mine Action Center.
3.2 Establishing and deepening communication with authorities and interested persons at the national level.
3.3 Management of the process of certification of assistance to victims (internal coordination, collection of documents, etc.).
3.4 Support of the specialist in reducing the scale of armed violence in as co-chair of the working group on issues of assistance to victims, including organizing meetings, drawing up protocols and facilitating the activities of the working group.
3.5 Creation of new materials within the technical competence of a specialist within the project to ensure the consistency of its implementation or expansion of the project.
3.6 Participation in the creation of new proposals related to new opportunities within the specialist's technical competence.
Task 4.Participation in the implementation of the strategy of information and propaganda activities of HI in Ukraine
4.1 Participation in the implementation of the information and propaganda strategy.
4.2 Providing quantitative and qualitative input to the outreach specialist and reviewing relevant materials as needed.
4.3 Regular monitoring of external data on victim assistance for use in context analysis, internal and external communication.
