Victim Assistance Specialist in Danish Refugee Council / Danska Rada u spravah bizhenciv v Ukrayini

Danish Refugee Council (DRC)is an international non-governmental organization that promotes and supports long-term solutions to the challenges faced by refugees and internally displaced people worldwide. 

DRB has been operating in Ukraine since 2014, DRB already has more than 700 employees in Ukraine and will continue to expand significantly in 2024, for rapid response to the emergency situation in the sectors of social protection, provision of means of livelihood, provision of housing and non-food kits, humanitarian demining and peacebuilding (humanitarian demining), through direct intervention and support of authorized persons and non-governmental organizations (NGOs). DRB will continue to implement its suite of long-term solutions to challenges within changing circumstances.

DRB is currently seeking a highly qualified Leading specialist (specialist) in matters of assistance to victims of explosive objects, whowill join the team in Kyiv. It is expected that the specialist will travel to places, for example, to Chernihiv, Sumy, Kharkiv, Dnipro and Mykolaiv.

About the work:

Within the framework of its Program of Assistance to Victims of Explosive Objects, DRB provides monetary assistance to victims of accidents, explosive ordnance-related incidents (EOD) and explosive weapon-related incidents (WED), and conducts inclusivity training for communities. The DRB also established a Technical Working Group on Assistance to Victims (WGDP) and is the co-chair of this working group. The general objective of the RGDP is to facilitate a comprehensive and standardized response, as well as to coordinate relevant activities through cooperation with other relevant ministries and entities, in particular organizations supporting victims of VND/VNI and organizations to support people with disabilities.

Technical leadership, quality assurance and capacity building< /strong>

• Under the leadership of the Humanitarian Disarmament and Peacebuilding Program Manager, provide technical support to field teams of social and legal protection on issues related to assistance to victims of VNP/VNI, inclusion and integration of people with disabilities in social and legal protection programs to ensure high-quality implementation of programs in accordance with global standards/manuals and country-specific standard operating procedures (SOPs).
• Identification of technical gaps in the overall implementation of the project / in the provision of services to victims and providing recommendations on improving the quality of the program, as well as support in the implementation of recommendations. 
• Contribute to the development and adaptation of the necessary tools, forms, technical manualsників та СОПів для діяльності ДРБ, пов'язаної з підтримкою постраждалих від ВНП/ВНЗ.
• Відповідати на спеціальні запити щодо технічної підтримки від регіональних команд осціально-правового захисту, надавати чіткі вказівки та наставництво, особливо там, де виявлено прогалини.
• Забезпечити інтеграцію принципів інклюзії та аспектів віку, ґендеру та різноманіття в усю роботу ДРБ, у тому числі шляхом проведення тренінгів для співробітників ДРБ та партнерських організацій з питань віку, ґендеру та різноманіття, розробки навчальних матеріалів для тренінгів з питань ґендеру та різноманіття на рівні громад, а також підтримки впровадження планів дій з актуалізації питань ґендеру та різноманіття на рівні громад.
• Співпрацювати з іншими секторами для забезпечення інтеграції, синергії та визначення можливостей для співпраці/кращої координації між командами.

Координація з Технічною робочою групою з надання допомоги постраждалим (РГДП)

• Підтримувати Менеджера програми гуманітарного роззброєння та миробудівництва в співголовуванні в РГДП, включаючи організацію засідань РГДП з питань допомоги та координаційних круглих столів з питань допомоги, формування порядку денного та підготовку протоколів нарад.
• Забезпечення взаємодії між членами та партнерами з метою зміцнення співпраці, обміну досвідом, знаннями та найкращими практиками, що сприяють скоординованому та всебічному реагуванню в сфері підтримки постраждалих від ВНП/ВНЗ в Укрїані. 
• У співпраці зі співголовою РГДП, а також іншими учасниками та зацікавленими сторонами (наприклад, координатори РГ, урядові установи тощо), здійснювати підтримку в розробці керівних настанов (наприклад, щодо грошової допомоги), СОП, та стандартів для сприяння стандартизованому реагуванню в сфері допомоги постраждалим від ВНП/ВНЗ в Україні.
• Допомога у визначенні (картуванні) та налагодженні зв'язків з відповідними державними установами та зацікавленими сторонами з громадянського суспільства, що залучені до сфери підтримки постраждалих від ВНП/ВНЗ, з метою розробки та зміцнення шляхів та процедур перенаправлення для випадків, що потребують спеціалізованих та інших послуг підтримки.
• Представляти ДРБ на відповідних зовнішніх зустрічах.

Дослідження, аналіз та адвокація

• Розробляти оцінки та дослідження, наприклад, щодо потреб, а також стигматизації постраждалих від ВНП/ВНЗ та людей з інвалідністю в Україні та надавати рекомендації щодо розробки програм для ДРБ та сектору допомоги постраждалим в цілому.
• На основі результатів оцінки потреб, досліджень та консультацій із зацікавленими сторонами РГДП співпрацювати з ЗМІ для розробки та запуску адвокаційних медіа-кампаній. 
• Розробляти адвокаційні повідомлення та ініціативи в консультації з Координатором з адвокації в ДРБ та Командою правової допомоги ДРБ.
• Забезпечувати, щоб результати оцінки та аналізу, які висвітлюють ключові потреби постраждалих від ВНП/ВНЗ та прогалини у відповідному реагуванні в Україні, були використані в адвокаційній діяльності та заходах із залучення зовнішніх партнерів.

About you :

To be successful in this position, we expect that you will have at least 3 years of work experience in the field of helping victims of VNP/HIV, inclusion of people with disabilities, social work, case management, counseling or related humanitarian sector.

In addition, we expect you to have:

• Higher education in the field of social work, inclusion, psychology, (special) education or similar professional qualification - mandatory.
• Freedom Ukrainian language is mandatory, full professional command of English.
• Deep technical knowledge of the practices of assistance to victims of IEDs/HIVs and inclusion.
• Knowledge of International Mine Action Standards (IMAS) and National mine action standards is an advantage. 
• Excellent interpersonal and communication skills, including the ability to work effectively with vulnerable individuals, employees and stakeholders of various profiles.
• Excellent training and capacity building skills.
• Strong research and analytical skills.
• Excellent organizational and time management skills, ability to prioritize work and handle multiple responsibilities.
• Strong sense of personal integrity and understanding of confidentiality and ethics .
• Professional knowledge of Microsoft Office, Internet Explorer, Outlook/Exchange, Windows.
