The SAFEMed (Safe, Affordable, and Effective Medicines for Ukrainians) project, implemented with the support of the US Government, announces a competition for the position of Analyst for the management of vaccine stocks to provide technical support to the Center for Public Health (CPH) within the framework of immunization programs.

About the position

The consultant will work in close cooperation with the Center for Public Health, the Ministry of Health and other partners to strengthen vaccine management and analytical support for routine immunization and vaccination programs against COVID-19.

The main task is to support the monitoring of vaccine availability and use, analysis of stock levels at various levels of the health care system, as well as support for vaccine allocation and redistribution processes.

This role is project-based with a short-term contract (4 months).

Essentials Responsibilities

  • Support the Center for Public Health in the collection, analysis and validation of data on vaccine availability, residue levels, utilization and other operational indicators in the routine immunization and vaccination programs against COVID-19.
  • Participate in quantitative analysis and baseline forecasting of vaccine needs, including validation of calculations and assumptions used in the programs immunizations.
  • Monitor vaccine inventory management and identify potential risks of shortages, excess balances, or imbalances.
  • Monitor inventory levels and vaccine utilization at the regional level using the Vaccine Dashboard in the MedData system.
  • Communicate with regional Centers for Disease Control and Prevention (CDCs) regarding use of the dashboard, interpretation of inventory figures, and reasons for low vaccine utilization or imbalances
  • Provide technical support to regional coordinators to improve the use of analytical tools and prevent the risks of vaccine shortages or non-use.
  • Support the preparation of vaccine distribution and redistribution plans.
  • Prepare, verify and organize supporting documentation for the transfer of vaccines from the regional HCPCs to receiving facilities.
  • Prepare analytical reports, reviews and working materials to support management decisions in the field of vaccine pharmaceutical management.
  • Provide methodological support to CHG employees and other stakeholders regarding pharmaceutical management processes, reporting requirements and interpretation of key indicators.
  • Participate in working meetings, technical discussions, trainings and other coordination activities related to immunization programs.
  • Support coordination with regional institutions and others partners involved in vaccine distribution processes to ensure timely distributions and proper documentation.
  • Facilitate effective communication between CHGs, regional HCPCs and other stakeholders regarding vaccine utilization and reporting.
  • Perform other tasks within the scope of competence related to pharmaceutical management in immunization programs.

Requirements for candidates

Education

Higher education (baccalaureateBachelor's degree or higher) in epidemiology, public health, supply chain management or related fields.

Experience

At least 5 years of experience in pharmaceutical management and/or supply chain management, including cold chain management.

Professional competencies

  • Desirable experience working with government institutions (MOH, CHG) in the field of the national immunization program.
  • Strong analytical skills and experience working with data.
  • Understanding the processes of supply, distribution and use of vaccines at the national level.
