About the organization and context
IOM (International Organization for Migration) has been working in Ukraine since 1996 and supports IDPs, affected communities and early recovery. This position is involved in the portfolio of IOM Ukraine projects, in particular LIVELIHOOD PLUS, HREF and HOUSING 2/3, which include infrastructure/building components and require systematic management of risks related to UXO in accordance with donor requirements (in particular KfW) and ESHS standards.
About role
The expert will be responsible for creating and implementing UXO risk management approaches for IOM staff and contractors: from policies, SOPs and training to site risk assessments, integration of UXO procedures into ESMMP/response plans and engagement with stakeholders.
Primary Responsibilities
Develop a plan UXO capacity development for IOM staff and contractors (including documentation, monitoring and evaluation). support:
community engagement mechanisms to prevent incidents and raise awareness;
contribution to ESHS Due Diligence (UXO risk assessment);
conducting UXO risk assessments for selected objects and adjacent areas;
integration of the detection algorithm UXO during construction works in the Emergency Response Plan in the ESMMP package;
development of a separate appendix to the ESMMP for situations of increased UXO risk.
Support the selection of contractors (where applicable), monitor the progress of their work according to standards IOM.
Respond to donor inquiries regarding UXO issues.
Initiate and support non-technical surveys by contractors and accept work results.
Develop and conduct EORE (Explosive Ordnance Risk Education) sessions for IOM staff and contractors.
Integrate IMAS into SOPs, document flow and routine UXO processes.
Provide recommendations on preventive measures within repair/construction and in shelled areas.
Collect information on the ground for decision-making and interact with authorities, NGOs and communities with UXO-questions.
Requirements for the candidate
Status: the candidate must be a citizen of another country than the country of destination (International).
Experience: minimum 7 years of relevant experience.
Required: practical experience in risk education regarding explosive threats (including IEDs, small arms and light weapons), community liaison, non-technical survey, EORE.
Advantages: experience in coordinating with government agencies/UN/NGOs; experience in humanitarian organizations; experience in developing educational programs/materials; demining experience is an additional plus.
Willingness to work in difficult and potentially dangerous conditions; high security discipline.
