This program will provide staff with tools and approaches for effective leadership in crisis situations, will contribute to improving cooperation and ensuring compliance with the principles of humanitarian aid, with a focus on people and achieving results.

GOAL AND SERVICE OBJECTIVES

  1. General Objective

Develop the leadership potential of PGA employees and partners in Ukraine so that they can effectively lead teams and projects in humanitarian settings, make principled decisions in stressful situations, and establish cooperation that enhances the impact of the organization.

2. Specific Objectives

- Conducting a training needs assessment with leadership to identify gaps in the leadership competencies of the humanitarian sphere.

- Conducting training that improves the skills of participants in crisis leadership, decision-making, accountability, coordination of humanitarian activities and team motivation.

- Strengthening the understanding of humanitarian principles, ethics and accountability mechanisms as key elements of leadership.

- Providing employees with practical tools for leadership activities that can be directly applied in the implementation of projects and interaction with interested parties.

3. LIST OF SERVICES

- Conducting an assessment of the needs for deepening leadership competencies in the humanitarian field among the staff of "PGA".

- Development of educational and distribution materials adapted to the challenges of leadership in the NGO/humanitarian sector.

- Conducting interactive training sessions in the Dnipro office of "PGA".

- Providing support participants in the development of individual plans for the development of leadership competencies in the humanitarian sphere.

4. SERVICE DELIVERY METHODOLOGY

The trainer should use interactive and practical teaching methods, including humanitarian case studies, scenario-based exercises, role-playing and group discussions. The training should reflect the real challenges of humanitarian work and encourage learning (on a peer-to-peer basis) through the exchange of experiences between colleagues. The methodology should correspond to the principles of non-formal education of adults, ensuring involvement, practical orientation and opportunity for reflection.

5. RESULTS AND REPORTING

Expected results:

- According to the results of the post-training evaluations, at least 80% of participants note the deepening of leadership competencies in the humanitarian sphere.

- Participants demonstrate increased confidence in the application of leadership tools and approaches in their work.

- Each participant develops an individual leadership development plan competencies for further training and practice.

 Results of the trainer:

- A learning needs assessment report identifying strengthsand gaps in the field of leadership among PGA employees.

- Program and training materials (presentations, handouts, cases, exercises) adapted to the humanitarian context of "PGA".

- Conducting two-day training seminars in the Dnipro office of "PGA".

- Leadership development plans developed by participants, collected and handed over to "PGA" (with consent

- Report on training, including:

- Description of the training process and methodologies used;

- Analysis of test results before and after the training;

- Documentation with feedback from participants and evaluation results;

- Recommendations for the "PGA" regarding future leadership development activities.

Reporting requirements:

- Attendance lists with signatures of participants.

- Submission of all used educational materials and tools.

- Act of services rendered for payment.

6. PERIOD OF PROVISION OF SERVICES

It is envisaged to conclude a contract for the provision of services for the period from November 1 to December 15, 2025.

7. MINIMUM REQUIREMENTS/

QUALIFICATIONS

The SERVICE PROVIDER is expected to have the following qualifications and competencies:

-Professional experience:

- At least 5 years of leadership experience in the humanitarian field in management positions, program management and organizational development in international NGOs, UN agencies or humanitarian structures.

- Practical experience of leading teams and managing humanitarian projects in difficult or crisis situations.

- Expertise in training and facilitation:

- Minimum of 2 years of proven experience in leadership training or facilitation in the humanitarian sphere, organizational development or related areas.

- Deep knowledge and skills apply adult learning methods and facilitation techniques to ensure active participation of participants, as well as experience in developing and conducting interactive workshops.

- Knowledge of the humanitarian field:

- Thorough understanding of humanitarian principles, standards and structures (for example, "Field", "Basic Humanitarian Standard", coordination within the framework of the Interagency Standing Committee).

- Awareness of coordination mechanisms in the humanitarian sphere (clusters, working groups, interagency groups).

- Skills and competences:

- Ability to effectively transform leadership theory into practical tools that can be applied in the humanitarian sphere.

- Excellent communication, mentoring and facilitation skills, cultural sensitivity and adaptability.

- Ability to engage participants from different experiences, promote mutual learning among participants and create a safe and inclusive learning environment.

-Other requirements:

-Availability of developed training materials, case studies and tools relevant to humanitarian leadership.

-Appropriate academic training and/or certification in the field of leadership, humanitarian response, project management or organizational development.

- Three testimonials from previous clients (non-governmental organizations) of trainings or consultingservices in the humanitarian sphere.

8. DOCUMENTS FOR SUBMISSION AND TERM

Required documents:

- Resume of the expert.

- Portfolio of relevant trainings that have been conducted.

Terms of reference:

- Develop a two-day training program on the topic "Leadership development in the humanitarian field for NGO workers".

- Provide a brief overview (2 pages) of study topics and methodology.

- Take part in a 30-minute interview with representatives of "PGA" based on the submitted technical task.
