Measurement Technicians will use meters to inform the Company and our customers about pipeline flows.The Measurement Technician is focused on the following: Flow computers, provers (portable and fixed), sampling, and LACT- Lease Automatic Custody Transfer Units (Plant and Field).This position requires the successful completion of an online assessment. Your assessment results will be valid for one year.Responsibilities May IncludePerforming complex calibration, troubleshooting, and repair tasks.Handling discrepancy identification and resolution. (L&U, quality shifts, etc).Training and mentoring of new or less skilled employees.Measurement of high and low pressure gathering systems.Installation, programming, and calibration of Electronic Flow Measurement (EFM) computers.Collect liquid samples.Install, operate, and maintain liquid sampling systems.Install, program, maintain, and calibrate portable and stationary gas or liquid chromatographs.Schedule, complete, and witness proving on liquid meters. Routine inspection, calibration, and repair of meter and associated equipment (provers, Coriolis, positive displacement, turbine, ultrasonic meter, flow computer).Routine inspection, maintenance and repair of communications equipment and sampling system.Performs product composition and quality sampling and testing.Work autonomously at varying times and in diverse weather conditions, at remote field locations. Available for callout.Participate and successfully complete training programs, risk management reviews, and safety meetings required to comply with state and federal regulations and company policy.Reviews and follows procedures as necessary to ensure compliance of all company and industry standards to meet all regulatory agency requirements.Accurately complete documentation such as; timesheets, Testit Tickets, safe job plans/work permits and regulatory reports.Optimize work in most effective (efficient and leveraging priority) manner, in alignment with Industry Standards, and within the tenets of S.A.F.E. and Stop Work Authority.Maintain facility appearance and safety through good housekeeping practices.Effectively utilize tools and test equipment as needed.Respond to operational emergencies as a member of an emergency response team.Perform and accurately document regulatory required inspections.May oversee contractors providing specialty services (Quality Assurance, Quality Control).Maintain and troubleshoot Automatic Tank Gauging (ATG equipment).Witness NGL and crude LACT skid proving.Performs other related duties to meet the ongoing needs of the organization.Required Qualifications Legally authorized to work in the job posting countryHigh school diploma or GEDValid driver's licenseCurrently live, or be willing to relocate, within 1 hour of the reporting location (Odessa, TX)Willing and able, with or without reasonable accommodation, to perform/comply with the following:Occasionally exert pulling force of 130 pounds Frequently lift and carry objects up to 50 pounds Regularly stoop, squat, kneel, and crouch for durations up to 30 minutes Periodically pull/push doors open to move around the facilityOccasionally climb A-frame ladders, up to 12 feetOccasionally travel as needed (up 10%)Willing to be on a scheduled or unscheduled overtime, on-call rotation and handle call-outs Work at times in a loud work environmentWork inside plant conditions as well as in outside conditions that include inclement weather, heat, and humidityTo wear personal protective equipment (such as fire-retardant clothing, steel-toe shoes, ear and eye protection)To maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven), as business needsPreferred Qualifications2 or more year(s) of experience in the measurement field programming, calibrating, installing, proving, and repairing Omni flow computers Experience working with drawings and schematicsCDL license with Hazmat endorsementProven leadership skills and ability to influence at a local level and across a broad organizationStrong communication skills, interpersonal skills and ability to build relationshipsAbility to work independently as well as part of a teamMidstreamPhillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals.
