Technical support specialist in the field of information and communication system creation in Fond Shidna Evropa

MBO "Eastern Europe Foundation" within the framework of the project "Support for digital transformation" (DTA) announces a tender for the search for a contractor for the provision of specialist services in the field of technical support to create an information and communication system of the State Service of Ukraine on issues of food safety and consumer protection.

Term of service: until September 30, 2025.

Collaboration format: mixed (offline with the possibility of combining online work). Preference will be given to candidates who can work in Kyiv.

Involvement in the provision of services: full.

Main tasks and responsibilities*:

• ensure the development of technical documentation for the implementation of a unified information and communication system in the field of food safety and consumer protection;
• ensure the development and implementation of project solutions (business process logic, database project, etc.) ;
• participation in regular meetings with interested parties to clarify requirements for the information and communication system, presentation completed stages of the project;
• providing support to developers during the development and testing of the system;
• participation in the development of regulations in the field of food safety and consumer protection;
• maintenance of documentation regarding project implementation in Notion / Confluence / Jira (other IT tools agreed with the project team);
• coordination of integration of a single information and communication system with other information systems (in particular, with relevant information systems and registers of ministries, other authorities);
• coordination of all stages of software development (SDLC) using Scrum / Kanban / XP approaches and methodologies etc.;
• monitoring of all stages of software development, preparation of relevant reports at the request of the customer;
• performance of other tasks defined direct supervisor.

Requirements for contest participants:

• more than three (3) years of software development project management experience;
• IT development project management skills using Agile approaches, including: Scrum, Kanban, Crystal , FDD, XP, etc.;
• experience in the development of electronic services for the population and business, understanding the concepts of interoperability, data protection, cyber security etc.;
• understanding of software design and development, formulation of high-level technical requirements for a software product;
• skillstour elements of information and communication systems and/or registers, as well as determine technologies and possible software solutions;
• experience in writing technical tasks, requirements and specifications for IT projects;
• more than two ( 2) years of experience working with Notion, Jira, and Confluence (similar IT tools);
• experience in communications with government bodies (clarification of requirements, conducting presentations);
• developed organizational skills and attention to details;
• knowledge of the English language will be an advantage;
• knowledge of legislation in the field of food safety and consumer protection will be an advantage .
