The Eurasia Fund within the project "Support of Digital Transformation" (Digital Transformation Activity) financed by the US Government through the US Agency for of International Development (USAID) and the International Development Assistance Program from the Government of Great Britain (UK Dev) is looking for a System Analyst (2 open positions) for SE "Prozorro":

Job description and qualification requirements:

The purpose of the project is to expand the capabilities of SE PROZORRO (hereinafter referred to as the Enterprise) to ensure the effective functioning of PROZORRO ITS and the support and development of other information systems of the enterprise.

Prozorro is an electronic public procurement system that has replaced paper tenders. "Everyone sees everything" is our guiding principle. Thanks to the reform, all public procurement was transferred online. The Prozorro reform is a business card of Ukraine in the world and an example of a real reform based on open data and modern IT solutions.

Selection criteria and qualification requirements:

• General knowledge and understanding of web applications, APIs, client-server architecture, databases

SQL and non-SQL, micro service architectures

• Experience in preparing software requirements (BRD, SRS), user stories, use cases, functional and non-functional requirements
• Experience with Jira, Confluence, Gitlab or similar products
• Understanding of SDLC and basic methodologies (Scrum, Kanban, Waterfall)
• Knowledge of notations and standards: BMPN , JSON, UML, openAPI
• Experience in conducting Discovery
• English level not lower than intermediate
• Knowledge in the field of procurement.

Responsibilities of the expert (together with the team of employees of the Enterprise and external specialists who support and administer the ITS " PROZORRO " and other information systems):

— Designing solutions. Preparation and justification of system changes or implementation of new functionality (benefits, implementation scenarios, opportunities and limitations, risks)

- Development and maintenance of technical documentation (use scenarios, work/data flow diagrams, etc.)

—Troubleshooting. Incident processing and analysis, finding root causes and working out workarounds, controlling the implementation of fixes.

— Implementation coordination. Planning and control of work execution. Communication with partners and team members. Willingness to look for ways to solve problem situations.

—Demonstration of achieved progress and plans for further actions
