GENERAL INFORMATION

BF "Right to Defense" (hereinafter - the Foundation) is a charitable organization that focuses its activities on providing assistance to internally displaced persons (IDPs), war victims, refugees and stateless persons. The Fund is an executive partner of the UNHCR and monitors the situation of the protection of the rights of IDPs, providing legal assistance and strengthening the humanitarian response in 22 regions of Ukraine, and also promotes changes in the national legal base, bringing it into line with international standards in the field of human rights.

To help victims for persons in high-risk areas, the "Right to Defense" Charitable Foundation creates crisis response groups that will carry out their activities within the framework of separate projects in high-risk locations located at a distance of 0 to 40 km. from the front line or border. In some cases, it is possible to travel to the zone of the highest risk, which is from 0 to 15 km. in which there is indiscriminate shelling from artillery, which has an additional risk to the life and health of the Foundation team.

Before starting work or during the employment process, all persons who are part of the team or provide services to the Foundation, who may be involved in trips to high-risk areas, will undergo comprehensive training, aimed at preparing for work in potentially dangerous conditions (conflict zones or other regions with an increased level of risk). The program will include basic first aid skills, mine risk orientation, mine action, evacuation and field risk management. The Fund uses all available technical means and training to reduce risks of a physical nature. Namely: issues PPE, tactical first-aid kits and other equipment.

PROJECT DESCRIPTION

The project "Complex services for the protection of the civilian population affected by hostilities and improving the resilience skills of workers who come to help first" is aimed at protecting and supporting the rights of internally displaced persons and the population affected by hostilities at the national, local and individual levels. Within the framework of this project, during 2026, the Fund will monitor the protection of the rights of IDPs and provide free legal assistance to internally displaced persons in the regions of Ukraine. 

In particular, the activity of the project is legal support. Special emphasis in the project will be placed on helping such vulnerable population groupssuch as the elderly and people with disabilities, people whose homes were damaged or destroyed and who suffered as a result of hostilities.

Lawyers in the structure of this project receive tasks and work according to the methodology of the Legal Service of the BF "Right to Defense". According to the plan of this project, lawyers are engaged in face-to-face activities in the communities of the following regions: Kharkiv, Zaporizhia, Sumy, Chernihiv and Donetsk, Mykolaiv, Kirovohrad.

The project is looking forExpert in monitoring the IDP situation in Kryvyi Rih (Dnipropetrovsk Region) with departures to Kherson.

Duties and tasks

Under the direct supervision of the security coordinator and the regional leader, the employee must:

    monitor compliance with the rights and freedoms of internally displaced persons (hereinafter referred to as IDPs) and persons injured as a result of hostilities on an ongoing basis in given locations according to the existing methodology;

  • visit state bodies that provide services for IDPs, places of compact settlement of IDPs, activities aimed at IDPs, etc.;

  • communicate with IDPs, persons affected by hostilities, representatives of government institutions and non-governmental organizations, in order to collect information about the humanitarian situation in general;

  • provide reports in a timely manner on a daily basis based on the results of monitoring visits;

  • if necessary to conduct emergency monitoring visits to places of military incidents inwithin the region (this may also apply to weekends)

  • prepare reports on a specific incident and/or the humanitarian situation in general;

  • identify the most vulnerable IDPs;
  • explain the norms of legislation for IDPs and persons affected by hostilities, counseling on other issues;

  • provide individual assistance to IDPs;

  • display information in the IDPs system in full; 400; text-decoration: none">identify potential beneficiaries in the IPA cash program;"> 400">complying with the Code of Conduct, if necessary;

  • a politician of the Fund;

  • Preference is given to candidates who have their own car.

Professional requirements

  • higher education (preferred: sociology, law);

  • knowledge of human rights;

  • readiness for significant work in the "fields" (outside the office);

  • readiness for a large number of trips and more than normal working hours;

  • knowledge and understanding of the legislation on IDPs and the territory of the OOC;

  • the ability to collect information in accordance with the goals and objectives of the project;

  • skills to prepare reports (analytical, on a separate incident);

  • understanding humanitarian principles;

  • excellent communication skills, readiness for daily communication with people (IDPs, representatives of government institutions);

  • preference is given to IDPs who lost their jobs due to displacement;

  • self-motivation;

  • flexibility.

Residence in the specified location and awareness of the local situation will be significant advantages.
