BF "Right to Defense" (hereinafter - the Foundation) is a recognized leader of the human rights movement in Ukraine. The Foundation has strong positions in the field of protection of the rights of internally displaced persons (IDPs), refugees and stateless persons. Since the beginning of the war in Eastern Ukraine, the Foundation has been monitoring the situation of protection of the rights of IDPs, providing legal and psychosocial assistance and strengthening the humanitarian response in the Donetsk, Kharkiv, Dnipropetrovsk, and Zaporizhzhia regions. Today the Fund works in almost all regional centers and communities within the respective regions. The Fund is an executive partner of the UNHCR and implements programs for the provision of direct legal assistance throughout Ukraine, promotes changes in the national legal framework, bringing it into line with international standards in the field of human rights. 

PROJECT DESCRIPTION

"PATH: Protection, Assistance, Togetherness and Hope", aimed at comprehensive and multisectoral assistance for people with disabilities, the elderly, women, the most vulnerable girls and boys and their caregivers, many of whom face isolation and barriers to access to humanitarian services. Project geography: Kharkiv, Dnipropetrovsk, Poltava, Kirovohrad, Vinnytsia, Cherkasy, Mykolaiv, Zaporizhzhya, Donetsk regions. We provide support to internally displaced persons (in particular, those living in temporary accommodation), vulnerable categories of the local population, as well as local civil society organizations. The aid is provided with the support of the Humanitarian Fund for Ukraine (HFU/UHF).

The project is looking for a Specialist (position) in monitoring the situation of IDPs in m. Dnipro (Dnipropetrovsk region).

Responsibilities and tasks

Under the direct supervision of the senior monitoring specialist and the general supervision of the coordinator on matters of protection and the regional leader of the team, the employee must:

  • monitor compliance with the rights and freedoms of internally displaced persons (hereinafter - IDPs) and persons injured as a result of hostilities on a permanent basis in given locations in accordance with the existing memethodology;
  • visit state bodies that provide services to IDPs, places of compact settlement of IDPs, activities aimed at IDPs, etc.;
  • communicate with IDPs, persons affected by hostilities, representatives of government institutions and non-governmental organizations, in order to collect information about the humanitarian situation in general;
  • provide reports in a timely manner on a daily basis, based on the results of monitoring visits;
  • if necessary, conduct emergency monitoring visits to places of military incidents within the region (this may also apply to weekends)
  • prepare reports on a specific incident and/or humanitarian situation in in general;
  • identify the most vulnerable IDPs and their needs;
  • clarify the norms of legislation for IDPs and persons affected by hostilities, counseling on other issues;
  • provide other individual assistance to IDPs;
  • timely and in full scope to display information in the IDPs CRM system;
  • identify potential beneficiaries for participation in the IPA cash program;
  • perform other duties as needed;
  • understanding and compliance with the Code of Conduct and other policies of the Fund.

Professional requirements

  • higher education (preferably: sociology, jurisprudence, journalism);
  • preferred knowledge of law of a person;
  • readiness for significant work in the "fields" (outside the office);
  • readiness for a large number of trips and beyond the standard working hours;
  • knowledge and understanding of the legislation regarding IDPs and the territory of the OOC;
  • ability to collect information in accordance with the goals and objectives of the project;
  • skills to prepare reports (analytical, regarding a separate incident);
  • understanding of humanitarian principles;
  • excellent communication skills, readiness for daily communication with people (IDPs, representatives of government institutions);
  • advantage provided to IDPs who have lost their jobs due to displacement;
  • self-motivation;
  • flexibility.

Residence in the specified location and awareness of the local situation will be significant advantages.
