The Right to Defense Foundation (the Foundation) is one of the leaders of the human rights movement in Ukraine. The Fund is an executive partner of the UNHCR and carries out direct legal assistance programs throughout Ukraine, promotes changes in the national legal base, bringing it into line with international standards in the field of human rights.  

Project description

The position will operate within the project implementation"Advocacy, protection and legal assistance to the internally displaced population of Ukraine" with the financial support of UNHCR.

Coordination and Management of Compact Settlements (CCCM) is the name of the standardized coordination mechanisms used to work with refugees through the Refugee Coordination Model and also implemented through the CCCM Cluster. CCCM mechanisms ensure effective service delivery and protection for displaced persons in all types of habitats, urban or rural, and regardless of whether they live in purpose-built facilities, unplanned self-settlement , in places of compact settlement, places of temporary stay or transit centers. In recent years, the scope of CCCM has also included work with displaced persons living in host families and in remote communities.

Role of MTP activity includes areas of organizational, methodological and informational support in the implementation of project tasks. The specialist is responsible for assisting with standards development, emergency planning and information management. His/her  primary goal is to help create the humanitarian space needed to effectively protect and assist displaced persons. The specialist will closely cooperate with the international community and all cluster participants within the scope of assigned duties and under the leadership of the SSSM cluster coordinator. The specialist performs the tasks of coordinating the activities of IDPs, setting up processes for solving the difficult life circumstances of internally displaced families, by improving access to services, organizing a safe space for IDPs, and implementing tools for solving and eliminating the problems of such IDPs. One of the most important tasksThe specialist's duties include the development of institutional documents for the activities of the MTP, the organization of residents' feedback and assistance in solving problematic issues of IDPs living in such MTP.

Duties and responsibilities

  • help in developing and maintaining effective partnerships with various stakeholders, cooperation with foreign partners;

  • < span style="font-weight: 400; font-style: normal; text-decoration: none">updating databases with contacts, information management;

  • regular habitat monitoring IDPs;

  • organization and holding of coordination meetings of residents and the administration of the MCP, as well as with interested parties;

  • assistance in identifying vulnerable beneficiaries;

  • support in providing humanitarian aid to places of compact residence;

  • development of partnerships with local authorities, beneficiaries, communities, humanitarian organizations and other interested parties;

  • assistance in the development of project documentation;

  • development of institutional documents for the activity of established MCPs;

  • organization and participation in coordination meetings with all stakeholders at the district level;

  • development of service maps for the organization of multi-sectoral mechanisms of IDP redirection;

  • development and implementation of feedback tools for IDPs living in IDPs and procedures for solving issues identified in appeals;

  • assistance in the organization of interdepartmental interaction among various service providers to resolve the life situations of internally displaced families;

  • introduction of a system of involvement of IDPs living in IDPs in the organization of care, maintenance of residences and surrounding space;

  • introduction of a system of involving residents to structures and groups for organizing the activities of the MCP;

  • attending meetings of the SSSM cluster, preparing notes based on the results of the meetings;

  • preparation of statistical and/or other reports;

  • interaction and coordination with representatives of local authorities;

  • preparation of official appeals;

  • ensuring the principles of protection of personal data and sensitive information;

  • support in writing reports and supporting documents related to assistance and coordination;

  • observe the Code of Conduct and the Fund's Policies.

Professional requirements

  • higher education in the field of social sciences, pedagogical sciences, psychology, management, law or other related field;

  • work experience in the humanitarian sphere or charity projects;

  • knowledge of national legislation in the field of population protection and IDPs;

  • knowledge of internal displacement issues;

  • knowledge of the region and the socio-political situation in the region;

  • good planning skills and focus on achieving results;

  • excellent communication skills;

  • ability to work independently and in a team to meet deadlines;

  • mastery of Excel, Word, Google;

  • flexibility, the ability to build relationships in a team based on trust and friendship;

  • aspiration and ability for self-improvement and development;

  • knowledge of humanitarian principles;

  • knowledge of the English language will be an advantage.
