Deloitte is looking for a qualified candidate for Industry Specialist of construction for work in the USAID SOERA Project.

The vacancy assumes full-time employment and the candidate's stay in Ukraine.

The SOERA (Ukraine) project team supports the structure, strategy and activities of key Ukrainian organizations involved in the planning and implementation of the Recovery and Reconstruction (R&R) direction.

Specialist/rank in of the construction industrywill provide technical assistance under the Rehabilitation and Reconstruction component of the SOERA project, providing supply chain management (SCM) support to improve cost estimation processes, classification of construction materials and two interrelated information technology tools, and databases on construction costs and improvement of design standards.

Responsibilities

  • Supporting the development of improved cost estimation processes, improving the process of classification of building materials and the creation of information technology tools of the construction cost database.
  • Coordination of the work of SOERA colleagues of the "Recovery and reconstruction" component with the Ministry of Reconstruction of Ukraine, the State Agency for Reconstruction and Development of Infrastructure of Ukraine at the local level during meetings with management and technical coordination meetings.
  • Knowledge of Ukrainian construction standards. Research on construction industry standards and global best practices.
  • Analysis of legislation and regulations to gather requirements for revising the Unified State Electronic System in the Construction Sector (Supply Chain Database).
  • Analysis IT product and providing relevant recommendations.
  • Support for the organization and holding of seminars, trainings, workshops for beneficiaries of local authorities.
  • Assistance in research and development of analytical reports to support the assessment of information technologies ( IT) and technical assistance tasks.
  • Facilitating discussions with suppliers to determine optimal standard and customized software solutions.
  • Preparation of reports and deliverablesaccording to the annual work plans of the SOERA project.

Basic requirements

  • Higher education (bachelor/master) in the field of civil engineering , construction engineering, architecture, construction management or a related field.
  • Professional experience of 3-5 years in the field of construction engineering or construction management.
  • Excellent communication skills in Ukrainian and English.< /li>
  • Clear understanding of Ukrainian legislation, construction project cycles, procurement evaluation, program needs, as well as theoretical and practical aspects of its implementation.
  • Experience of working on infrastructure projects financed by international financial and donor organizations , will be a significant advantage.
  • Desirable field experience in relevant fields and experience in preparing monitoring reports for international organizations.
