General job description
- The Monitoring and Evaluation Unit, in close coordination and collaboration with the Mission Management team, provides leadership for all processes and activities related to monitoring and evaluation within PIN missions in Ukraine by introducing the necessary systems and mechanisms that ensure improvement of PIN monitoring and assessment potential.
- The Monitoring and Evaluation Department provides reliable field information to project management in order to support their efforts to ensure and continuously improve the quality of project activities and respond appropriately to the needs of beneficiaries.
< strong>General Responsibilities Description
Reporting to the MEAL Manager, the MEAL Specialist will manage information and reporting related processes and products to ensure professional, quality communication of program activity and program outcomes teams of the EAST. The MEAL Specialist will also play an important role in improving program information management and data quality, as well as enhancing knowledge sharing and learning across the organization and communities. The MEAL specialist will be responsible for the full monitoring cycle of assigned programs and the implementation of relevant monitoring measures.
Characteristic duties and responsibilities:
- The MEAL specialist adheres to ethical principles in their tasks and duties.
- The MEAL specialist promotes and strengthens the understanding of the importance of MEAL among other PIN employees in Ukraine.
- The MEAL specialist coordinates the monitoring process for the defined project(s), is responsible for planning and coordinating the implementation of regular MEAL activities that must be carried out within the defined project(s).
- Collaborates with the security software teamensuring timely performance of assigned tasks by the MEAL department; ensures seamless collaboration between the MEAL team and the project team.
- Ensures the preparation of monitoring reports, including field reports, baseline, PIM/PDM, final, evaluation reports, analyzes information and monitoring results and provides recommendations necessary for project planning, performance management and reporting, and ensures that transfer to relevant project teams.
- Conducts and organizes field monitoring visits to assess project implementation using standard monitoring and evaluation tools and methodologies, including surveys, key informant interviews, focus group discussions, etc.

Frequently goes to places to interact with beneficiaries and other interested parties, as well as to monitor the implementation of activities.
Helps project teams in strengthening accountability mechanisms for project levels.
- The MEAL Specialist provides support to the MEAL Manager on MEAL-related activities as requested.
- Provides MEAL-related information to project proposals.
- MEAL specialist contributes to lessons learned session at program level to support evidence-based program development.
- Supports project team in needs assessment and other research; assists in instrument development and data collection activities.
- Regular trips to different parts of Ukraine to work with field teams of programs and partner organizations.
Experience and Qualifications Required :
- Bachelor's degree in social sciences, political science, economic growth or any other related field(s).
- Academic or professional training in data collection and analysis technologies and/or M&E will an advantage.
- 3 years of work experience in the field of MEAL (or similar experience)
- High level of computer literacy with full knowledge of the MS Office suite.
- Experience working with various methods of field data collection, data entry, data verification, analysis and reporting.
- Good understanding and skills in data management.
- Report writing with an emphasis on detail and accuracy.
- Experience in planning and managing the data collection process, including quality assessment and supervision .
- Ability to multi-task at a fast pace, prioritize and meet deadlines.
- Ability and willingness to work in a team with people of different cultural and religious backgrounds, of different genders, with different professional experience and diverse political views while maintaining impartiality and objectivity in a sensitive environment.
- Excellent verbal and written communication, including facilitation andintercultural communication.
- Fluency in Ukrainian or Russian is mandatory;
- Advanced level of English is mandatory;
