In Ukraine, the IRC launched emergency programs in April 2022 in the areas of child protection (CP), protection and rule of law (ProL), women's protection and empowerment (WPE) (i.e. gender-based violence), health, monetary and basic needs.

Job description:

Under the leadership of a senior child protection specialist (Sn Child Protection Officer) , a case management specialist will be responsible for overseeing the IRC case management program in Odesa, Mykolaiv and Kherson regions. Through the supervision, monitoring, guidance and support of 3 caseworkers, the Case Management Specialist will be responsible for the effective implementation of case management services for children who have been or may be harmed by violence. He/she will provide technical, training, and support supervision to a team of CP case managers in individual and group formats. The CP Case Management Officer will work closely with the Psychosocial Services (PSS) team and the Mental Health and Psychosocial Support Specialist (MHPSS) as well as key stakeholders to regularly report on trends and protect the rights of vulnerable children . The CP Case Management Specialist will have good technical and organizational capabilities to ensure that CP CM activities are conducted in accordance with IRC Program Guidelines and CP Minimum Standards and Principles. 
The CP Case Management Specialist will be based in Odesa and supervise a team of case workers in Odesa.

Main responsibilities:< /u>

Technical Quality

- Ensure that each CP social worker effectively provides case management services in accordance with Standard Operating Procedures ( SOP) by conducting regular individual meetings and case studies with CP social workers. 

- Allocate and review caseloads appropriately to ensure their effectiveness. 

- Ensure that cases are properly supported.

- Monitor response times, follow-up services and case evaluations.

p>- Regularly verify secure and proper documentation of Client-related cases by conducting case audits, file and database reviews.

- Ensure confidentiality and adherence to data protection and information sharing protocols. 

- Plan and conduct meetings with the case management team at least weekly.

- Organize and conduct meetings on complex and high-risk cases.

- As required, support individual cases and ensure regular monitoring of all matters related to case management services.

- Coordinate receipt of referrals from CP, MHPSS and other IRC sectoral teams for case management services within the CP. 

- Facilitate and ensure close collaboration and coordination between the CP PSS, MHPSS and Case Management teams.

- Provide ongoing technical support and build the capacity of CP Case Managers through training and education in the workplace, including mentoring, observations, coaching sessions, etc.

- Conduct debriefing interviews with the child and family to assess the quality and impact of case management services provided by social workers; regularly document feedback and analyze trends.

- Monitoring and analyzing data collected by the CP case management team and providing regular caseload reports to the CP staff (disaggregated information by gender, age, risk level, etc.). 

- Ensure regular communication with Senior CP Specialist for updates on achievements and challenges.

- Support Monitoring and Activities (M&E) to support quality program delivery.

Staff Supervision and Development:

- Direct supervision of 3 CP employees

- Maintain open and professional relationships with team members, fostering strong teamwork morale and providing supervision and direction to enable employees to perform successfully in their roles.

- Ensure timely completion and submission of monthly time sheets, internship reviews and annual performance reviews

- Ensure support and opportunities for continuous professional development of CP Caseworkers in technical and management skills.

- Ensure regular communication with the Office of Child Protection to incorporate relevant technical priorities into program development to provide recommendations for program adjustments based on achievement and issues that have arisen.

Administration and Reporting:

- Lead all planning and reporting activities related to CP case management.

- Monitoring and systematization of information collected by case managers.

- Ensure proper and timely management of the Emergency Management Fund.

- Maintain and archive all important documents and correspondence related to CP project management activities.

- Support the implementation and compliance of work plans, expenditure plans and monitoring and evaluation plans.

p>- Upon request, facilitate the collection of monitoring and evaluation data to support the development of project proposals in the field of child protection.

Coordination and representation:

- Actively coordinate work with staff from other IRC departments on the ground, including on issues of protection and rule of law, protection and empowerment of women, health, economic assistance and development.

- Actively build and support effective working relationships with relevant local actors on the ground, including public, non-governmental and governmental actors.

- At the request of his supervisor, actively participate in relevant coordination meetings on CP issues at the local and at the national levels (for example, in the national and sub-national CP cluster).

Other:

- To be aware of the situation regarding the protection of children and the development of events in the communities.

- Consistently and proactively monitor the safety and security of field teams, promptly report issues or incidents to IRC management, and liaise with other external parties as necessary to maintain/improve the security environment.

- Promote and adhere to the IRC principles, objectives and codes of conduct.

- Act both professionally and personally in a manner that benefits the IRC and does not jeopardize its humanitarian mission.

- If necessary, provide written and oral translation at meetings, trainings and/or documentation for a better understanding of all employees

- Perform any other tasks as requested by your manager to ensure and develop of IRC programs.

KEY WORKING RELATIONSHIPS

Reporting: Child Protection Sn Officer

Direct control: Child Protection Sn Officer

Internal cooperation within IRC:Protection & Rule of Law (ProL), WPE, MEAL, ERD, Health, Finance, Supply, Grants, HR and other departments.

Requirements

A case management specialist in the field of child protection must meet the following requirements:

- Higher education in the field of social work, psychology, education, human rights, social sciences, humanities, or another related field is desirable.

- Minimum of 2 years of experience implementing child protection programs, preferably in the field of social work , case management or psychosocial programs for children, in humanitarian or development organizations.

- Demonstrated experience providing direct support (basic counseling, case management, PSS, etc.) to children and their families

- Previous experience and demonstrated understanding of working with children, particularly children who have suffered or are at risk of harm.

- A positive and professional attitudemyself, including the ability to lead and work well in a team.

- Ability to maintain documentation and write simple and basic activity reports.

- Ability to speak honestly, professionally and thoughtfully on sensitive issues.

- Demonstrated understanding and ability to maintain confidentiality and respect for clients/beneficiaries.

- High degree of flexibility and strong ability to organize work, meet deadlines, maintain self-control, prioritize work under pressure , coordinate multiple tasks and maintain attention to detail.

- Computer literacy, including Microsoft Word and Excel.

- Language: Fluent in Ukrainian and Russian, advanced English skills language.

This position will be based in Odesa with frequent travel to local locations.
