The DRC has existed in Ukraine since 2014. At the moment, DRB has more than 800 employees working on the territory of Ukraine to implement emergency response in the sectors of social and legal protection, livelihoods, housing restoration and humanitarian disarmament and peacebuilding (humanitarian demining), providing direct support to responsible persons and non-governmental organizations (NGOs), as well as their partners. DRB will continue to develop long-term solutions, adapting them to the changing situation.
Currently, DRB is looking for a highly qualified Specialist to work with partners of the program of the Consortium on Territorial Allocation of Resources (ABA), which is implemented in the Kherson region (place of work - Mykolaiv).
General purpose of the role
Under the guidance of the Regional Program Manager of the Consortium for Territorial Distribution of Resources program and the technical supervision of the Grants Management Department, the Partner Specialist of the Consortium for Territorial Distribution of Resources program will ensure effective management of the partnership interaction of DRB with civil society organizations (CSOs) and local authorities in Ukraine. In this position, the employee will contribute to the implementation of the full cycle of program projects implemented by partners, including mapping of CSOs, comprehensive checks of partners (due diligence), preparation of sub-grant agreements, as well as the launch, implementation and completion of projects. The Regional Resource Consortium Program Partner Specialist will serve as the primary point of contact for partners, providing day-to-day support, coordinating interactions with internal and external stakeholders, and ensuring compliance with DRB standards and donor requirements.
About the Regional Resource Consortium:
The Regional Resource Consortium Program supports local community organizations in Ukraine, facilitating their access to stable and quality financing and helping them scale their activities without having to go through complex bureaucratic procedures. The consortium functions as a funding mechanism that includes due diligence, tendering, disbursement of funds and targeted support during project implementation.
Your main job responsibilities will be:
Administering subgrants and ensuring compliance
- Supporting the administration of subgrants throughout the project cycle (from launch to project closure).
- Managing and maintaining accurate records of all subgrants in DRB internal systems (Dynamics) and shared repositories of the Consortium.
- Preparation and signing of sub-grant agreements (SGA) and amendment packages with the support of the Consortium's leading specialist of the territorial rallocation of resources for work with partners.
- Tracking deadlines for submission of reports by partners, payment schedules and work results; maintaining communication with partners to ensure timely reporting and compliance.
- Collaboration with administrative and business teams (finance, procurement, HR) to ensure consistency between program work processes and compliance.
Comprehensive review and vetting
- Supporting coordination of comprehensive review and vetting processes (reviews benevolence) of public organizations in accordance with the requirements of the donor (UHF) and the standard operating procedures of the Consortium.
- Coordinating actions with the Lead Specialist of the Consortium program on the territorial distribution of resources to work with partners and the administrative and economic activity team to monitor plans for corrective measures or further actions to increase the capacity of partners based on the results of a comprehensive review.
Management of grants and reporting
- Providing administrative support during the project proposal review process, in particular in working with documentation.
- Ensuring that all DRB subgrant management tools (subgrant tracker, partner database, risk matrix) are updated using quality data.
- Support in organizing introductory, review and closing meetings with partners.
- Support in preparing and checking the quality of the narrative reports of partners in coordination with the Lead Specialist of the Consortium Program on Territorial Distribution of Resources on working with partners and the Specialist of the Consortium Program on Territorial Distribution of Resources on Data Monitoring and Evaluation. territorial allocation of resources to work with partners in organizing capacity-building initiatives for local civil society organizations (CSOs) (such as trainings, seminars, mentoring sessions).
- Identifying recurring gaps in grant management or partner compliance and reporting them to provide targeted support.
Coordination and Communication
- Preparation and distribution of sub-grant related updates, trackers and minutes of Consortium management meetings (ie Consortium Management Unit (CMU), Advisory Board, Steering Committee).
- Ensuring partners have all documentation required for internal and/or external audit.
Aboutyou:
The successful candidate must have at least 2 years of experience in grant management and partnerships in international NGOs or UN agencies. In addition, we also expect the following from you:
Required
- Higher education in international relations, project management, business administration or another related field.
- Confirmed understanding of issues tocompliance with donor requirements.
- Excellent organizational and analytical skills, attention to detail.
- Perfect command of the Ukrainian language (written and spoken).
- Excellent skills in working with Microsoft Office (Word, Excel, PowerPoint) and database management.
Desirable
• Knowledge of English will be an advantage.
