BF "Right to Defense" (hereinafter - the Fund) is a recognized leader of the human rights movement in Ukraine. The Foundation has strong positions in the field of protection of the rights of internally displaced persons (IDPs), refugees and stateless persons. Since the beginning of the military invasion in Eastern Ukraine, the Fund has been monitoring the situation of the protection of the rights of IDPs, providing legal and psychosocial assistance and strengthening humanitarian response in Donetsk, Kharkiv, Dnipropetrovsk, Zaporizhia regions.

Today the Fund works in almost all regional centers and communities within the respective regions. The Fund is an executive partner of the UNHCR and implements programs for the provision of direct legal assistance throughout Ukraine, promotes changes in the national legal framework, bringing it into line with international standards in the field of human rights. 

PROJECT DESCRIPTION

The position will operate within the project "Inclusive protection networks in Ukraine", the goal which there is creation of an inclusive system of support for veterans aimed at their social, psychological, legal and economic reintegration through the development of mobile services, strengthening the capacities of public organizations and promoting social cohesion at the community level.

Duties and tasks

Under the direct supervision of the regionalsenior monitor, and the overall guidance of the Protection Monitoring Coordinator, and also, in cooperation with the Coordinator of the Social Cohesion and Understanding Program, the employee must:

  • According to the approved plan, carry out visits to the communities in order to fulfill the tasks provided for by the project;

  • Build relations with by representatives of local self-government bodies, departments of social protection and health care, social institutions, administrative service centers, educational institutions, emergency services, etc.;

  • Establish relations with existing community initiative groups creation of new initiative groups or public associations;

  • < span style="font-weight: 400; font-style: normal; text-decoration: none">Provide non-legal consultations to local government and initiative groups;

  • Monitor existing services in communities, including social, active local and regional programs and access of veterans and their family members to decision-making; promote the development of programs for veterans and their family members;

  • Identify the needs of veterans and their family members in communities and participate in the creation of a mechanism for responding to such needs;

  • Identify existing gaps in the provision of social services, as well as in the area of ​​protection in communities; develop an action plan to overcome such gaps; determine the priority needs of veterans and their family members;

  • Contribute to the initiation and implementation of initiatives in the field of protection at the community level;

  • Contribute to the creation of coordination, working groups and advisory bodies;

  • In cooperation with the social cohesion program facilitator, support the creation and activity of working groups in communities, conducting trainings and integration events;

  • Identify potential beneficiaries and refer them to legal, social and psychological support specialists;

  • Provide non-legal advice to veterans as needed;

  • According to the existing methodology, conduct stakeholder surveys, organize and conduct focus group research;

  • Participate in organizing events and trainings;

  • Submit reports on time;

  • Perform other tasks as needed;

  • To complete training offered by the Foundation in a timely manner;

  • Understanding and following the Code of Conduct and other policies of the Foundation.

Professional requirements

  • higher education (preferably: sociology, law, journalism);

  • excellent communication skills, readiness for daily communication with people (veterans, representatives of government institutions, affected population);

  • cultural sensitivity and diplomacy;

  • experience of working with local government, initiative groups and veteran (and other) public associations;

  • understanding local advocacy as a process;

  • knowledge of tools of democracy\participation;

  • desired knowledgeof human rights;

  • readiness for significant work in the "fields";

  • readiness for a large number of trips and more than normal working hours;

  • capability to collect and parse information according to goals and objectives of the project;

  • skills to prepare reports (analytical, regarding a separate incident);

  • understanding humanitarian principles;

  • knowledge and skills regarding signs of violence, trauma, exploitation will be an advantage;

  • self-motivation;

  • flexibility.

Awareness of the local situation and knowledge of current legislation in the field of veteran policy will be significant advantages.
