GENERAL INFORMATION
BF "Right to Defense" (hereinafter - the Fund) is a charitable organization that focuses its activities on providing assistance to internally displaced persons (IDPs), victims of war, refugees and stateless persons. The Fund is an executive partner of the UNHCR and monitors the situation of protection of the rights of IDPs, providing legal assistance and strengthening the humanitarian response in 22 regions of Ukraine, and also promotes changes in the national legal base, bringing it into line with international standards in the field of human rights.
The project "Complex services for the protection of the civilian population affected by hostilities and improving the resilience skills of workers who come to help first" aims to protect and supporting the rights of internally displaced persons, war-affected populations, stateless persons, and veterans and their families at the national, local, and individual levels. In 2026, the Fund, as part of the project, will monitor the protection of the rights of IDPs and provide free legal assistance to internally displaced persons, stateless persons, veterans and their families in the regions of Ukraine.
The geography of activity includes the Sumy, Chernihiv, Kharkiv, Zaporizhzhya, Donetsk, Dnipropetrovsk, Mykolaiv, Kherson, Odesa, Poltava and Kirovohrad regions. The area of implementation may change depending on the security situation and project needs.
Beneficiary Accountability Officer/Position in Consortia is an end-to-end coordination and supervision role that ensures uniform standards of accountability, harmonization of feedback and complaints mechanisms (MZZS) in all partner organizations of the Fund (consortia, sub-grants, implementation through partners). The position is responsible for the development, coordination and updating of organizational approaches to accountability in partnerships, for the coordination and supervision of specialists, as well as for checking the quality of the implementation of partnership obligations in field/remote formats. beneficiaries and will work in close cooperation with the MEAL department, consortium managers, partners, program departments, communications department, as well as with the support of the financial and administrative department.
This position provides for the possibility of working both in the office and remotely (with the condition of periodic offline visits to partners).
Strategic accountability management in the consortiumDevelopmentand the implementation of the MEAL Framework for accountability, including minimum standards for information and response.
Harmonization of approaches to the Feedback and Complaints Mechanism (CFM) among all partners consortium/subgrantees.
Development and updating of harmonized SOPs (standard operating procedures) for dealing with appeals.
2. Coordination and monitoring of the Ministry of Health and Welfare
Update and control over the availability of channels of appeals of all partners.
Consolidated analysis of appeals, preparation of regular analytical reports for management and donors. Building the capacity of teams and partners
Participation in the MEAL Capacity Assessment of partners regarding their accountability capabilities.
Providing recommendations to the Fund's team and partners for the adaptation and improvement of their internal accountability systems.
4. Quality Control and Training
Planning and conducting monitoring visits and remote monitoring to verify compliance by partners with accountability standards.
Preparation of reports based on the results of monitoring, coordination of correctionsplans and control of their execution.
Identifying system risks and initiating changes in processes/tools.
Control of compliance with the rules of personal data protection during the processing of appeals.
5. Other
Participation in the development of dashboards and other analytical materials.
Preparation of contributions for public materials on lessons learned and changes based on feedback and complaints.
Executing the duties of the main an expert on the organization of accountability to beneficiaries during his/her absence (vacation, sick leave, etc.).

PROFESSIONAL REQUIREMENTS
Higher education in social sciences, sociology, law, management, research or related field.
Experience in MEAL or AAP in the humanitarian sector (experience in consortia will be an advantage).
Strong communication and facilitation skills.
Understanding the logic of CRM systems or centralized beneficiary databases will be an advantage.
Comply with the Code of Conduct and Foundation Policies.
