The Danish Refugee Council (DRC)is a leading international humanitarian organization whose main objective is which is the protection, support and promotion of long-term solutions for the displaced population.

DRB has existed in Ukraine since 2014. At the moment, more than 700 employees work in the DRB in total on the territory of Ukraine. In 2024, the DRB will continue to significantly expand to implement emergency response in the social and legal protection, livelihoods, housing reconstruction and humanitarian disarmament and peacebuilding (humanitarian demining) sectors, providing direct support to responsible individuals and non-governmental organizations (NGOs), and as well as their partners. DRB will continue to develop long-term solutions, adapting them to the changing situation.

DRB is currently looking for a highly qualifiedSpecialist in the development of the DRB Digital Platform (provision of legal assistance) to work in our office in Kyiv.

General purpose positions:< /p>

You will be responsible for the uninterrupted operation of the DRB digital legal aid platform. Responsibilities include monitoring the IT development of the Platform, creating and ensuring high-quality legal information content, promotion and popularization of the Platform. You will also contribute to the communication of all interested parties for the stable and permanent operation of the Platform, including entities outside Ukraine to establish cross-border legal assistance and disseminate information.

Your main responsibilities will be

Platform Development:

  • Controls the progress of software development for the Platform of digital legal aid
  • Facilitates cooperation with new partners to join the Platform, while maintaining effective supervision of their activities. Coordinates work with the DRB legal team and the structure of the technical support department to accelerate the software development process
  • Coordinates the activities and work of the Platform team
  • Defines the strategic goals of the Platform team and monitors their implementation
  • Develops strategies, tools, forms and templates for the development of the Platform
  • Identifies risks and develops mitigation strategies
  • Conducts initial testing and beta testing of the Platform by a large group of selected stakeholders parties
  • Manages branding and raising awareness of the Platform with the help of innovative means

Legal analysis and high-quality content:

  • Explores relevant topics, legal gaps and the most popularburning questions of the target audience
  • Manages the development and design of informational and analytical materials that will be published and distributed through the Platform
  • Together with the Social and Legal Protection Specialist - the Legal Analyst ensures quality and timely updates of legal information materials for the Platform
  • Under the guidance of the Social and Legal Protection Specialist - the Legal Analyst regularly reviews and updates the analysis of legislation based on legislative changes, ensuring the relevance and effectiveness of the analysis
  • In coordination with the team of legal analysis, involved in the research and analysis of legislation, by-laws, judicial and administrative practice on issues related to the legal content of the Platform
  • Advises the legal program of the DRB on issues of cross-border advocacy
< p style="font-style: normal; font-weight: 400">Coordination, representation and partnership building:

  • Invites new service providers to join the Platform
  • Contributes to the technical training of new legal service providers on the Platform
  • Creates the basis for a Europe-wide legal aid network to work on the Platform
  • Maintains coordination with partner organizations (governmental and non-governmental) to develop joint strategies and programs to improve the digital legal aid program in the country, as well as cross-border legal aid services
  • Contributes exchange of knowledge and best practices between partner organizations (through the Cross-Border Working Group on Legal Aid) and the DRB in general
  • Collaborates with lawyers and attends relevant advocacy meetings, cluster and working group meetings to monitor legislative gaps, issues , faced by affected persons
  • In order to promote the Platform, presents it at various forums, events and meetings, and also interacts with various stakeholders, including humanitarian organizations, government officials and beneficiaries. Promotes partnership and respectful cooperation
  • Manages a marketing campaign in social networks to promote the Platform
  • Supports the team in conducting monitoring and evaluation related to the improvement of the Platform

Compliance, Quality Control and Reporting:

  • In cooperation with the compliance and quality control specialist ensures the high quality of humanitarian legal aid services provided through the Platform
  • Ensures the Platform's compliance with the requirements of data security, donors and DRB, humanitarian principles and program strategies
  • Ensures compliance of information systems and processes with established standards and procedures related to information management and data protection, including internal DRB standards for managing information protection

  • Designs information products such as reports, charts, and infographics, transforming data into graphical products to facilitate information disseminationactions to external stakeholders for the purpose of reporting and information sharing
  • Participates in writing proposals and reports for donors and authorities

User engagement and feedback analysis:

    < li>Analyzes user feedback and determines which Platform features need improvement
  • Collaborates with the software developer to resolve user, team and management issues and implements necessary updates
  • Develops a user engagement and delivery plan constant feedback collection

About you

Required:

  • Experience of participating in innovative software projects and proven experience of using digital technologies in humanitarian response or crisis management
  • Understanding software development processes at a level sufficient for communicating with IT contractors to evaluate their work
  • Knowledge of SMM and SEO optimization tools
  • Excellent MS Word, Excel and PowerPoint skills
  • Report writing skills and presentations, the ability to transform complex legal data into accessible, understandable and actionable information
  • Flexibility and adaptability in rapidly changing circumstances, the ability to anticipate and respond to new challenges and opportunities
  • Experience of coordination and representation in humanitarian environment with demonstrated ability to resolve sensitive issues and maintain productive relationships
  • Fluency in Ukrainian/Russian and English

Would be an advantage:

  • Higher legal education or education in a related field
  • Work experience in the non-governmental sector
  • In-depth understanding of the legal framework of Ukraine, legislation, systems and practices in the field social protection, human rights and humanitarian aid in Ukraine, as well as the ability to interpret and analyze them in a wider socio-political context
  • Knowledge of international law in the field of human rights

  • Duration of the contract: 12 months, with a trial period of 3 months
  • Place of work: Kyiv, full-time in the office
  • Start date: August 2024
  • Salary and conditions will be in accordance with the Employment Conditions of the Danish Refugee Council Representation in Ukraine
