ORGANIZATIONAL OVERVIEW

FHI 360 is a US-based NGO dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions.  FHI 360’s Crisis Response team is responding to the humanitarian emergency with the Ukraine Humanitarian Assistance Response Program (UHARP II), providing integrated health and protection programming focused on decreasing morbidity and mortality among conflict-affected communities. 

FHI 360 is integrating physical and occupational rehabilitation therapy services into its mobile medical teams that provide primary healthcare services in Dnipropetrovsk, Mykolaiv, Kherson, Kharkiv and Zaporizhzhia oblasts.

POSITION OVERVIEW  

Under the supervision of the Health Program Manager, the Rehabilitation Officer is responsible for managing the day-to-day implementation of FHI 360’s community-based rehabilitation services in rural areas where FHI 360’s mobile medical teams operate. The incumbent will ensure that rehabilitation services are evidence-based and adhere to technical standards, manage day-to-day implementation of the rehabilitation services, provide line management of mobile rehabilitation specialist consultants, and review and analyze technical indicators on medical rehabilitation services. The position is based in Dnipro but will involve periodic travel to field sites for supervision and quality assurance.

SPECIFIC RESPONSIBILITIES:

• Supervise the day-to-day activities of mobile rehabilitation specialists, coordinating closely with the FHI 360 senior health officers who support each region.
• Provide line management of 2-4 mobile rehabilitation specialists. Promote strong coordination between mobile rehabilitation specialists and mobile team medical/MHPSS staff.
• Contribute to the development of quality standards for medical rehabilitation services and technical supervision checklists.
• Carry out regular technical supervision of mobile rehabilitation services at field sites, documenting the results on standard supervision checklists. 
• Continuously monitor quality of services, including the identification of patients, assessment and development of individual rehabilitation plans, provision of rehabilitation therapy, assessment, fitting and prescription of assistive devices, training of caregivers, post-discharge plans, etc.
• Contribute to the development of the data collection tools and and program indicators for community-based rehabilitation services, in coordination with the monitoring and evaluation team.
• Map referral pathways for higher level external rehabilitation services in each region in coordination with senior health officer and ensure that referral mapping of rehabilitation services is regularly updated and checked.
• Working with the MHPSS program team, develop systems to ensure that patients receiving rehabilitation services are also provided social protection support, mental health support, case management, assistive medical devices, and other relevant support. Ensure that the multi-sectoral support to rehabilitation patients is documented in patient electronic records.
• Identify capacity building needs of mobile rehabilitation specialists and mobile team doctors/nurses related to rehabilitation. Coordinate the provision of relevant training.
• Prepare weekly reports on community rehabilitation program and submit to the Health Program Manager and Health Coordinator. 
• Identify medical supplies and equipment needed for rehabilitation services, and work with FHI 360’s pharmacy team to place orders.
• Identify logistics-related and material needs for the mobile rehabilitation specialists, and raise purchase requests accordingly.
• Participate in regular and ad hoc internal meetings with health and MHPSS staff.
• Attend meetings of the Rehabilitation Technical Working Group and coordinate with other rehabilitation actors (including UN agencies and NGOs).
• All other duties and tasks as assigned by the line manager.

REQUIREMENTS:

• Bachelor’s Degree or Master’s Degree in Physical Therapy, Physical Rehabilitation, Medical Rehabilitation or other relevant field.
• At least 3 years of work experience as a Physical Therapist, Occupational therapist (Ergotherapist), Medical Rehabilitation Specialist, or other relevant specialty. 
• Fluent in Ukrainian. Good command in English is advantageous.
• Demonstrated knowledge of technical standards and best practices in medical rehabilitation services
• Prior work experience implementing or supervising medical rehabilitation services non-governmental organization (NGO) or UN agency is advantageous. 
• Strong written and oral communication skills. 
• Strong organizational skills, especially in time management and prioritization, ability to multi-task, and attention to detail. 
• Proficient in Microsoft Office applications (Word, Excel, and PowerPoint).

FHI 360 запроваджує надання послуг з фізичної та професійної реабілітації в мобільних бригадах, що надають первинну медичну допомогу в Дніпропетровській, Запорізькій, Миколаївській, Херсонській та Харківській областях.

ЗАГАЛЬНА ІНФОРМАЦІЯ ПРО ПОСАДУ  

За технічного нагляду з боку Менеджера програм з громадського здоров’я Фахівець програм з реабілітації відповідатиме за поточне впровадження програми з реабілітації в громадах у населених пунктах, де працюють мобільні бригади FHI 360. Фахівець на цій посаді відповідатиме за застосування науково обґрунтованих підходів і дотримання технічних стандартів у наданні реабілітаційних послуг, здійснення поточного керівництва процесом надання реабілітаційних послуг, управління роботою консультантів-реабілітологів МБ, перевірку й аналіз технічних показників щодо послуг з реабілітації. Виконання завдань здійснюватиметься в м. Дніпрі, але передбачає періодичні виїзди на місця впровадження діяльності для надання супервізійної підтримки й забезпечення якості послуг.

ПЕРЕЛІК ОБОВ’ЯЗКІВ:

• У тісній співпраці з Провідними фахівцями програм з громадського здоров’я FHI 360, відповідальними за роботу в регіонах, здійснювати поточне керівництво роботою фахівців з реабілітації МБ.
• Здійснювати безпосереднє керівництво 2–4 фахівцями з реабілітації, які працюють в МБ. Сприяти ефективній координації роботи фахівців з реабілітації та фахівців з громадського здоров’я / психічного здоров’я мобільних бригад.
• Долучатися до розроблення стандартів якості щодо надання послуг з реабілітації, відомостей результатів проведених супервізій.
• Регулярно надавати супервізійну підтримку фахівцям з реабілітації МБ на місцях здійснення діяльності, вносити результати до стандартних відомостей результатів проведених супервізій.
• Здійснювати постійний моніторинг якості послуг, зокрема, визначення пацієнтів, оцінки й розроблення індивідуального плану реабілітації, здійснення фізичної реабілітації, оцінювання / налаштування та виписування рецептів на допоміжні засоби, навчання піклувальників, планів на період після лікування тощо.
• Разом з фахівцями з моніторингу й оцінки долучатися до розроблення інструментів збору даних і контрольних показників програм з реабілітації в громадах.
• У співпраці з Провідним фахівцем програм з громадського здоров’я створити карту перенаправлення для отримання реабілітаційних послуг, що надаються закладами вищої ланки в кожному регіоні, відповідати що регулярне оновлення та перевірку карти перенаправлення для отримання послуг з реабілітації.
• У співпраці з відділом програм з ПЗПСП запровадити систему надання соціальної та психологічної допомоги, підтримки в межах програми з кейс-менеджменту, допоміжних засобів тощо пацієнтам, які отримають послуги з реабілітації.
• Виявляти потреби з підвищення кваліфікації у галузі реабілітації фахівців з реабілітації МБ, лікарів / медсестер МБ. Координувати проведення відповідних тренінгів.
• Укладати щотижневі звіти про впровадження програми з реабілітації в громадах, надавати їх Менеджеру й Координатору програм з громадського здоров’я.
• Визначати товари медичного призначення та обладнання, необхідне для надання послуг з реабілітації, створювати відповідні замовлення у співпраці з відділом з фармацевтичної діяльності.
• Визначати логістичні й матеріальні потреби фахівців з реабілітації МБ, створювати відповідні запити на закупівлю.
• Долучатися до планових і незапланованих нарад відділів програм з громадського здоров’я та ПЗПСП.
• Брати участь у засіданнях Технічної робочої групи з реабілітації, координувати діяльність з іншими організаціями, що працюють у field of rehabilitation (in particular, UN agencies and NGOs).
• Perform other duties and tasks at the request of the immediate supervisor.

REQUIREMENTS< strong>:

• Bachelor's or Master's degree in Physical Therapy, Physical Rehabilitation, Medical Rehabilitation or related field.
• From 3 years of work experience as a physiotherapist, occupational pathologist (occupational therapist), specialist in medical rehabilitation or in another relevant specialty.
• Fluent command of the Ukrainian language. Proficiency in English at a sufficient level will be an advantage.
• Proven knowledge of industry standards and work methods in the field of providing medical rehabilitation services.
• Prior experience in implementing or managing non-governmental rehabilitation service programs organizations (NGOs) or UN agencies will be an advantage. 
• Development of communication skills (oral / written communication).
• Developed organizational skills, in particular, time management and task prioritization, ability to perform several tasks at the same time, attention to details.
