The Human Resources and Administration Specialist provides HR and administrative support to the Human Resources Department. He/she will be responsible for operational oversight of key HR functions including talent acquisition and management, HR and administrative support, performance management support, etc.

Implementation of program projects may be aimed at (1) responding to emergency situations at the national or international level or (2) implementing development projects at the international level. 

Personnel management will be carried out in accordance with the project activities of the International Medical Corps and its current representation in the country. The responsibilities below are general to this job profile and, accordingly, apply to personnel management of (1) national personnel only, or (2) international personnel only, or (3) both national and international personnel. 

 PERSONNEL MANAGEMENT AND ADMINISTRATION

Participate in the review of national personnel policies and recommend changes/additions/deletions to the HR and Administration Manager.

  • Provide support to program and operations staff in interpreting HR policies and procedures and provide technical support on HR issues as directed by supervisor.
  • Collaborate with the HR and Administration Manager to implement departmental strategic planning.
  • Make regular regional trips to project offices to ensure proper implementation of personnel procedures and provide assistance/support to managers in their needs.
  • Maintain compensation databases and ensure proper record keeping in personnel systems.

  • Ensure proper orientation for all new employees; withensure cooperation and coordination with other departments for an interesting and friendly orientation.
  • Advise and facilitate the process of dismissal of employees and keep dismissal documents in the employee's personal file.
  • Help regularly update organizational charts, keep lists of contacts and schemes of information flows.
  • Assist in the preparation of employment contracts and other mandatory documents, sign and register them.
  • Provide assistance in writing personnel letters if necessary (transfers, promotions promotion, acceptance of resignation, etc.).
  • Assist in the preparation of severance pay upon dismissal/termination of employment.
  • Assist personnel management in periodic analysis of personnel turnover.

  • Coordinate international staff travel (itinerary, ticket booking).
  • Ensure that all personal files are kept in a secure location and regularly updated. Also ensure uploading of necessary documents to the shared cloud system (Office 365).
  • Provide support to the personnel management department in ensuring timely processing and registration of attestation letters.
  • Provide support to program managers and employees in installing objectives, conducting probationary period or annual performance evaluations, ensuring proper documentation of performance evaluation results.
  • Assist program managers in identifying training needs or staff performance deficiencies.
  • Support the audit process and compliance and provide documentation after review by HR.
  • In cooperation with the program manager, liaise with the certified public accountant regarding Social Security and income tax payment schedules.
  •  Administrative Support 

    • Organize, if necessary, the submission of visa applications/immigration procedures for international staff.
    • Ensure  availability and timely replenishment of office and hostel consumables.
    • Monitor office and hostel utility bills and leases to ensure timely payment and renewal.
    • Ensure warranty that the staff coordinate their work well and perform their duties effectively.
    • Manage the use of office premises and the reservation of accommodation in the MMK hostel.

    MINIMUM REQUIREMENTS

    • Bachelor's degree in a related field is usually required. A degree in HR is preferred. An equivalent combination of relevant education and experience may be substituted as appropriate.
    •  Prior experience with International Medical Corps preferred.
    • Knowledge of local labor laws
    • Experience with a personnel management information system will be an added advantage
    • Knowledge of the principles and procedures of hiring, selection, training, personnel compensation and benefits, job design, labor relations and negotiations, as well as personnel management information systems.
