GENERAL DUTIES span>
A specialist in the management of projects and programs in the field of intangible production (monitoring, evaluation, accounting and training) conducts monitoring and evaluation of actions in accordance with the monitoring and evaluation approved by the management of projects and programs in the field of intangible production (monitoring, evaluation , accounting and training).
TASK / SCOPE OF COMPETENCES
Task 1: Operational implementation
Duty 1. Implementation of the action plan for monitoring, evaluation, accounting and training
Collects quantitative and qualitative data for the monitoring, evaluation, accounting and training program and activities, including evaluation issued device tracking, satisfaction surveys, learning process, pre and post tests, etc.
Participates in the selection and training of the community or workers to ensure quantitative and qualitative research indicators;
Ensures effective collection of information necessary for successful monitoring and evaluation activities;
Conducts observation visits, including cooperation with other departments;
Participates in the presentation of research results.
Duty 2. Participates in project evaluation and self-evaluation of activities.
Assists at least once a year in the self-assessment of the project conducted by the project managers;
Helps conduct project evaluations by external or internal evaluators.
Duty 3. Transfers relevant surveillance information to the program information system.
Assists and participates in weekly and planning meetings, providing an accurate report of achievements and complications;
Prepares reports and information letters at the request of the head of the monitoring, evaluation, accounting and training department;
Supports the information management specialist, supports the information system according to the mission strategy;
Complies with procedures for transferring collected information as required by the application's information management system.;
Guarantees the confidentiality and security of data according to the company's data protection policy NO;
Regularly prepares reports on monitoring and evaluation of the measures taken;
Regularly evaluates the work performed and makes recommendations for their improvement.
Maintains open and transparent communication with the supervisor and reports complications that may affect the work and functioning of the department;
Performs other tasks as requested by the department head, including supporting the work of other departments.
Duty 4. Acts as a representative of NI in the communities.
Provides feedback on the results of the monitoring and evaluation processes to the population and partners.
Identifies and addresses referral specialist for any cases identified;
Implements a referral and grievance mechanism for beneficiaries and shareholders;
As part of his/her duties, represents NI to the public and partners, defends the organization's values and maintains positive business relationships.
Task 2: Emergency Preparedness
Contributes to the emergency preparedness action plan and, in the event of an emergency, adapts its appropriate actions to ensure the effective implementation of NI's humanitarian approach.

GENERAL MISSION
The M&E Officer implements monitoring & evaluation activities on the project(s) and/or in the geographical areas of intervention to which he or she is assigned, as defined in the monitoring & evaluation system framework established bythe Regional/Standalone MEAL Manager.
MISSIONS / RESPONSIBILITIES
Mission 1: Operational implementation
Responsibility 1: Implementation of the monitoring, evaluation, accountability and learning plan
Contributes to the creation, translation and validation of data collection tools;
Collects qualitative and quantitative data for program and MEAL activities, including assessments, post distribution monitoring, satisfaction surveys, KAPs, pre/post-test, etc.
Helps define the schedule and means required for the implementation of MEAL activities (including FGDs, KII, learning workshops), prepares transcripts and analysis;
Takes part in the selection and training of the community or daily workers contributing to quantitative and qualitative surveys;
Ensures the effective collection of the information necessary for the success of monitoring & evaluation activities;
Conduct Monitoring Field Visit, including in cooperation with other departments;
Provide feedback to the MEAL Manager on problems crossed at field and propose solutions
Takes part in presenting the findings of surveys.
Responsibility 2: Participates in project evaluation and self-evaluation activities
Contributes at least once a year to project self-evaluations led by the project managers;
Contributes to project evaluations led by internal or external evaluators.
Responsibility 3: Transmits relevant monitoring information to the programme’s information system
Contribute and participate within weekly unit and program meetings, providing accurate reporting on success and challenges;
Prepares reports and fact sheets when requested by the MEAL Manager;
Support the Information Management Specialist in maintaining the information system, in accordance with the mission strategy
Complies with the procedures for transmitting collected information, as described by the programme’s information management system;
Ensure data confidentiality and protection according to HI Data protection policy
Writes regular reports on the monitoring & evaluation of the activities conducted;
Regularly evaluates the work done and suggests improvements
Maintain an open and transparent channel of communication with the manager, and report any issue that might affect the department’s work and functioning;
Undertake any other task requested from the manager, including support to other departments.
Responsibility 4: Contributes to representing HI in the communities
Contributes to providing feedback on the results of monitoring & evaluation activities to the populations and partners;
Identify and refer to the Referral Officer any vulnerable case identified;
Disseminate HI referral and complaint mechanism among beneficiaries and stakeholders;
As part of his or her tasks, represents HI with the population and partners, respecting the organisation’s values and maintaining cordial, positive and close working relations.
Mission 2: Emergency preparedness and response
Contributes to the programme’s emergency preparedness actions and, in an emergency, adapts his or her working methods to contribute to an effective humanitarian approach by HI.
