GENERAL DUTIES p>
A referral specialist works on a daily basis as part of an advocacy team that assesses, redirects and monitors the needs of beneficiaries, communities, organizations and structures. Under the supervision of the Head of Advocacy and working closely with social workers and other HI field staff, the duties of the Referral Specialist will include:
Provide support to NI staff engaged in multi-sectoral evaluation aimed at ensuring the needs of beneficiaries at the individual, institutional and community levels. The selected candidate will be responsible for the implementation of referral processes, including mapping, assessment, referral, monitoring, control and evaluation, as well as other types of actions necessary to communicate the needs of beneficiaries, institutions, communities and structures to organizations that provide relevant types of assistance.
Establish and maintain contacts with individuals, communities, organizations and structures, evaluate them collegially, create a network of recommendations and provide case management support.
TASK / SCOPE OF COMPETENCE
Mapping and statistical evaluation p>
Assist in the development and improvement of mapping tools and control of relevant information/data.
To help organizations, structures, communities in mapping services in the region where NI operates, including public institutions and existing services.
Establish and maintain good relations with public and private companies, including the organization of meetings, consultations and regular updates of requirements and availability of services.
Visit and assess the availability and accessibility of services, including services provided in rural areas.
Create connections and set up mechanisms for coordinating actions between various interested parties.
Customer support and social support
Define and coordinate forwarding and tracking processes in case of individual or collective support of clients in a safe, timely, effective unbiased, ethical and human-centered way.
Participate in operations team activities as required and organize and carry out independent field trips.
Assist in the process of identifying, selecting and providing services to beneficiaries participating in the multi-sector evaluation.
Provide personalized social support and protection, including necessary support, creating individualized plans and goals.
Participate in operational and project team meetings and report security issues.
Internal and external redirects
Develop, monitor, evaluate and improve the request forwarding system and tools to ensure their effectiveness.
Evaluate sweatemployees in internal and external referrals, implement appropriate referral methods and track them.
Tracking and Control< /p>
Interact with beneficiaries, organizations, communities and other structures to monitor progress and achievements in the process of meeting needs and verify the level of satisfaction customers
Help control the technical quality of actions and their compliance with HI company's technical recommendations.
Implement control tools and methods and ensure the adequacy and efficiency of the company's activities.
Provide support during the preparation of internal and external (for sponsors) reports.
Capacity building and empowerment
Support organizations, communities and other structures aimed at building the social protection potential of vulnerable population groups.
Conduct outreach meetings with beneficiaries and carers to support their coping abilities.
Provide information and guidance to beneficiaries who need it and maintain information exchange with them at the required level
Internal and external reporting
Fill out beneficiary data collection forms (quantitative and qualitative) using software tools (e.g. beneficiary package, form workload monitoring) and support the development of appropriate and necessary tools.
Collect data and information for the operation of control indicators, reports on the operation of strategiesand propose changes if necessary.
Ethics and Code of Conduct
In all cases, comply with the protection and safety standards of the HI company according to the procedure.
Follow the rules of professional ethics and conduct.
Respect the privacy of the beneficiary and the confidentiality of information about him.
Use logistical and material resources in accordance with the internal instructions of the HI company and recommendations of sponsors.
Report any incidents or actions that harm the beneficiary or others.
Always interact with children in the presence of their parents or guardians.
Always be understanding when refusing to provide services.
Assist in other types of activities upon request head and/or manager of the department for population protection.
DESIRABLE SURVEY DATA
Qualification(s):
Diploma in the field of social work, protection of interests, public service, work with disabilities, sociology, law, social protection , humanities.
Preferably:Diploma of a higher degree in the field of social work, public service, work with disabilities, sociology, law, social protection, humanities
Diplomas confirming the completion of relevant trainings, in accordance with the position.
Work experience:
At least 2 years of practical experience in public or private humanitarian organizations working with vulnerable populations or similar.
Experience working with authorities and service providers.
Experience in creating a service map
Experience in coordinating the provision of services by representatives of local authorities or NGOs.
Experience in managing and supporting personnel.
Experience in creating a map of services in the Kharkiv region
Experience of working with humanitarian organizations in the Kharkiv region
Skills:
Knowledge of English (oral and written);
Familiarity with humanitarian and protection technical guidelines and standards, including Minimum Standards for Preventing and Responding to Gender-Based Violence in Emergencies, Minimum Standards for Child Protection, IPC Guidelines and Preventing Sexual Exploitation and Abuse
Knowledge of bureaucratic procedures for accessing public services, including registration, availability, availability, legal issues, etc.
Knowledge of principles of vulnerability, disability and intersectionality of needs.
Social and psychological counseling skills.

GENERAL MISSION
The Referral Officer will work on a daily basis as part of the protection team dedicated to the assessment, referral and follow-up of needs of beneficiaries, communities, institutions and structures. Under the overall guidance and management of the Protection Manager, in close collaboration whit the Social Workers, the other operational staff and other HI staff, the Referral Officer will:
Provide support in the HI's multisector field team to respond to the needs of the beneficiaries at the individual, institutional and community level. The successful candidate will be accountable for the implementation of the referral process including mapping, assessing, referring, following up, monitoring and evaluating, and any other action required to connect the needs of beneficiaries, institutions, communities and structures to the actors able to respond with services.
Monitor and contribute to the development of HI referral pathway within HI technical teams internally and externally.
Establish and uphold relations to the individuals, communities, institutions and structures assessed in a participatory way, consolidate a referral network and provide case management support.
Provide support to capacity building, awareness and literacy sessions, in particular on social support, vulnerability and protection.
MISSIONS / RESPONSIBILITIES
Mapping and assessment
Provide support in the production and improvement of mapping tools and in the management of related data/information.
Contribute to the institutions, structures, community services mapping exercise in the areas of intervention, including the public institutions and the available services.
Support the matching between the beneficiaries and institutions’ needs in terms of Basic Needs/cash distribution, Protection, Health (MHPSS and Rehabilitation), EORE and CPP collected by the protection team and the available services.
Establish and hold good relations with the public and private services, including organizing meetings, consultations and regularly updating the requirements and availability of services.
Visit and assess the availability and accessibility of services including those in the rural areas.
Create connections and establish coordination mechanisms between the different stakeholders.
Case management and social support
Define and coordinate the referral and follow up process in individual and collective case management in a safe, timely, effective, efficient, equitable, ethic and beneficiaries-centred manner.
Record and track cases information, following the international protection standards, and complete accurately all necessary forms in order to produce qualitative and quantitative analysis.
Participate in the field activities of the Operational team, according to the needs, and organize and implement independently field visits.
Contribute to the identification, selection and service provision of the multisector project beneficiaries.
Provide personalised social and protection support, including through accompanying, through the development of individualized plans and goal setting.
Participate in operational team and mission meetings, and provide contribution about protection issues.
Internal and external referral
Develop, monitor, evaluate and improve the referral system and tools in order to ensure their effectiveness.
Work as focal point to receive and share referrals from external organisations and ones from HI’s multisector interventions.
Evaluate the needs of internal or external referrals, implement the adequate referral multisector paths and follow up.
Liaise with the relevant HI staff and to external public and private services over any case to be referred internally to the teams.
Facilitate the development and the efficiency of a social and protection services network for referral and partnership building.
Follow up and monitoring
Interact with beneficiaries, institutions, communities and other organizations to keep track of the progress and achievements in the fulfilment of the needs and to ensure satisfaction.
Contribute to the monitoring of technical quality of the activities and compliance with HI technical guidelines.
Implement tools and methods to monitor and ensure adequacy and effectiveness of activities.
Support reporting, whether internal or external (donor) reporting
Capacity building and Empowerment
Support the capacity building of institutions, communities and other organizations on social support and protection of vulnerable persons.
Conduct awareness and literacy sessions to the beneficiaries and their caregivers in order to support their capacity to cope with different situations.
Provide inclusion awareness on inclusive humanitarian action, risk exclusion, vulnerability and protection.
Provide information and advices to beneficiaries in need and keep the communication with them as required.
Support the development of materials for information and capacity building of targeted population (leaflets, training materials, etc)
Internal and external reporting
Completion and filing of beneficiary data collection forms (quantitative and qualitative) through the use of program tools (e.g., beneficiary pack, caseload monitoring form) and support the development and of relevant and necessary tools.
Collect data and information to feed the indicators’ monitoring, reflexions on the strategy and propose adjustments if needed.
To provide periodic reports whenever needed, including description of the activities implemented and report of the cases managed, recommendations; any other reports upon request.
Ensure consistent communication with the Protection Manager, Protection Supervisor and other HI’s staff (including other field staff, MEAL team and support staff)
Ethics & Conduct

PROFILE SOUGHT
Qualification(s):
University Degree in social work, protection, community services, disability inclusion, sociology, law, humanitarian action, humanities, social sciences.
Preferable:
University Higher Level Degree in social work, protection, community services, disability inclusion, sociology, law, humanitarian action, humanities, social sciences
Specialization training diplomas relevant for the assignments.
Experience:
At least 2 years of practical experience in public or private humanitarian services to vulnerable persons or equivalent experience.
Experience in dealing with authorities and services.
Experience in service mapping
Experience in coordinating services of public authorities or local NGOs.
Experience in managing and supervising staff.

Skills:
Knowledge of English (spoken and written).
