Job Summary

< span style="font-weight: 400; font-style: normal"> The GBV Partnerships Officer will support implementation of GBV interventions led by multiple partners at one site of implementation. To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation.

Program Planning ? 

  • Work closely with GBV leadership team, partners, and community stakeholders, to plan program interventions and develop, update work plans? 
  • Help to identify and select local organizations for partnership? 
  • Lead partner capacity reviews and related capacity sharing plans ? 
  • Coordinate with partners to plan programming interventions and develop proposals, as relevant? 
  • Develop partner support plans

Capacity Building and Implementation ?

  • Serve as technical focal point for regular communication and collaboration with partners, in coordination with the GBV leadership and partnership department
  • Implement partner support plans, including support and monitoring visits, with attention to technical quality of interventions, adherence to GBV and humanitarian principles, and partner needs
  • Support partner capacity sharing in line with support plans, including organization and facilitation of technical trainings, as relevant? 
  • Advise and coach partner staff to deliver program interventions and services, as relevant? 
  • Identify organizational capacity strengthening needs and concerns and coordinate with supervisors and other departments, as relevant

Human Resources

  • Work closely with the Partnership Department to prepare and update the partnership tracker. ? 
  • Support partner monitoring schedule per Partners Project Capacity Review results and ensure programmatic and compliance monitoring visits happen in coordination with the partnership department and responsible technical team members
  • Support in capacity sharing of partners in identified areas as per the partner support plans. ? 
  • Work closely with the Partnership and Finance Departments to ensure the timely scheduling and carrying out of sub-award activities with IRC internal relevant program staff per PEERS guidelines. ? 
  • Liaise with Partnership and Finance Departments to relay the communications to sub-award Partners as requested.

Monitoring and Reporting

  • Support partners to understand/develop/apply monitoring and reporting systems, as relevant.? 
  • Coordinate with Partnerships, MEAL and GBV leadership as relevant, to coordinate monitoring visits. ? 
  • Review partner reports, seek additional information, and provide feedback as relevant and report to Program Officer and GBV leadership of the endorsed reports
  • Review partners budget pipelines and support with the monthly forecast planning if needed. ? 
  • Adapt partner support plans based on results of monitoring and reporting.
  • Contribute to internal and external reports.

Coordination, Advocacy and Representation

  • Coordinate regularly with the GBV leadership and participate, as required, in broader team meetings.
  • Collaborate with partners for joint representation. ? 
  • Support partners to participate in GBV coordination mechanisms; help partners to connect to broader humanitarian architecture, professional networks, and opportunities, as relevant. ?
  • Ensure that partners are credited for their work in all external representation.
  • Coordinate with community stakeholders and GBV specialists for feedback on partner-led interventions, with attention to community participation and inclusion.
  • Promote a survivor-centred approach in all internal and external coordination meetings. ? 
  • Represent program goals and GBV standards.

Security and Conduct

  • Ensure compliance with security protocols and policies. ? 
  • Foster a safe and supportive working environment for all GBV staff and partners. ?
  • Adhere to Principles of Partnership in Humanitarian Action. ? 
  • Exemplify core principles of GBV programming, including respect, non-discrimination, responsible use of power, nonviolence, and promotion of gender equality. 
  • Contribute to the positive image and overall credibility of the program and organization, notably through adherence to the Code of Conduct and Ethics, including compliance with antiharassment, safeguarding and PSEA policies

Minimum Requirements

  • Bachelor’s degree or relevant level of experience required. ? 
  • Minimum one year of experience in GBV related area. ?
  • Experience with NGO program operations 
  • Demonstrated commitment to core principles of GBV programming, including gender equality and survivor-centered approach. ? 
  • Familiarity with relevant GBV prevention and response standards, approaches, and tools.? 
  • Familiarity with principles of partnership-based programming. ? 
  • Training and facilitation experience. ? 
  • Good interpersonal and advocacy skills. 
  • Familiarity with civil society networks.
  • Computer literacy with demonstrated experience in utilization of databases, Microsoft Office, Excel, and Powerpoint. 
  • Ability to exercise sound judgment, remain flexible, and apply experience and guidance to evolving challenges. ? 
  • Strong communication skills. ?
  • Fluency in Ukrainian and English.
  • Rules of conduct
