JOB INFORMATION

The Women's Protection and Empowerment Department's HCW Case Management Specialistwill provide direct support and case management to women and girls at risk as part of a team WPE.

KEY RESPONSIBILITIES

  • Perform gender-based violence case management based on the needs of victims, provide a comprehensive assessment of the needs of victims, develop and implement individualized plans, coordinate access to relevant services, ensuring compliance with the principles of confidentiality, safety, informed consent and a person-centered approach to the victim.
  • Ensure maintenance of case management documentation forms, maintenance of reporting on qualitative and quantitative indicators of case management. 
  • Enter data into the GBV IMS Information Management System (GBV IMS) in accordance with the standards of protection, data collection and exchange, as well as the guidelines of the GBV.
  • As part of case management and in cooperation with the Senior Specialist of the program, assess the needs and risks of case management clients for the use of monetary support tools for case management clients, such as Emergency case management found and Cash for Protection. 
  • As part of using the Emergency case management found tool in accordance with IRC SOPs, be responsible for keeping bank cards, assess the emergency needs of case management clients and purchase necessary goods, keep expense reports. 
  • As part of the "Cash for Protection" program, in accordance with the IRC and PIN criteria, conduct an assessment of risks in the field of protection and the needs of case management clients; ensure proper documentation and timely entry of data into relevant information systems.
  • Ensure preparation, facilitation and management of psychosocial support groups for women and girls at risk and survivors of GBV, using the Women Rise guidelines. Conduct reporting on qualitative and quantitative indicators, fill out relevant registration forms, assess participants' condition, prepare conclusions. 
  • Participate in the collection, analysis and presentation of information on key protection risks facing women and girls in communities, including mappingservices, GZN risk assessment, Security Audit. Use data to inform the planning, improvement and implementation of case management activities and the WPE IRC programs as a whole.
  • Participate in weekly supervision meetings with the senior program specialist to build capacity and improve case management skills.
  • As necessary, be involved in crisis response, including through the provision of life-saving and first psychological support to women and girls affected by conflict-related emergencies, providing support to evacuated populations in evacuation and transit hubs.
  • Work in close daily collaboration with other IRC sectors, providers of specialized and non-specialized services to victims of violence to ensure a holistic approach and enable clients to access services in a safe, confidential manner through referral and information.
  • Actively participate in internal and external educational events, trainings, capacity-building sessions aimed at increasing professional competence in the field of case management, response to GHN, psychosocial support and compliance with the principles of protection. Share acquired knowledge with the team to build collective capacity.
  • Perform activities in accordance with global standards and guidelines, including: Protection Case Management Guidelines, IASC GBV Guidelines; IASOP on Gender-Based Violence Case Management for Humanitarian Actors: Ukraine and others.
  • At the request of the program manager or senior specialist, participate in coordination meetings, interagency meetings, working groups and events with key stakeholders at the community, district and oblast levels in order to strengthen intersectoral cooperation in the field of responding to gender-based violence.
  • Develop and maintain effective working relationships with service providers and relevant stakeholders, including members of the community and other actors in the fight against GBV.
  • If necessary, participate in the implementation of other program activities, such as information sessions to raise awareness about GBV, including presenting the case management component to clients, clarifying available services and ways to obtain them.
  • Participating in the preparation and implementation of events and trainings aimed at increasing awareness and development of the capacity of service providers regarding the ways and methods of prevention and response to GHGs. 
  • Completing monthly activity and achievement reports as required by the WPE program.

POSITION REQUIREMENTS

Education:

  • Higher education (Master’s degree) in social work, sociology, psychology, law and law, social sciences or humanities, and relevant work experience in the humanities field.

Work experience:

  • Experience in providing direct support (first psychological aid, basic counseling, case management, psychosocial support) to women and girls, including victims of domestic violence; it is desirable to have previous training in these areas.
  • Experience in facilitating group events, trainingngs and seminars, as well as mentoring others.

Available skills and abilities:

 

  • Language: mandatory Ukrainian, candidates who speak English will have an advantage. 
  • A clear understanding and interest in the well-being of women and girls, as well as supporting their healing after experiencing violence. 
  • Ability to respond to emergency situations when needed and support the WPE team in providing any kind of support and distribution of kits when needed. 
  • A clear understanding and interest in issues of violence against women and girls, the well-being of women and girls, supporting their healing after violence, human rights and gender. 
  • Excellent communication skills. 
  • Demonstrated understanding and ability to maintain confidentiality and respect for clients/beneficiaries. 
  • High level of record keeping culture.
  • Positive and professional attitude, including the ability to lead and work well in a team. 
  • Computer literacy including Microsoft Word, Kobo Toolbox, CommCare and Excel.

 

REPORTING STRUCTURE AND TEAMWORK

  • Reporting to: Senior WPE Manager, WPE Manager, Senior WPE Specialist. 
  • Internal cooperation: Child Protection team; Protection Rule of Law team; Economic Recovery and Development team; Health team. 
  • External Cooperation: Entities, Organizations and Counter-Terrorism Agencies.

WORKING ENVIRONMENT AND OTHER RELEVANT INFORMATION

  • This position involves full-time office employment.
  • Travel to other locations may be take up to 30% of the time
  • The position will be based in Odesa / Mykolaiv, with business trips to Odesa, Mykolaiv, Kherson regions in connection with current activities, after a security assessment, with the possibility of overnight stays in a hotel or guest house.
