PROJECT INFORMATION
The USAID project "Economic Support to Ukraine" (hereinafter - the USAID Project) is adaptive and flexible a mechanism that meets the urgent needs of Ukraine's development and supports general economic stability. Ukraine seeks to win a full-scale war against Russia and be ready to accelerate its development as a sovereign, independent, democratic and prosperous state. These aspirations require a dynamic and inclusive economic recovery.

BUSINESS STABILIZATION AND RECOVERY

The USAID project participates in the development of a sustainable and inclusive model of economic growth in regions that have been severely affected. The USAID project enables Ukrainians to create and develop micro, small and medium-sized enterprises (MSMEs) in promising sectors of the economy, implement innovations and enter new markets in Ukraine, the European Union (EU) and other regions. The USAID project emphasizes the inclusion of internally displaced persons (IDPs), women, youth, veterans, the elderly, LGBTQI+ and other vulnerable groups to ensure that these people also participate in building the region's economy.

Starting from 2025, the USAID Project resumes its activities in the field of business stabilization and revival in 4 eastern regions (Luhansk, Donetsk, Zaporizhzhia, Kherson) and 3 adjacent regions (Kharkiv, Dnipropetrovsk, Mykolaiv); and to a lesser extent in 4 regions affected by the war (Sum, Poltava, Chernihiv, Odesa). The program "Stabilization and revival of business" is aimed at increasing the economic stability of eastern Ukraine by performing the following tasks:

? GOAL 1: To help stabilize the economy of Ukraine; and

? OBJECTIVE 2: To support the sustainable development of micro, small and medium-sized enterprises (MSMEs) in Ukraine.

In this way, the economy of the eastern and frontline regions of Ukraine will be able to withstand the challenges associated with the invasion of Russia and the destruction of critical infrastructure. Individuals, enterprises and state authorities will be able to resume their lives and work in these regions, thereby improving the economic stability of the region.

ABOUT THE POSITION

Analyst with of Small and Medium Enterprises (SME) Support is responsible for the promotion, support and development of small and medium businesses. This position provides input to the SME support team through data collection and analysis, as well as participation in the development, monitoring and adaptation of ERA activities. The SME Development Analyst reports to the Senior SME Support Manager.

AboutRESPONSIBILITIES

  • Support the SME Support Senior Manager in the collection, analysis and presentation of data related to the challenges and opportunities for SMEs in the Eastern and War-affected regions.
  • Provide coordination support with other donor-funded programs to share information on ERA opportunities, beneficiaries and activities; and also gather information from other program implementers to avoid duplication of effort and improve coordination.
  • Provide analytical and organizational support to the SME support team and its local partner organizations; organize seminars, workshops and training programs to increase the capacity of SMEs.
  • Identify barriers faced by SMEs (e.g. regulatory or financial) and propose solutions for policy makers.
  • Support the development of measures within the ERA that create an enabling environment for SME business recovery.
  • Contribute to the creation of opportunities for SME networking with stakeholders, investors and business partners.
  • Promote the participation of SMEs in trade fairs, exhibitions and cooperation with larger enterprises by analyzing market opportunities, gathering information about buyers and supporting ERA's partnership with business.
  • Implement monitoring the progress of programs and initiatives for SMEs; evaluate the impact of support measures and prepare detailed reports for stakeholders.
  • Collect data and feedback from SMEs to evaluate the effectiveness of the services provided.
  • Perform other tasks as directed by the manager, project manager (COP) or their representatives.

QUALIFICATIONS

  • Bachelor's degree in business administration, economics, management, international development or in a related field. Master's degree will be an advantage. 
  • Analytical skills to assess SME challenges and develop individual solutions.
  • Knowledge of digital tools and current market trends.
  • Ability to effectively prioritize tasks, set realistic deadlines and rationally time management.
  • Experience working with USAID or other international organizations in the field of development will be an advantage.
  • Excellent communication and interpersonal skills skills.
  • Ability to work both independently and in a team.
  • Fluency in English and Ukrainian is a must.

WE OFFER

Duration of the employment contract: 12 months with the possibility of extension.

The USAID Economic Resilience Activity (ERA) is designed as an adaptive and flexible mechanism that supports Ukraine’s immediate development needs and overall economic resilience. Ukraine’s efforts to win the future – emerging from Russia’s full-scale war ready to accelerate its development as a sovereign, independent, democratic, and prosperous state – require a dynamic, inclusive economic recovery.

STABILIZATION AND BUSINESS REVIVAL

ERA participates in developing a resilient, inclusive, and growth-oriented economy in severely damaged areas. ERA empowers Ukrainians to establish and develop micro, small, and medium enterprises (MSMEs) in promising economic sectors, innovate, and enter new markets in Ukraine, the European Union (EU), and other regions. ERA emphasizes the inclusion of internally displaced persons (IDPs), women, young adults, veterans, the elderly, LGBTQI+ and other vulnerable groups to ensure that these people also participate in building the region’s economic success.

Starting in 2025, ERA is reviving its interventions around Stabilization and Business Revival and re-establishing a core focus on 4 eastern oblasts (Luhansk, Donetsk, Zaporizhzhia, Kherson) and 3 adjacent oblasts (Kharkiv, Dnipropetrovsk, Mykolaiv); and, to a lesser extent, in 4 war-affected areas (Sumy, Poltava, Chernihiv, Odesa). This Stabilization and Business Revival intervention area aims to improve the economic resilience of eastern Ukraine by achieving the following goals:

? OBJECTIVE 1: Provide assistance to stabilize the economy of Ukraine; and

? OBJECTIVE 2: Support the sustainable development of micro, small and medium enterprises (SMEs) in Ukraine.

Consequently, the economy of eastern and frontline communities in Ukraine will be able to withstand and respond to the challenge presented by Russia’s invasion and destruction of critical infrastructure; and individuals, businesses and government partners will be able to rebuild their lives and operation in these regions, thereby improving the economic resilience of the region.

JOB OVERVIEW 

The analyst for Small and Medium Enterprises (SME) Support is responsible for promoting, supporting, and facilitating the growth of small and medium-sized businesses. This position contributes to the SME Support team by providing data collection and analysis support, contributing to the design, monitoring and adaptation of ERA interventions.  The SME Development Analysis reports to the Senior Manager for SME Support.  

RESPONSIBILITIES:

  • Support the Senior Manager for SME Support with the collection, analysis and presentation of data related to SME challenges and opportunities in eastner and war-affected oblasts.
  • Provide coordination support with other donor funded activitie to share information on ERA opportunities, beneficiaries and events; and gather information from other IPs to avoid duplication and promote coordination.
  • Provide analytical and organizational management support to the SME Support team and its local partner organizations; organize workshops, seminars, and training programs to enhance SMEs’ capabilities.
  • Identify barriers faced by SMEs (e.g., regulatory or financial) and propose solutions to policymakers.
  • Support the development of interventions under ERA that create a conducive environment for SMEs to regrow their businesses. 
  • Facilitate networking opportunities for SMEs to connect with stakeholders, investors, and business partners.
  • Promote participation in trade fairs, exhibitions, and collaborations with larger enterprises by analyzing market opportunities, collecting information on buyers and supporting ERA partnership with business 
  • Monitor the progress of SME programs and initiatives; assess the impact of support measures and prepare detailed reports for stakeholders.
  • Collect data and feedback from SMEs to evaluate the effectiveness of services provided.
  • Other tasks as directed by supervisor, COP or their designees.

QUALIFICATIONS

  • Bachelor’s degree in Business Administration, Economics, Management, International Development, or a related field. A Master’s degree is preferred.
  • Analytical skills to assess SME challenges and provide tailored solutions.
  • Familiarity with digital tools and current market trends. 
  • The ability to prioritize competing tasks, set realistic deadlines, and manage time efficiently.
  • Experience working with USAID or other international development organizations is a plus.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and as part of a team.
  • Fluent English and Ukrainian are required.
