Загальна мета:Керівник проєктів та програм будівництвапланує, розробляє, контролює та оцінює виконання визначених проєктів в секторі прихистку та будівництва. Працівник відповідальний за оцінку потреб, розроблення проєктів, написання пропозицій, ініціюювання, ефективне керування та звітування про проєкти відповідно до цілей, часових рамок і бюджету. Посада передбачає забезпечення технічної підтримки, лідерства та стратегічного керівництва; відповідність стандартам якості надання послуг, заохочення залученості бенефіціарів, підтримка зв’язку з іншими зацікавленими сторонами, супервізія та навчання працівників інженерного сектору.Огляд проєкту:У зв’язку з конфліктом в Україні існує величезна потреба у прихистках, забезпеченні інфраструктури та непродовольчих товарів. Це стосується надання допомоги колективним центрам, де зараз проживають люди, які покинули свої домівки; підтримки тих, хто відновлює свої домівки після конфлікту; відновлення пошкоджених закладів охорони здоров'я. Людина на цій посаді має бути спроможна швидко та ефективно впроваджувати проєкти з покращення умов проживання та ремонту житла, здійснювати інфраструктурні втручання відповідно до українського контексту, а також здійснювати дистрибуцію важливих непродовольчих товарів. Ця роль включатиме поїздки для підтримки наших офісів та супервізію персоналу Medair.Основні обов'язки та відповідальністьУправління проєктами та програмами будівництва• Управління визначеними проєктами щодо прихистку та інфраструктури для досягнення цілей проєкту в межах бюджету та виділеного часу.• Забезпечення ефективного керування визначеним проєктом(ами) щодо прихистку та інфраструктури, працюючи над тим, щоб забезпечити як короткострокові, так і довгострокові позитивні наслідки та результати для бенефіціарів, місцевої влади та місцевого персоналу прихистку.• Впроваджувати відповідні та ефективні стратегії щодо прихистку разом з іншими працівниками інженено-проектувального відділу та керівниками на місцях.• Встановлювати чіткі цілі та показники для реалізації програм та проєктів стосовно прихистків та інфраструктури у співпраці з працівниками інженено-проектувального відділу, керівниками на місцях і, де це необхідно, з місцевими громадами.• Постійно здійснювати моніторинг і нагляд за діяльністю у сфері житла та інфраструктури, наглядаючи за технічним проєктуванням і виконанням, а також оцінюючи прогрес за результатами та впливами, використовуючи як кількісні, так і якісні дані.• Внесок в інтеграцію участі бенефіціарів та підзвітності в усіх аспектах проєкту.• Забезпечувати точне та своєчасне звітування про діяльність відповідно до часових рамок Medair, донорів та інших відповідних часових рамок.• Розробляти нові пропозиції, пов’язані зі стратегією країни, спільно з відповідними менеджерами на місцях.Управління персоналом• Забезпечувати безпосереднє керівництво для керівників проєктів та програм будівництва призначеного(их) проекту(ів), включаючи повсякденне управління, розвиток та навчання, оцінку тощо. Можливе також керування іншим персоналом проєкту, пов’язаним з облаштуванням прихистку.• Сприяти регулярним зустрічам для обміну інформацією між учасниками проєкту, щоб переконатися, що всі співробітники поінформовані про цілі проєкту та поточні робочі плани, а також надати можливість для зворотного зв’язку.• Забезпечувати навчання та нагляд за персоналом, щоб сприяти розподілу обов’язків та повну відповідальність за виконання робіт у сфері облаштування прихистку та інфраструктури.• Оцінювати потреби в навчанні персоналу прихистку та забезпечувати проведення відповідного навчання.Фінансовий менеджмент• Управління бюджетом на облаштування прихистку та інфраструктури для визначеного(их) проєкту(ів) і забезпечення того, щоб усі витрати відповідали бюджету та відповідали стандартам Medair щодо фінансового управління, включаючи підзвітність та належне управління.Комунікація та координація• Розробляти та підтримувати відповідні, регулярні, прозорі та підтримувальні моделі комунікації з відповідною командою з прихистку та інфраструктури, консультантами Medair у країні та представниками головного офісу (GSO) з питань укриття та інфраструктури та іншими відповідними зацікавленими сторонами (наприклад, бенефіціарами, головами громад, місцевими та національними урядовцями, агентствами ООН та іншими НУО), з метою забезпечення ефективної співпраці та партнерства.• Брати участь у координаційних нарадах щодо прихистків та інших робочих групах чи зустрічах, якщо це необхідно, представляти на них Medair і повідомляти результати відповідних зустрічей працівникам з питань прихистку та інфраструктури, а також керівникам на місцях.Логістика• Підтримувати матеріально-технічну діяльність працівників з програм та проєктів прихистку та будівництва, зокрема щодо закупівлі матеріалів та обладнання для призначеної діяльності прихистку.• За необхідності, налагоджувати зв’язок працівників з програм та проєктів прихистку та будівництва, логістики та фінансів, щоб забезпечити належне придбання, транспортування, зберігання, управління та облік предметів.Управління якістю• Сприяти поширенню та використанню електронну бібліотеку Medair та інші операційні процедури, забезпечуючи використання всіх стандартизованих форматів і дотримання політик.• Забезпечувати реалізацію проєктів з прихистку та інфраструктури відповідно до проєктних пропозицій і вимог донорів, а також відповідно до стандартів Medair, донорів, галузевого кластера, країни та міжнародних стандартів, наприклад стандартів Sphere і HAP.Відповідність цінностям• Відображати цінності Medair у ставленні до членів команди, працівників, бенефіціарів та при інших зовнішніх контактах.• Людина, охоча приєднатися до міжнародної мережі Medair і зробити свій внесок у неї.Кваліфікація• Професійна кваліфікація в галузі, пов'язаній з будівництвом, наприклад цивільне будівництво, архітектура, інженерія / управління будівництвом.• Відмінне робоче знання англійської мови (усна та письмова).Досвід / Компетенції• 2 роки післякваліфікаційного професійного досвіду у відповідній галузі.• Досвід управління у сфері будівництва.• Здатність і бажання керувати реалізацією проєкту.• Досвід проведення тендерів та управління підрядними роботами.• Хороші навички розрахунку, написання звітів та адміністрування.• Навички вирішення проблем і технічного будівництва в гуманітарному середовищі.• Знання та розуміння гуманітарних стандартів, таких як Sphere and CHS.• Team player with good communication skills.• Willingness to support others and share workload.• Ability to mobilize community and build capacity.• Experience teaching / mentoring / coaching staffs.• Ability to clearly prioritize and supervise multiple tasks.• Able to take initiative in project decisions.• Ability to enforce procedures and set clear goals for staff and delegate authority.• Attuned to consultative, help-oriented leadership.Before applying, ensure that you are fully aware of:a) Organizational values Medair.b) Medair is committed to ensuring the protection of beneficiaries, volunteers, staff and partners, especially children. Role&Responsibilities: The Shelter Project Manager plans, develops, monitors and evaluates assigned shelter and infrastructure projects, assessing needs, designing projects, writing proposals, initiating and effectively managing and reporting on the projects in line with the objectives, timeframe and budget. Provide technical support, leadership and strategic direction; meet quality standards in delivery, encourage beneficiary participation, liaise with other stakeholders, manage and train shelter and infrastructure staff. Project Overview: Due to the conflict in Ukraine, there are vast shelter, infrastructure and non-food items (NFIs) needs – from support to collective centers where people who have fled their places are now staying; to support those rebuilding their homes after the conflict; to the rehabilitation of health facilities damaged. The role requires someone agile to implement shelter and infrastructure improvements and repairs in the Ukrainian context, as well as the distribution of essential NFIs. The role will involve travel to support our various bases, and mentoring Medair staff.KEY ACTIVITY AREAS Shelter Project Management• Manage assigned shelter and infrastructure projects to meet project objectives within the budget and allocated time frame.• Provide strong leadership of the assigned shelter and infrastructure project(s), working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local authorities and local shelter staff.• Implement appropriate and effective shelter strategies in line with other shelter staff and field managers.• Set clear objectives and indicators for shelter and infrastructure activities in collaboration with the shelter staff, field managers and, where appropriate, with the local communities. Continuously monitor and supervise shelter and infrastructure activities, overseeing the technical design and execution and evaluating progress through outputs and impacts using both quantitative and qualitative dataa.• Provide input into the integration of beneficiary participation and accountability in all aspects of the project.• Ensure accurate and timely reporting of activities according to Medair, donor and other applicable timeframes.• Develop new proposals, linked to the country strategy, in conjunction with the relevant field managers.Staff Management• Line-manage the Shelter and Infrastructure Manager(s) of the assigned project(s), including day-to-day management, development and training, appraisals, etc. It may also be necessary to line manage other shelter related project staff.• Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives and current work plans and to provide the opportunity for feedback.• Provide coaching and supervise staffs in order to develop ownership and full responsibility for shelter and infrastructure activities.• Assess the training needs of shelter staff and ensure that appropriate training is conducted.Financial Management• Manage the shelter and infrastructure budget for the assigned project(s) and ensure all expenses are according to budget and meet the Medair standards with regard to financial management, including accountability and good governance. Shelter & Infrastructure Page 2 of 3 Shelter Project Manager UkraineCommunication and Coordination• Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned shelter and infrastructure team, Medair in-country and GSO Shelter and Infrastructure advisers and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships.• Participate in shelter coordination meetings and other working groups or meetings as required, representing Medair and feeding back to the shelter and infrastructure staff and field managers on relevant issues.Logistics• Support the logistics activities of shelter staff and infrastructure, particularly in relation to the purchasing of supplies and equipment for the assigned shelter activities.• Liaise, as necessary, with the shelter and infrastructure, logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.Quality Management• Promote and use the Medair e-library and other operating procedures, ensuring that all standardised formats are used and guidelines are followed.• Ensure shelter and infrastructure projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, sector cluster, country and international standards i.e. Sphere and HAP standards.Team Spiritual Life• Reflect the values of Medair with team members, local staff, beneficiaries, and external contacts.• Encouraged to join and contribute to Medair’s international prayer network.Qualifications• Professional qualification in a construction-related field such as Civil Engineering, Architecture, Engineering / Construction management.• Excellent working knowledge of the English language (speaking and writing).Experience / Competencies• 2 years post-qualification professional experience in a relevant field.• Management experience in a construction context.• Ability and willingness to manage project implementation.• Experience of tendering and managing contracted work.• Good numerical, report writing and administration skills.• Problem solving and technical construction skills within a humanitarian setting.• Knowledge and understanding of humanitarian standards such as Sphere and CHS.• Team-player with good inter-personal skills.• Willingness to support others and to share workload.• Aptitude for community mobilisation and capacity-building.• Experience in training / mentoring / coaching staffs.• Able to prioritise clearly and oversee multiple tasks.• Able to take the initiative in project decisions.• Able to enforce procedures and to set clear objectives for staff and to delegate.• Committed to consultative and servant-minded leadership.Before you apply Please ensure you are fully aware of the:a) Medair organisational values.b) Medair is committed to safeguarding the protection of beneficiaries, volunteers, staff and partners, and particularly children.
