Project Implementation Follow-up

  • Work with Senior Shelter Engineer in Area to ensure that implementation of Shelter activities is effective and align with planned.
  • Organize field trips to Shelter Assistants according to security and logistic procedures.
  • Ensure that each member is aware of security issues, policies, SOPs and they follow them accordingly.
  • Track progress of activities in line with workplan , project indicators and take appropriate steps with Shelter Deputy PC, AC/BM to adjust project activities if needed.
  • Under the coordination of the Deputy Shelter PC with support of AC/BM, engage with local communities and other stakeholders to ensure the beneficiaries are listened to and engaged in the programming process.
  • Coordination in local level with humanitarian actors and ensuring that duplication and possible referral mechanism are included in implementation process.
  • Lead on organizing awareness sessions and relations with local authorities. 
  • Ensure appropriate beneficiary documentation is collected and retained. 
  • Lead in the identification and verification process for beneficiary selection. 
  • Lead on the accountability and adaptability mainstreaming with particular focus as a primary interlocutor with affected population and beneficiaries applying listening strategies and mindfulness in behavior. 
  • Identify cases for referral to other agencies/service providers.
  • Respond to beneficiary complaints in accordance with the accountability complaints and feedback mechanism. 
  • Work with MEAL team, oversee beneficiary selection process and provide feedbacks.
  • Work with MEAL team, ensure PDM activities are implemented in a timely way.
  • Participate in the baseline and end line surveys.
  • Jointly with Senior Shelter Engineer lead on the development of Shelter Risk Assessment including collecting information in targeted areas. 
  • Proactive planning and coordination with logistics and field teams.
  • Ensure that Shelter projects target the most vulnerable and that beneficiaries are selected in line with the Shelter programs targeting criteria, ACTED criteria and donor guidelines.
  • As a result of the assessments, assist with identification of specific project locations, design and implementation of appropriate Shelter interventions with coordination with Deputy Shelter Manager.
  • Participate and mitigate risks and trouble-shoot any unforeseen challenges during the project implementation.
  • Jointly with Deputy Shelter Manager regular update the work plan, output tracker, PMF and other documents relevant for effective project management
  • Carry out other duties as requested by Shelter PC and the AC / BM

External Relations

  • Jointly with Deputy Shelter Manager facilitate communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project design and implementation.
  • Jointly with Deputy Shelter Manager cultivate good relations with key humanitarian actors – local and international, including government authorities and non-state actors, through regular attendance at technical meetings and bilateral meetings.

Administration/HR

  • Manage Shelter Assistant in the Area for Shelter related activities in cooperation with Deputy Shelter Manager 
  • Participate in the recruitment of Shelter Assistants (development of organigrams, ToRs, elaborating the tests and reviewing them; interviews, etc) 
  • Ensure that Shelter Assistant in the Area understand and are able to perform their roles and responsibilities.
  • Ensure that each member is aware of security issues, policies, SOPs and they follow them accordingly.
  • Follow-up the work plans and day-to-day activities.
  • Ensure capacity building of project staff and transfer key skills.
    • Ensure a positive working environment and good team dynamics.
    • Undertake regular appraisals of staff and follow career management.
    • Manage interpersonal conflicts.

Quality Control

  • Ensure lessons learned are documented, shared and reflected in project planning and decision making.
  • Jointly with Deputy Shelter Manager advise on, and assist with, project reviews conducted by AMEU.
  • Ensure quality control, analysis of added value and impact, identification and capitalization on best practices and lessons learnt and provide relevant feedback for new project development.
  • Identify and analyze gaps, ACTED’s added value, synergies and opportunities in the areas the project(s) is / are implemented and pass relevant information to Deputy Shelter Manager / Area Coordinator 

Reporting

  • Prepare project data reports and assist Deputy Shelter Manager in project proposals and periodic reports.
  • Provide regular and timely updates on progress and challenges to supervisors and other team members.
  • Contribute to drafting of (internal and external) project progress reports, ensuring the quality and accuracy of information provided.

Experience and skills

  • Bachelor’s degree in business administration / economics / similar field or relevant practical experience.
  • Experience in the use of computer and office software packages (MS Word, Excel, etc.)
  • Good knowledge of use of Excel spreadsheets. 
  • Commitment to high quality adaptive and accountable humanitarian programming 
  • Fluent Russian andUkrainian
  • Preferred requirements:
  • Prior experience in Shelter / Cash programs
  • Experience in the use of database packages (e.g. Access)
