Purpose of the position

The Shelter Consultant (Civil Engineer) will be based primarily in the Save the Children office in Dnipro and will manage the day-to-day implementation of the shelter activities components of Save the Children shelters in Ukraine/Eastern region. The position involves frequent site visits as per job duties.
The Shelter Consultant (Civil Engineer) is the SCI representative at the local level. He/she will be responsible for ensuring that all SCI shelter/housing activities assigned to him/her are conducted in accordance with Save the Children policies and applicable standards. This position is required to provide technical quality planning for shelter/housing programs at the local level. The Shelter Consultant will be responsible for conducting technical assessments, technical monitoring and supervision, as well as providing technical advice to beneficiaries and communities.
The Shelter Consultant (Civil Engineer)must ensure performance of operational aspects in accordance with Save the Children policies.
In the event of an emergency humanitarian situation, the person in this position is expected to work outside of their normal profile and be able to change working hours accordingly.
Main Responsibilities :
Program management
- Development, preparation and monitoring of the implementation of the components of the emergency shelter measures program and reconstruction in Ukraine/East, ensuring high quality of project implementation.
- Checking and compliance with the budget allocated for project implementation.
- Development, preparation and monitoring of the implementation of the components of the shelter and reconstruction program in Ukraine/East, ensuring high quality of project implementation.
- Represent and assist the Shelter Expert and/or Manager at meetings (internal and external)
- Ensure the implementation of appropriate assessment, implementation and monitoring systems.
- Supervise , manage and support staff (as described above) throughout the process, resolve issues that may arise with the communities being assisted.
- Be responsible for any assessment and evaluation at the local level (with partners or internally within the SC on shelter/housing issues or a multidisciplinary approach).
- Be in daily contact with the Shelter Expert. Provide daily, weekly and monthly reports. Be ready to respond torequests, needs and problems that arise, which are directly or indirectly related to the scope of work of the person in this position. In planning shelter/housing programs, be prepared to work with financial assistance and the involvement of contractors.
Special Engineering Responsibilities
- Conducting needs assessment at regional office level. This includes - but is not limited to - Rapid Needs Assessments (RNAs), Multi-Sectoral Needs Assessments (MSNAs), Detailed Sectoral Assessments and Construction Work Estimates (including BoQs).
- Management and development of the construction project.
- Prepare Estimates for all construction-related projects, as well as prepare the Scope of Work.
- Assessment of the condition of the construction site, formation of a description of how you would like to complete the project and its results.
- Effective solution of problems arising on the construction site.
- Ensuring quality control to meet project goals.
- Assurance that all safety rules related to construction work are followed.
Partnership Management
- Maintain working partnerships and quality communication with SCI partner representatives on shelter and program issues.
- Collaborate with MEAL on activity level reporting to ensure updated trackers are available.
- Plan and organize meetings with implementing partners where appropriate to discuss progress and challenges.
MEAL and information management
- Update activity data and ensure accuracy of monthly reports
- Update relevant trackers
Coordination and advocacy
- Ensure that program interventions continue to be informed and integrated with other SCI sectors such as protection, education, food security and livelihoods.
- Ensure that activities are developed in partnership with relevant local authorities and other key stakeholders, including local partners (if available), to establish/strengthen processes and mechanisms at local, district and national levels. Promote the participation of children in all aspects of the response where possible and appropriate.
- Contribute to the development of case studies for reporting, advocacy and media work.
General Professional Qualifications:
- Minimum 3 years experience in construction, engineering, architecture or equivalent field.
- Bachelor's degree in civil engineering, construction, urban planning or other field.
- Work experience in Ukraine, preferably in the eastern region.
- Experience in the field of technical shelters, WASH, Emergency Response.
- Good knowledge of English, both written and spoken, is an advantage.
Qualifications and experience
- Bachelor's degree or higher in one of the following fields: Civil and Industrial Engineering, Architecture and Urban Planning, or other construction-related field.
Desirable:
- Significant work experience (minimum 3 years).
- Experience in project and team management.
- Experience of working in international and local NGOs (especially during emergency situations).
- Experience working on shelter and construction/rehabilitation projects during and after emergencies.
- Computer knowledge (experienced user of Word, Excel and AutoCAD).

Program management

Specific engineering responsibilities
- Conduct Area Office-level needs assessment. This includes – but not limited to - Rapid Needs Assessments (RNAs), Multi-Sector Needs Assessments (MSNAs), Detailed/Sectoral Assessments, and construction assessments (including BoQs).
- Manage and plan a construction project.
- Prepare Bill of Quantities for all construction relevant projects as well as prepare Scope of work.
- Survey a construction site, give a description about how would like to complete the project and its consequences.
- Solve the construction problems efficiently.
- Provide quality control and quality assurance to make sure that the purposes of the project are achieved.
- Make sure that the entire safety rules related to construction work are observed.
Partnership management
- Maintain working partnerships and good communication with representatives of SC shelter partners and programs.
- Collaborate with MEAL on activity level reporting, ensuring updated trackers are in place
- Schedule and organize meetings with implementing partners where relevant to discuss progress and
challenges.
MEAL and Information Management
- Update the coverage sheets of activities, and ensure monthly reporting is accurate

Generic professional competencies:
- Minimum 3 years of experience of working in construction, engineering, architecture or equivalent.
- Bachelor Degree or above in civil, structural engineering, architecture or similar.
- Experience of working in Ukraine, preferably in East area.
- Technical Shelter and WASH and Emergency Response expertise.
English Knowledge, both written and verbal, is an asset.
