OBJECTIVE OF THE ROLE:
The Housing and Non-Food Program Manager will manage Category 1 or 2 emergency response programs in the Non-Food/Housing/Construction sector. He will be responsible for all aspects of managing the project cycle - primarily program launch and implementation, as well as quality assurance, integration and execution in line with Save the Children programmatic principles and approaches, international industry standards and requirements donor reporting. The program manager may also represent Save the Children in relations with local authorities, partner organizations and other institutions.
Main duties:
Key Area 1: Program Launch
- Manage program launch and implementation, including rapid recruitment and induction of staff, procurement planning and implementation, and partner identification as needed for multiple projects in the sector, possibly across multiple project sites.
Key Area 2: Program Development, Management and Implementation
- Expansion of sectoral response, management of multiple grants in the sector, ensuring the implementation of projects and reports in accordance with the requirements of the QC and contracts with donors, within the agreed timelines and budget, with identified risks and properly mitigated consequences.
< li>Support the SHELTER team in developing the strategy, scope and range of security sector programs according to the Housing Cluster, including geographic and technical areas of work, in consultation with other active security sectors.- Ensure effective direction of response activities on education, health care and community centers to ensure the technical quality of any planned repair, renovation or improvement in accordance with SCI's building policy and standards.
- Perform monthly monitoring and reporting on all aspects of grant management: step-by-step analysis of the budget and actual costs, progress and updating of the work plan, revision of the procurement plan, data collection and analysis, and monitoring of indicators.

To be successful, you need to have:
- Bachelor's degree in civil engineering, construction with a master's degree in any discipline, relevant qualificationation in architecture, planning, construction or civil engineering.
- Minimum 5 years of experience as a coordinator/project manager in a humanitarian/rehabilitation context. Experience in the field of humanitarian response and development in conditions of urban displacement.
- Minimum 5 years of experience in leadership and project management in the field of housing and construction
- Experience in managing projects and large-scale programs in NGOs.< /li>
- Leadership qualities, ability to motivate, mentor; proven track record of hiring and onboarding a first response team.
- Experience in managing the program cycle, as well as experience working in a complex organization with matrix management Knowledge of effective financial and budget control; proven ability to manage large and/or parallel budgets.
- Fluency in English.
