В теперішній час SCI розширює свою діяльність на вісім міст України.Ми працюємо в напрямках освіти, захисту дітей, подолання дитячої бідності, охорони здоров’я, а також проводимо адвокаційну діяльність, пов’язану із захистом прав дітей.МЕТА ПОСАДИ:Технічний спеціаліст з питань укриття та будівництва відповідатиме за забезпечення якісної технічної підтримки заходів реагування на проблему житла в Україні відповідно до Стратегічних пріоритетів SCI. Очікується, що технічний спеціаліст з питань житла та будівництва очолить роботу з секторальної оцінки, розробки програм та генерального бюджету, координації та підтримки фандрейзингу, найму персоналу та закупівель.Основні обов’язки:Технічне керівництво:Забезпечення технічного керівництва процесом будівництва в Національному офісі та визначення стратегічного підходу до стратегії реагуванняРозбудовувати та розвивати потенціал команди за допомогою ефективного навчання, системи управління ефективністю та плану розвиткуПід безпосереднім керівництвом радника з питань укриттів, непродовольчих товарів та будівництва, підтримка стратегічного огляду портфеля будівельних програм країни, що забезпечує впровадження стандартних операційних процедур та відстеження портфеля на національному рівні.Забезпечення якості програми (розробка та реалізація):Керувати технічним аналізом, плануванням, розробкою та написанням пропозицій під час підготовки нових програм, а також забезпечувати розробку та реалізацію високоякісних проектів притулку для дітей, спираючись на найкращі світові практики. Забезпечення врахування гендерних аспектів, питань інвалідності та життєстійкості при розробці та впровадженні програм.Забезпечити у співпраці з керівниками секторів у країні, щоб планування інфраструктури було скоординованим та інтегрованим з плануванням програм інших секторів, якщо це необхідно.Здійснювати виїзди на місця реалізації проектів та вибіркові перевірки якості будівельних і ремонтних проектів; працювати з виконавчими групами для розуміння наслідків, операційних викликів і постійного виявлення можливостей для навчання та вдосконалення; забезпечувати своєчасне виконання програмних заходів (наприклад, моніторинг відповідно до логічних рамок, індивідуальних робочих планів управління ефективністю).Нетворкінг та зовнішня взаємодія:Відповідно до стратегії та керівництва Представництва, підтримувати роботу технічної допомоги з питань житла у стратегічному позиціонуванні з донорами, партнерами та урядами країнЗабезпечити, щоб організація "Save the Children" впливала на інших і вчилася у них через національні технічні координаційні та мережеві органи, такі як кластери та робочі групи з питань притулку, в деяких випадках це може передбачати виконання координуючої ролі.Щоб бути успішним, Вам необхідно мати:Ступінь магістра в галузі будівництва (цивільного або архітектурного) або суміжних галузях або еквівалентний досвід роботи, а такожСтупінь бакалавра в галузі будівництва (цивільного або архітектурного) абоin related fields or equivalent work experience At least 5 years of professional experience in the field of construction. stakeholders to deliver projects. ROLE PURPOSE: The Shelter and Construction technical Advisor will be responsible for ensuring that Shelter responses in Ukraine are supported with quality technical inputs, in accordance with SCI Strategic Priorities. Shelter and Construction technical specialist will be expected to lead on sectoral assessment, program design and master budgeting, coordination, and support fundraising, recruitment and procurement. KEY AREAS OF ACCOUNTABILITY: Technical Leadership: Provide technical leadership for construction in the Country Office and set the strategic approach in relation to the response strategy. Build and develop the capacity of the construction team through the use of effective training, performance management frameworks and development plan. Ensuring Program Quality (Design & Implementation): Along with the Shelter, NFI and construction advisor co-lead the technical scoping, planning, and design and proposal writing during new program development, and ensure that we design and deliver high quality Shelter programs for children, building on global best practices. Ensure that gender, disability and resilience considerations are reflected in our program design and implementation. Ensure with the cooperationof the in-country sector leads that infrastructure scheduling is coordinated and integrated with other sectors programme planning as appropriateUndertake field visits to project site, and quality spot-checks for construction and repairs projects; work with implementation teams to understand impacts, operational challenges, and continuously identify opportunities for learning and improvement; and ensure timely delivery of programme activities (for example, monitoring against log frames, individual performance management work plans).Networking & External Engagement:In alignment with Country Office strategy and leadership, support the Shelter and NFIs TA in engagement in strategic positioning with donors, partners and government in-country, and ensure that Save the Children is a partner of choice in Shelter-NFI and Construction Programming.Ensure that Save the Children is influencing and learning from others through national technical coordination and networking bodies such as Shelter clusters and working groups, in some cases this may involve taking a coordination role.We offer:Employment in accordance with Ukrainian legislationInternational working conditionsWorking hours from 09.00 till 17.00Medical insurance starting the first working dayEnglish courses paid by organizationOffice in the central part of the cityPet friendly officeCoffee and cookies in the officeChild Safeguarding:We need to keep children safe so our selection process, which includes rigorous background checks, reflects our commitment to the protection of children from abuse.Health and Safety:The role holder is required to carry out the duties in accordance with SCI Health and Safety policies and procedures.If you are interested in the vacancy, we are looking forward for your response.
