The purpose of this position is to engage with the URCS HQ departments/units and regional branches in order to build awareness and strengthen internal capacity on responding to SGBV cases, introduce SGBV response components to respective URCS services and support establishment of referral pathways for survivors through cooperation with authorities and GBV sub-cluster

Essential Tasks: 

Strategic responsibilities

  • Supports and oversees integration of SGBV component into the relevant URCS programs focused on community outreach;
  • Supports development of referral pathways to available state and private actors in line with the survivor-centred approach and do no harm approach; 
  • Develops self-capacity through the relevant trainings and technical assistance from respective Norwegian RC colleagues

Operational responsibilities

  • Represents Protection, Gender and Inclusion unit and maintains strong links with healthcare department and MHPSS unit of the URCS; 
  • Trains and coaches URCS staff and volunteers on use of relevant SGBV standards and protocols and supports the operationalization of those standards.
  • Develops and adjusts modules for internal and external awareness raising. 
  • Manages communication with the URCS programs and external partners to schedule and deliver awareness raising sessions.  
  • Ensures that the URCS SGBV programming is evidence-based and results-based.
  • Streamlines partners’ efforts in developing and verifying referrals to the services for SGBV survivors. 
  • Pays regular field visits to interact with the branches and assess frequency and quality of referrals. 
  • Provides surge support to the URCS departments/units and oblast branches upon the request.
  • Contributes to the development of tools and indicators for monitoring and evaluation of SGBV-related activities. 

Collaboration 

  • Works closely with Norwegian RC country office and technical advisers at HQ level.  
  • Supports collaboration with ICRC and other Red Cross Red Crescent Movement technical personnel to enhance overall humanitarian impact in the country.
  • Maintains links with leading organizations working in SGBV area. 

Requirements 

  • University degree at Master level, preferably related to health, psychology, law or social sciences 
  • Experience in working with SGBV survivors.
  • Proven experience in project management.  
  • English work proficiency is required. 
  • Fluency in relevant IT tools, including with Microsoft Office
  • Very good ability to take initiative and accept responsibility. 
  • Very good ability to work towards achieving objectives and results;  
  • Very good ability to cooperate and share competency. 
  • Very good ability to guide and coach others; 
  • Excellent soft skills

  • Strategic Responsibilities
    1. Supports and monitors the integration of the SGN component into the relevant community-oriented programs of the TCHU;
    2. Supports the development of referral pathways to existing public and private actors in accordance with a victim-centered and do-no-harm approach; 
    3. Develops self-sustaining potential through relevant trainings and technical assistance from relevant Norwegian colleagues from the RC.
  • Operational Responsibilities
    1. Represents the department of protection, gender and inclusion and maintains close relations with the department of health protection and the department of PZPSP TCHHU; 
    2. Educates and trains TCHU staff and volunteers in the use of relevant standards and protocols for countering SGBV, and supports the implementation of these standards in practice.
    3. Develops and adjusts modules for internal and external awareness raising. 
    4. Manages communication with TCHU programs and external partners to plan and conduct information sessions.  
    5. Ensures that CHW programs to address SBI are science-based and results-oriented.
    6. Coordinates partner efforts in developing and testing referrals to SBI services. 
    7. Performs regular site visits to interact with branches and assess the frequency and quality of referrals. 
    8. Provides emergency support to TCHU departments/units and regional branches upon request.
    9. Participates in the development of tools and indicators for monitoring and evaluation of SGN-related activities. 
  • Collaboration 
    1. Works closely with the Norwegian Red Cross office and technical advisors at headquarters level.  
    2. Maintains cooperation with the ICRC and other technical personnel of the Red Cross and Red Crescent Movement to strengthen the overall humanitarian impact in the country.
    3. Maintains relations with leading organizations working in the field of SSR. 

Requirements for candidates

  • Higher education at the master's level, preferably related to in health care, psychology, law or social sciences
  • Experience working with victims of SGBV.
  • Proven project management experience.  
  • Working English is mandatory. 
  • Fluency in relevant IT tools, including Microsoft Office
  • Very good ability to take initiative and take responsibility. 
  • Very good ability to work towards achieving goals and results;  
  • Very good ability to collaborate and share experiences. 
  • Very good ability to guide and train others; 
  • Excellent soft skills.
