Senior Technical Advisor / Head of Unit in the USAID project "Health Care Reform Support" in Deloitte

Deloitte is looking for a senior technical advisor for the USAID project "Supporting health care reform". The goal of the USAID project "Supporting health care reform" is to support a transparent, accountable and effective health care system. able to meet the needs of the population of Ukraine. Promoting reforms in the health care sector, increasing transparency and overcoming corruption will help reduce out-of-pocket payments and improve access to high-quality, science-based medical services for Ukrainians. Eliminating corruption is the main goal of this project, which includes: improving the management of the health care sector; supporting the transformation of the health care financing model; strengthening the personnel potential of the health care system; increasing the transparency, accountability and efficiency of the health care system ; improvement of the service delivery system at all levels. Responsibilities: management of the division, the main purpose of which is to strengthen the personnel potential of the health care system; coordination of the work of a large team, both in the office in Kyiv and throughout Ukraine and beyond; provision of expert technical support on personnel planning in health care in Ukraine; conducting an assessment and analysis of the current situation, if necessary, updating the strategy and work plan of the Project, within the boundaries of his unit; ensuring the effective and efficient work of his unit, fulfillment of contractual obligations communication with interested parties; monitoring compliance with the internal procedures and policies of the Project and USAID, as well as the legislation of Ukraine; proactive communication with the Project management and other departments to resolve current issues. Requirements: higher education; good command of Ukrainian and English; experience in the position the head of a health care institution or a consultant in the field of improving medical education/in related fields from 5 years; experience in personnel planning in the field of health care; experience in working with USAID or other donors will be an advantage; excellent oral and written communication skills, stress resistance, diplomacy , tact, attention to detail; ability to work in multitasking mode, meeting deadlines, flexibility; confident user of MS Excel.
