Senior System Analytic in Eurasia Foundation

The Eurasia Foundation, an executor of the project "Supporting Digital Transformation", funded by the United States Government through the United States Agency for International Development (USAID) and the United Kingdom Government's International Development Assistance Program (UK Dev), is looking for a Senior System Analytic. Job description and qualification requirements:

Purpose:

The purpose of the project is to expand the capabilities of SE PROZORRO (hereinafter - the Enterprise) in ensuring the effective functioning of PROZORRO ITS and support and development of other enterprise information systems.

Prozorro is an electronic public procurement system that has replaced paper tenders. "Everyone sees everything" is our main principle. Thanks to the reform, all public procurement was transferred online. The Prozorro reform is Ukraine's business card in the world and an example of a real reform based on open data and modern IT solutions.

Selection criteria and qualification requirements:

< li>4+ years of experience in a Senior System Analytic position
• General knowledge and understanding of web applications, APIs, client-server architecture, SQL and non-SQL databases, micro/services architecture, containers and orchestrations< /li>
• Experience of working with EDMS and understanding how the system works
• Knowledge of contract regulations in Ukraine
• Knowledge of OCDS contracting standards
• Preparation experience software requirements (BRD, SRS), user stories, use cases, functional and non-functional requirements
• Experience with Jira, Confluence, Gitlab or similar products
• Understanding of SDLC and underlying methodologies (Scrum, Kanban, Waterfall)
• Knowledge of notations and standards: BMPN, JSON, YAML, openAPI, UML
• English level not lower than intermediate
• Awareness in the field carrying out purchases.

Duties of an expert (together with a team of employees of the Enterprise and external specialists who support and administer IT "PROZORRO< strong>" and other information systems):

• Designing solutions. Preparation and justification of system changes or implementation of new functionality (benefits, implementation scenarios, opportunities and limitations, risks)
• Development and maintenance of technical documentation (use scenarios, work/data flow diagrams, etc.) Demonstration of achieved progress and plans for further actions
• Solving problems. Processing and analysis of incidents, search for root causes and development of workarounds, control of implementation of corrections.
• Implementation coordination. Planning and control of execution of works. Communication with partners and team members. Willingness to find ways to solve problem situations.
