ACF is looking for a senior MEAL (monitoring, evaluation, accountability and learning) program specialist to join its team.

The Senior MEAL Program Specialist will support the MEAL Program Manager to effectively manage and implement the monitoring and evaluation components of all programs and projects, both new and existing, ensuring accountability and effectiveness of project results; will support project managers in reporting and facilitate the learning process.

Requirements:

  • Bachelor's degree in economics, urban/agricultural economics, statistics, business administration, demography or similar fields with previous experience in humanitarian projects.
  • Proven experience working in an NGO ,preferably in the position of manager of monitoring and results management.
  • Proven management and coordination skills (HR, other projects and stress management).
  • Proven ability to transform analysis and evaluation into operational planning and strategy.
  • Knowledge and experience in qualitative and quantitative data management techniques, including proficient and proficient use of SPSS, STATA, EXCEL, Epi-info software.
  • Experience project monitoring and evaluation with a special emphasis on data management.
  • In-depth knowledge of international humanitarian guidelines and standards, including donor standards.
  • Ability to work in a multicultural and multi-ethnic environment with respect for diversity .
  • Ability to work independently and under pressure in a fast-paced professional environment.
  • Diplomatic and good interpersonal skills with the ability to remain calm under pressure and not lose sight of strategic priorities.
  • Readiness for regular business trips to Ukraine.
  • Fluency in the Ukrainian language.
  • Proficiency in English at the level Fluent.
  • Knowledge of basic institutional donor reporting rules (OFDA, ECHO, UN, DFID, FFP) will be an advantage.
  • Experience in at least onefrom ACF's core sectors (health, nutrition, WASH, food security and livelihoods) will be an advantage.

Responsibilities:

  1. Support MEAL Program Manager in implementation of MEAL standards for ACF programs to ensure compliance with donors and ACF MEAL standards
  • Support the MEAL Manager to properly use already established MEAL systems to guide project initiation, implementation, adjustment, accountability and training in accordance with the ACF MEAL Guidelines and MEAL Minimum Requirements.
  • Support MEAL program professionals in developing TOR and data collection tools for surveys, needs assessment, mid-term and project reviews/evaluations, including sampling and evaluation methodologies.
  • In collaboration with MEAL HOD, DHOD and MEAL Program Manager support the preparation of comprehensive MEAL plans for each project to collect quantitative and qualitative data for project performance tracking and reporting.
  • Regular field visits to support MEAL implementation.
  • Promote use in in all projects collaborative data collection methods involving beneficiaries, institutions and partners in the process.
  • Support MEAL Program Manager and MEAL Program Specialist to operationalize the use of mobile data collection systems and other technologies to strengthen monitoring and reporting of activities .
  • Work closely with other technical staff to agree mapping scope, define data needs, project requirements, required deliverables and participate in mapping in collaboration with the MEAL Program Manager.

2.Support MEAL Program Manager in proper and timely reporting on MEAL activities< /b>

  • Confirm MEAL data analysis of various projects as needed using Excel, SPSS or other statistical software provided by MEAL staff under their responsibility.
  • Support development and review of internal reports , ensuring compliance with donor requirements and that reports reflect actual field activities and outcomes based on MEAL outputs.
  • Provide feedback on programmatic and operational reporting templates that facilitate timely and accurate delivery , aggregation and analysis of information in the programs.
  • Develop a monthly work plan for the MEAL field team under their responsibility and ensure timely information exchange with the MEAL technical team.

3.Develop the capacity of MEAL staff through training, mentoring and coaching to ensure quality control of monitoring activities and grades

  • SupportMEAL HoD, DHOD and MEAL Manager for staff capacity building including training needs assessment and reduction plan preparation.
  • Support MEAL HoD, DHOD and MEAL Manager in conducting and implementing MEAL capacity assessment among MEAL and project staff .
  • Ensuring further training of MEAL teams.

4. Support the MEAL Program Manager in ensuring the proper implementation of the feedback mechanism and response to complaints

  • Support the tuning of FCM channels at the basic level in cooperation with the MEAL manager and the reporting specialist.
  • Support the timely resolution of complaints received from beneficiaries and stakeholders.

  • Ensure confidentiality and adequate protection of data related to beneficiary feedback and complaints.

5. Capitalization and training support for all projects

    < li>Support MEAL HODs, DHODs and Program Managers in providing feedback to the senior management team at grassroots level on benchmarks for all sectors.
  • Support MEAL HODs, DHODs and Program Managers to organize and coordinate interim reviews project, training workshops/review of program work plans with the program team at the local level and other stakeholders.
  • Support documentation review of project activities with clear articulation of lessons learned, case studies and brief articles for each project for internal and external exchange.
  • Support the MEAL program manager to coordinate and share knowledge related to MEAL practices at the grassroots level
  • Regularly advise and inform project managers on all aspects of MEAL, including findings and recommendations .

6. Supporting proper and adequate management of resources: personnel, finances and assets

  • Ensure recruitment of MEAL registrars.
  • Support relevant line managers in collaboration with MEAL registrars.
  • Close communication with MEAL HOD, DHOD and Program Managers, Communicating the need to understand and support the welfare of MEAL staff in all regions to ensure good working conditions and increased productivity.
  • Undertaking MEAL certification of registrars under their direct supervision as required by ACF guidelines.
  • Ensuring effective and constructive day-to-day supervision of MEAL registrars while strengthening their skills and potential.
  • Support MEAL Manager and Program Managers in logistical and budgetary planning of MEAL activities.

7.Representation of the organization at the statelevel and popularization of technical points of view, guidelines and working methods of ACF

  • Presenting ACF at at the national level and, where appropriate, the creation of clusters, working groups, workshops and strategic think tanks linked to the department.
  • Proactive collaboration with national authorities, partners and ACF staff, partner agencies, consortia/ alliances/partnerships and other relevant external stakeholders.
