, expansion/development related to water sanitation and hygiene activities. The Engineer Communications Specialist will prioritize the launch of emergency engineering communications measures in close cooperation with sector and district management. They should have strong linkages with current or planned water, sanitation and hygiene programs and other major sectoral programs of MMK. In addition, it is necessary to promptly ensure proper maintenance and operation of facilities and services, including the training of relevant personnel.

Main Tasks and Responsibilities

    < li>Responsible for the construction or renovation of healthcare facility infrastructure, including project design, planning, and implementation.
  • Responsible for representing the Communications Engineering Manager in his/her absence leading the Communications Engineering (WASH) team. .
  • Supervise the WASH team during the implementation of rehabilitation/construction projects.
  • Support the implementation of activities and defined objectives of the overall water, sanitation and hygiene response program (WASH) in a phased and prioritized manner, in full consultation and coordination with International Medical Corps staff and other agencies, both governmental and non-governmental.
  • Responsible for conducting an updated assessment (directly and remotely) of the current situation in cooperation with relevant stakeholders, identification of priorities and urgent actions and resources.
  • Responsible for the assessment and monitoring of resources and response capabilities on the ground (human, material and financial).
  • Responsible for the rapid adapting the design and overall response to the changing situation, taking into account the needs of the community, the current level of capacity of the actors on the ground and the possible expansion of the current programs.
  • Responsible for the selection and design of water supply systems, including the selection of the source, intake, storage, treatment and distribution of water for new systems and/or rehabilitation of old systems.
  •  Responsible for the supervision and management of utility engineering assistants (WASH).
  • Ensure the proper management and operation of the sanitation system ( including excrement disposal, vector control, solid waste disposal, drainage)with full consideration of local conditions, resources, customs and cultural norms.
  • Responsibility for collaboration with other actors to develop strategies to promote hygiene in the camp and host community.
  • Responsible for that issues of protection, gender, livelihoods, environmental impact, operation and maintenance, and sustainable development are taken into account in program design.
  • Responsible for compliance with national and Sphere humanitarian charter standards, as both qualitative and quantitative, and for documenting any deviations.
  • Establish a team that can respond to emergencies and hire and train staff as needed.
  • Contribute to ensuring full funding of response measures by external donors and manage (personnel, financial, implementation) all aspects of the WASH emergency response.

Personnel Management< strong> 

  • Assist in the recruitment and development of qualified program staff.
  • Conduct staff evaluations under their direction.
  • Supervise technical staff for ensuring smooth and efficient operations.
  • Maintain open lines of communication with all field staff.

Training/Capacity Building

  • Identify and meet the training needs of subordinate engineering communications staff.
  • Training of senior national staff to increase their responsibility for capacity building and ensure consistency and sustainability of the event.
  • Working Relations

    • Maintain frequent communication with management to ensure awareness of program activities and goals.
    • Cooperate with logistics department employees and finance to ensure timely coordination of program delivery within budget indicators.
    • Interact with national government and relevant institutions as necessary.

    Security

    • Collaborate with the Safety Officer/Team Leader to ensure the safety and protection of field personnel.
    • Ensure application and compliance with Engineering Communications Safety (WASH) personnel safety protocols and policies.

      Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within the International Medical Corps and among the beneficiaries served by the International Medical Corps

      Minimum Requirements

      • Bachelor's degree or higher in water and wastewater engineering, civil engineering or related field. 3+ years of relevant work experience (minimum 2 years in humanitarian situations; experience working in camps is an advantage).
      • Experience in the development and implementation of water projects, as well as knowledge of Ukrainian legislation on well drilling.
      • li>Experience in emergency response, including rapid needs assessment and analysis.
      • Experience in effective hygiene promotion in humanitarian contexts.
      • Promoestablished analytical, project conceptual and project planning skills, clear and realistic activities.
      • Fluency in English (both spoken and written)
      • Ability to prepare plans and reports, planning , negotiation and leadership skills.
      • Willingness to travel in hazardous areas.
      • In-depth awareness of cross-cultural interaction and thorough knowledge of public health.
      • Ability to make sound judgments and make independent decisions.
      • Extreme flexibility and ability to handle stressful situations and frustrations.
      • Creativity and ability to work with limited resources.
