GENERAL PURPOSE OF THE ROLE 

Reporting to the Country MEAL Manager, the Senior MEAL Officer is responsible for coordinating of MEAL team within the Ukraine program, ensuring the proper implementation of monitoring, evaluation, accountability and learning mechanisms towards ongoing projects to establish smooth operation in line with HI standards and donor requirements.

 RESPONSIBILITIES  

1. Strategy and steering:  

  • In close collaboration with the Country MEAL Manager, Area MEAL Manager, the Senior IM Officer, and the projects managers, develop and implement a MEAL strategy that is in line with the overall Program strategy.
  • Contribute to defining MEAL and IM action plan, ensure MEAL deliverables to be completed according to milestone dates.
  • Oversee, coordinate, and prioritize the daily activities of MEAL Officers and MEAL Agents within the respective hubs of the Ukraine programs.

 2. Support programming and project implementation:

  • Support projects managers and partners to implement projects in line with the quality approach, as defined in PME (Planning, Monitoring & Evaluation) policy and guidelines.
  • Support project managers in the PME methodology guidelines and their application throughout the areas of intervention of the Ukraine program, in close coordination with the MEAL teams of the hubs.
  • Support the proper planning and implementation of essential project management processes on each project.
  • Serve as a focal point for country-wide MEAL-related issues for HI teams in the different hubs of the Ukraine program, liaise with other departments to ensure smooth information flow.

3. Support in planning and implementing the results monitoring system

  • Draft and/or systematically update monitoring plans and ensure their timely implementation.
  • In close collaboration with the Senior IM Officer, and the project managers, and technical tems, contribute to the development of data collection tools.
  • Ensure compliance with monitoring frameworks, in particular means of verification and methods of calculation.
  • Consolidate monitoring reports and fill in the indicators tracking table.
  • Train project teams in monitoring.

4. Conduct surveys (Baseline, Post-Distribution/Intervention, etc.) ensuring compliance with methodological standards.

  • Design the survey and its frameworks, including methodology and questionnaire.
  • Develop or ensure the proper development of survey tools.
  • Train and accompany assessors.
  • Consolidate, analyze, interpret, and disseminate findings.

5. Ensure project evaluations conduction in line with the HI standards.

  • Ensure that evaluation activities are timely carried out, including annual self-evaluations and follow-up to internal evaluations.
  • Frame and facilitate self-evaluation exercises.
  • Frame and facilitate project reviews.
  • Provide MEAL follow-up on the projects under review in close coordination with MEAL teams of the respective hubs, including on country-wide harmonization aspects.

6. Contribute to implementation of an accountability to populations framework.

  • Contribute to definition of the accountability mechanisms that integrate information, consultation, feedback, and complaints management.
  • Contribute to formalization of operational procedures.
  • Train focal points for feedback management systems.
  • Contribute to design of accountability part of MEAL plans.
  • Take action to deal with feedback and operational complaints (for project improvement especially).

7. Contribute to design and implementation of a learning plan at project level.

  • Ensure implementing processes and methods for collecting, analyzing, modelling and ownership of the knowledge produced Implement the learning activities.
  • Contribute to the analyses of the information collected and the knowledge produced.
  • Ensure the sharing of knowledge produced internally on the program and more broadly at organization level by using HI Library.

 8. Contribute to the external representation and promotion of HI’s MEAL/IM expertise.

  • Represent HI’s MEAL and IM expertise in all relevant networks and/or working groups in the East area of intervention.
  • Proactively gather information from relevant digital resources, cluster partners, UN agencies and other organizations which may be ofuse to HI for informed decisions.

9. Conduct regular visits of HI field activities within areas of intervention in Ukraine.

10. Emergency preparedness and response 

  • Contribute to the program’s emergency preparedness actions and, in an emergency, adapt his/ her working methods to contribute to an effective humanitarian approach by HI.

Education:Bachelor’s/Master’s degree in Marketing, Social Sciences or a related field.

Experience and technical competencies:

  • Minimum one year of experience in MEAL or Monitoring & Evaluation in humanitarian or emergency response programs in Officer or a higher position.
  • Proven organizational and inter-personal skills, and ability to work in a multi-cultural team environment.
  • Core humanitarian principles and MEAL mechanisms.
  • Project cycle and Log Frame approach.
  • Surveys methodological standards and methods (FGDs, PDMs, etc.), analysis of quantitative and qualitative data.
  • Report writing.
  • Data management, data structuring and data quality.
  • Advanced Microsoft Office skills, particularly in Excel.
  • Good command of Outlook and SharePoint.
  • Professional proficiency in English (essential).
  • Professional proficiency in Ukrainian and/or Russian.
  • Working experience in data visualization using Power BI and/or design forms in SurveyCTO/Kobo Toolbox/ODK is an advantage.

ЗАГАЛЬНІ ОБОВ’ЯЗКИ 

 Підпорядковуючись Керівнику з моніторингу, оцінки, обліку та навчання в країні, старший фахівець з моніторингу, оцінки, обліку та навчання (MEAL) відповідає за координацію роботи команди MEAL в рамках Програми в Україні, забезпечуючи належне впровадження механізмів моніторингу, оцінки, обліку та навчання для поточних проектів з метою налагодження безперебійної роботи відповідно до стандартів HI та вимог донорів.

 TASK 

1. Strategy and Management

  • In close collaboration with MEAL Country Manager, MEAL Regional Manager, Senior Information Management Specialist (IM ) and project managers to develop and implement the MEAL strategy, which is in line with the overall strategy of the Program , coordinate and prioritize the daily activities of MEAL specialists and MEAL agents in the relevant hubs of the Program in Ukraine.

2. Support the implementation of programs and projects:

  • Provide support to project managers and partners in the implementation of projects according to the quality approach as defined in the PME (Planning, Monitoring and Evaluation) policy and guidelines.
  • Provide support to project managers in the application of the PME methodology and its guiding principles in all areas of the Program's activities in Ukraine, in close coordination with MEAL teams from various hubs.
  • Support the proper planning and implementation of core project management processes within each project
  • Act as country-level MEAL-related coordinator for HI teams at various hubs programs in Ukraine, maintain communication with other departments to ensure uninterrupted information flow.

3. Support in the planning and implementation of the results monitoring system.

  • Compilation and/or systematic updating of monitoring plans and ensuring their timely implementation.< /li>
  • In close collaboration with Senior IM Specialist, Project Managers and Technical Specialists, contribute to the development of data collection tools.
  • Ensure compliance with monitoring frameworks, including verification tools and calculation methods.
  • li>Consolidate monitoring reports and fill in the indicator tracking table.
  • Train monitoring project teams.

4. Conducting surveys (baseline, post-distribution/intervention survey, etc.) in compliance with methodological standards.

  • Planning the study and its framework, including methodology and questionnaire.
  • Develop or ensure adequate development of research instruments.
  • Evaluator training and support.
  • Consolidation, analysis, interpretation and dissemination of results.

 5. Ensure project evaluations are conducted in accordance with HI standards.

  • Ensure timely evaluation activities, including annual self-evaluations and follow-up on internal assessments.
  • Organize and facilitate self-assessment.
  • Form and facilitateconducting project reviews.
  • Ensure follow-up on projects under review in close coordination with the MEAL teams of the relevant hubs, including aspects of country-wide harmonization.

6. Contribute to the implementation of the accounting system before the population.

  • Contribute to the definition of accounting mechanisms that integrate information, consultation, feedback and complaint management.
  • Contribute to the formalization of operational procedures.
  • Training of coordinators for feedback management systems.
  • Contribute to the development of the accounting part of MEAL plans.
  • Taking measures to solve problems related to with feedback and operational complaints (especially regarding project improvement).

 7. Contribute to the development and implementation of the curriculum at the project level.

  • Ensure the implementation of processes and methods of collection, analysis, modeling and ownership of the acquired knowledge. Implement training activities.
  • Contribute to the analysis of collected information and acquired knowledge.
  • Ensure the exchange of knowledge obtained within the framework of the program and more widely - at the level of the organization, using the HI Library.

8. Contribute to the external representation and promotion of HI's MEAL/IM expertise and knowledge.

  • Represent HI's MEAL and IM expertise and knowledge to all relevant networks and/or working groups in the Eastern Region intervention.
  • Proactively collect information from relevant digital resources, cluster partners, UN agencies and other organizations that may be useful for making informed decisions.

9. Regularly attend HI events on the ground in intervention zones in Ukraine.

Emergency preparedness and response. Contribute to the program's emergency preparedness activities and, in the event of an emergency, adapt its working methods to facilitate an effective humanitarian response by HI.

REQUIREMENTS FOR CANDIDATES

Experience and skills required:

  • Professional proficiency in English: reading, writing, speaking and listening skills. 
  • Advanced Microsoft Office skills, including Excel. 

Desired experience and skills:

    • Minimum one year of work experience in MEAL or monitoring and evaluation in humaneitary programs or emergency response programs in a specialist or senior position.
    • Proven organizational and interpersonal skills, ability to work in a multicultural team environment. 
    • Main humanitarian principles and MEAL mechanisms. 
    • Project cycle and Log Frame approach. 
    • Methodological standards and methods of conducting surveys (FGDs, PDM, etc.), analysis of quantitative and qualitative data.
  • Writing reports.
  • Data management, data structuring and quality.
  • Good command of Outlook and SharePoint.
  • Professional command of Ukrainian and/or Russian languages.
  • Experience with data visualization using Power BI and/or form design in SurveyCTO/Kobo Toolbox/ODK is an advantage.
