GENERAL PURPOSE OF THE ROLE
Reporting to the Country MEAL Manager, the Senior IM Officer is responsible for coordinating of IM team within the Ukraine program, ensuring the consistent approach to data management; supervises IM tools implementation to establish smooth projects operation in line with HI standards and donor requirements.
RESPONSIBILITIES
1. Strategy and Steering as Information Management Team Leader
- In close collaboration with the Country MEAL Manager, Senior MEAL Officer, the Area MEAL Manager, and the projects managers, develop and implement an IM strategy for the East area that is in line with the overall Program strategy.
- Contribute to defining MEAL and IM action plan, ensure IM deliverables to be completed according to milestone dates.
- Oversee, coordinate, and prioritize the daily activities of IM Officers accross the Ukraine program’s MEAL department.
2. Support programming and project implementation:
- Ensure implementation of an integrated data management system, appropriate to the intervention context and in compliance with HI standards and policies.
- Play a lead role in maintenance and enhancement of the IM tools currently in place and coordinate the development and roll-out of new ones in collaboration with the IM/MEAL team and the wider technical and operational units of the Ukraine program.
- Ensure technical standardization throughout the program, including data comparability, standard ID generation, etc.
- Enable data collection digitalization, primarily through Mobile Data Collection (SurveyCTO).
- Promote automatization of IM processes, where feasible.
3. Provide technical expertise to program teams in designing and implementing data management tools.
- Serve as a focal point for IM-related issues for HI teams, liaise with other departments to ensure smooth information flow.
- In close collaboration with the Senior MEAL Officer, and the projects managers, contribute to the compilation of needs for data collection and analyses and ensure tailoring of IM tools in line with the needs.
- Design and revise SOPs for IM tools application and other related documents.
4. Monitor data quality, conduct data analysis and sharing.
- Conduct regular monitoring and cross-checking of entered data, provide solutions, and timely troubleshoot technical issues, as well as keep the relevant project(s) focal point(s) up to date.
- Oversee data cleaning and verification activities and ensure regular updates on data quality.
- Ensure high quality and timely provision of Survey CTO forms.
- Collect and analyze data to identify trends or patterns.
- Provide insights through graphs, charts, tables, dashboards, and reports using data visualization methods, especially Power BI, to enable data-driven planning, decision-making, presentation, and reporting.
5. Ensure the proper centralized storage and accessibility of program data.
- Oversee the proper maintenance of SharePoint channels and compliance of shared folders structure with the required standards.
- Ensure systematized storage of Survey CTO forms.
- Manage access controls and conduct periodic audits of permissions and routing chains ensuring only designated personnel have access to internal operational information.
- Define a standard back-up procedure and ensure regular data retention.
- Define a standard archiving system and manage archival processing activities.
6. Facilitate capacity building and knowledge promotion for HI staff and partners.
- Identify knowledge gaps in relation to all aspects of data management.
- Manage and coordinate capacity building activities, including presentation, learning material and user manuals design, and delivery of training on IM mechanisms and procedures to teams.
- Provide ongoing counseling to personnel on IM-related topics.
7. Contribute to learning and the continuous improvement of HI’s interventions.
- Design and implement processes and methods for collecting, analyzing, modelling and ownership of the knowledge produced, in accordance with the frameworks defined by the Country MEAL Manager and/or the Senior MEAL Officer with contributions from relevant area-based teams.
- Contribute to the analyses of the information collected and the knowledge produced to strengthen collective learning.
- Ensure the sharing of knowledge produced internally on the program and more broadly at organization level by using HI Library.
8. Contribute to the external representation and promotion of HI’s MEAL/IM expertise.
- Represent HI’s MEAL and IM expertise in all relevant networks and/or working groups in the East area of intervention.
- Proactively gather information from relevant resources, cluster partners, UN agencies and other organizations which may be of use to HI for informed decisions.
9. Conduct visits of HI field activities within areas of intervention in Ukraine.
10. Emergency preparedness and response
- Contribute to the program’s emergency preparedness actions and, in an emergency, adapt his/ her working methods to contribute to an effective humanitarian approach by HI.
Education: Bachelor’s/Master’s degree in Information Technology, Information Systems, Computer Engineering, Social Sciences or a related field.
Experience and technical competencies:
- Minimum one year of experience in Information Management and/or Monitoring & Evaluation in humanitarian or emergency response programs.
- Proven organizational and inter-personal skills, and ability to work in a multi-cultural team environment.
- Information management strategy, data structuring and data quality.
- Advanced Microsoft Office skills, particularly in Excel.
- Strong technical skills in rational database development, and data analysis (qualitative and quantitative).
- Working experience in data visualization using Power BI.
- Good command of cloud-based technologies, especially SharePoint, and data collection tools, such as Survey CTO.
- Professional proficiency in English (essential).
- Professional proficiency in Ukrainian and/or Russian.
- VBA scripting experience and familiarity with GIS and/or SQL is an advantage

TASK

1. Strategy and management as the leader of the information management team - Work closely with the Country MEAL Lead, Senior MEAL Specialist, Regional MEAL Lead, and Project Managers to develop and implement the IM strategy in the Eastern region, which corresponds to the general strategy of the Program.
- Participate in the definition of the MEAL and IM action plan, ensure the execution of IM tasks according to the defined deadlines.
- Supervise, coordinate and prioritize the daily activities of IM specialists in the MEAL department.
2. Support the implementation of programs and projects:
- Ensure implementation of an integrated data management system appropriate to the context of the intervention and compliant with NI standards and policies.
- Play a leading role in maintaining and improving existing IM tools, as well as coordinate the development and implementation of new tools in collaboration with the IM/MEAL team and the broader technical and operational divisions of the program in Ukraine.
- Ensure technical standardization across the program, including comparability of data, creation of standard identifiers, etc.
- Ensure digitization of data collection, primarily through mobile data collection (SurveyCTO).
- Promote automation of data exchange processes where possible.
3. Provide technical expertise to program teams in the development and implementation of data management tools.
- Act as coordinator of information management issues for HI teams, liaise with other departments to ensure a smooth flow of information.
- In close collaboration with the Senior Data Management Officer and project managers, contribute to the identification of data collection and analysis needs and ensure the adaptation of data management tools to meet those needs.

- Control proper maintenance of SharePoint channels and compliance of shared folder structure with required standards.
- Ensure systematic storage of CTO Survey forms.
- Manage access controls and conduct periodic audits of permissions and routing chains, ensuring that only designated personnel have access to internal operational information.
- Define a standard backup procedure and ensure regular data retention.
- Define a standard archiving system and manage archive processing activities.
6. Contribute to capacity building and knowledge dissemination among HI staff and partners.
- Identify knowledge gaps in all aspects of data management.
- Manage and coordinate capacity building activities , including the preparation of presentations, training materials and user manuals, as well as conducting training on IM mechanisms and procedures for teams.
- Provide ongoing consultation to staff on issues related to information management.

7. Contribute to learning and continuous improvement of HI interventions.
- Develop and implement processes and methods for the collection, analysis, modeling and ownership of learning in accordance with the framework defined by the MEAL Country Manager and/or Sr. by a MEAL specialist, with the participation of the relevant territorial teams.
- Contribute to the analysis of collected information and knowledge gained in order to strengthen collective learning.
- Ensure the sharing of knowledge gained within the framework of the program and more broadly at the organizational level using the HI library.

8. Contribute to the external representation and promotion of HI's MEAL/IM expertise and knowledge.
- Represent the NI organization's MEAL/IM expertise and knowledge to all relevant networks and/or working groups in the Eastern region of intervention.

- Professional proficiency in English: reading, writing, speaking and listening skills.
- Advanced Microsoft Office skills, including Excel.
